The 12th extraordinary session of the 10th Provincial People's Council

On February 20, the People's Council of Dong Thap province, term X, opened its 12th extraordinary session. The meeting was chaired by comrades: Phan Van Thang - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; 2 Vice Chairmen of the Provincial People's Council are Ms. Nguyen Thi Kim Tuyen and Mr. Kieu The Lam.

Attending the event were Mr. Le Quoc Phong - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the National Assembly Delegation of Dong Thap province.
Speaking at the opening of the session, Chairman of the Provincial People's Council Phan Van Thang emphasized that this extraordinary session is of great significance, deciding on many urgent issues to serve the arrangement and streamlining of the organizational apparatus of Dong Thap province and considering and deciding on a number of contents related to the province's socio-economic development tasks and personnel work.
Mr. Phan Van Thang - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council delivered the opening speech of the meeting.
The Chairman of the Provincial People's Council expressed his belief that with the highest political determination, the consensus and support of cadres, party members and people, Dong Thap province will complete the revolution of rearranging and streamlining the political system to meet very high requirements in the coming time; at the same time, creating a premise for the organization and personnel work to prepare for the Party Congresses at all levels towards the 12th Provincial Party Congress and the 14th National Congress of the Party; election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026 - 2031 term.
After listening to the reports on the draft Resolution and the verification report, the delegates of the Provincial People's Council voted to approve the draft Resolutions: Resolution on amending Clause 2, Article 1 of Resolution No. 50 dated December 5, 2024 of the Provincial People's Council on the Socio-Economic Development Plan of Dong Thap province in 2025; Resolution on reorganizing specialized agencies under the Provincial People's Committee; Resolution amending Resolution No. 59 dated December 5, 2024 of the Provincial People's Council on assigning civil servant payrolls in administrative agencies of Dong Thap province in 2025; Resolution on abolishing the Resolutions of the Provincial People's Council.

According to the Resolution on reorganizing specialized agencies under the Provincial People's Committee, the Department of Finance was established on the basis of merging the Department of Finance with the Department of Planning and Investment; the Department of Agriculture and Environment was established on the basis of merging the Department of Agriculture and Rural Development with the Department of Natural Resources and Environment; the Department of Construction was established on the basis of merging the Department of Construction with the Department of Transport; the Department of Science and Technology was established on the basis of merging the Department of Science and Technology with the Department of Information and Communications; the Department of Home Affairs was established on the basis of merging the Department of Home Affairs with the Department of Labor - Invalids and Social Affairs; the Provincial People's Committee Office was established on the basis of merging the Department of Foreign Affairs into the Provincial People's Committee Office.
Reorganize specialized agencies under the People's Committee of Dong Thap province by transferring and receiving functions and tasks but not changing their names, including: Department of Health; Department of Education and Training; Department of Culture, Sports and Tourism of Dong Thap province; Department of Industry and Trade; Department of Justice; Provincial Inspectorate.
The meeting completed the personnel work. Accordingly, the delegates voted to pass the Resolution to dismiss Mr. Pham Thien Nghia from the position of Chairman of the People's Committee of Dong Thap province, term X, 2021 - 2026, for early retirement according to his wishes; Resolution to dismiss Ms. Nguyen Thi Kim Tuyen from the position of Vice Chairman of the Provincial People's Council, term X, 2021 - 2026, due to her being transferred and appointed to the position of Head of the Provincial Party Committee's Propaganda and Mass Mobilization Department.

The meeting also conducted the election of the Vice Chairman of the Provincial People's Council for the 10th term, 2021 - 2026. As a result, Mr. Pham Van Chuan - Member of the Provincial Party Standing Committee, Secretary of the Sa Dec City Party Committee was elected as Vice Chairman of the Provincial People's Council for the 10th term, 2021 - 2026 (50/51 votes).

The Provincial People's Council delegates also voted to dismiss Mr. Pham Thien Nghia and Mr. Le Thanh Cong from their duties as Provincial People's Council delegates for the 2021-2026 term due to retirement.
In his closing speech, Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council Phan Van Thang requested that the Provincial People's Committee urgently direct agencies to urgently complete their functions, tasks, powers and organizational structures after reorganizing to ensure effective and efficient operation immediately. At the same time, all levels, sectors and localities need to synchronously, comprehensively and effectively implement the tasks and solutions set out in all fields.
The Standing Committee of the Provincial People's Council respectfully acknowledges the great contributions of Mr. Pham Thien Nghia and the Provincial People's Committee in successfully completing the socio-economic development tasks of the province, creating an important premise for the strong development of Dong Thap in the past term and for the new period.
The Standing Committee of the Provincial People's Council respectfully acknowledges the contributions of Ms. Nguyen Thi Kim Tuyen and the Standing Committee of the Provincial People's Council in being proactive and flexible in leadership and management, contributing to improving the effectiveness of the Provincial People's Council's operations. The Provincial People's Council believes that Ms. Nguyen Thi Kim Tuyen will continue to uphold her sense of responsibility, promote her capacity and experience in her work, and excellently complete the newly assigned tasks. The Standing Committee of the Provincial People's Council respectfully acknowledges the dedication and contributions of Mr. Le Thanh Cong in performing the role and responsibility of a people's representative over the past time.
With the results achieved at this session, we believe that when the state apparatus is organized scientifically, rationally and operated effectively, resources will be optimally allocated, policies will be implemented synchronously and achieve more substantial results. This is the foundation to ensure that Dong Thap province in particular and the whole country in general develop sustainably and comprehensively, Chairman of the Provincial People's Council Phan Van Thang emphasized.
