Pursuant to Plan No. 44/KH-SVHTT dated March 8, 2024 of the Department of Culture and Sports on organizing the Artistic Photography Contest with the theme "Ba Ria - Vung Tau affirms potential - Enhances integration" in 2024;
The Organizing Committee announces the Rules of the Artistic Photography Contest with the theme "Ba Ria - Vung Tau affirms its potential - Enhancing integration" in 2024 with the following specific contents:
I. Purpose and requirements
1. Purpose
The contest is organized to select beautiful photos that ensure aesthetics and specificity to serve the propaganda and promotion work, serve the political tasks, economic development, socio-culture, internal and external affairs of the province. Bring the image of Ba Ria-Vung Tau to appear professional, impressive, attractive to tourists and investors.
Select typical images of natural landscapes, cultural identity, people, and strengths of Ba Ria-Vung Tau to carry out the work of building publications to promote the province's image in the coming time.
2. Requirements
The contest was widely promoted and advertised, attracting a large number of professional and non-professional artists across the country to follow, respond and participate.
The organization ensures practicality, efficiency and economy; the selection work is accurate, objective and transparent.
II. Content
1. Name: Artistic photography contest with the theme "Ba Ria - Vung Tau affirms potential, enhances integration" in 2024.
2. Content of the entry:
Reflecting achievements in the fields of politics, economy, culture - society, defense - security of the province.
Introducing cultural identity, scenic spots, historical - cultural relics, new and typical economic, cultural and tourist works; traditional folk festival activities, traditional craft villages in the province; types of tourism...
Moments of life, daily activities, customs, natural landscapes, people, culinary culture... and other content aimed at the values of truth - goodness - beauty.
Photo content must be healthy, suitable for the contest requirements, and not subject to prohibited circulation; the Organizing Committee has the right to remove photos from the contest without notifying the author if the photo content is unhealthy, not suitable for the contest requirements, or subject to prohibited circulation.
3. Contestants:
Are Vietnamese citizens living, studying and working in and outside the country; foreigners working, living in Vietnam or traveling to Ba Ria - Vung Tau.
Note: Members of the Organizing Committee; Jury; Secretariat are not allowed to participate in the Contest.
4. Contest Scale:
Launch and disseminate widely nationwide.
5. Time of organization:
Competition launch: From February 2024.
Deadline for submissions: April 15, 2024.
Time for judging entries: From April 20 to April 25, 2024.
Time to summarize and announce selected works: Early May 2024.
6. Contest format and photo submission address:
Authors with works to enter the contest must compile a list of photo files of the works to enter the contest according to the form: Name of the work; full name, age, address, phone number of the author, time and location of taking the photos and send them to the Email address: [email protected].
III. REGULATIONS ON COMPETITION WORKS
1. Format of entries
Contest images must be created within 02 years (2023-2024).
Contest photos are single photos and photo series; color or black and white, digital photo files, JPEG file format, 300 DPI resolution, minimum capacity is 5Mb to 8Mb to be able to enlarge many sizes to serve propaganda and exhibition work.
Authors can enter single photos and photo series.
Each author can participate in a maximum of 20 works (both single photos and photo series), only 01 name is taken, if the author uses a stage name, the full name must be included. Do not write notes, signatures or any other identification marks of the author on the submitted photos.
In case the author submits both single and series photos, the single photo must not be the same as the photo in the series.
+ Single photo: Each photo is 01 work (name the work, year taken and additional notes about the work if any).
+ Photo series: Each photo series is considered a work, consisting of 05 to 08 photos; each photo series has a direct caption at the bottom of each photo, the year it was taken and an introduction to the content of the photo series (maximum 150 words).
Do not write your full name or pen name on your work. The Organizing Committee will encrypt your work before submitting it to the Jury for evaluation.
Contest photos must be taken in Ba Ria-Vung Tau province.
The author is responsible for the copyright of the submitted work and related rights according to the provisions of law. The Organizing Committee is not responsible for any disputes related to the copyright of the submitted work. In case of any violation, the Organizing Committee will cancel the contest results.
2. Invalid works:
The photos have won prizes at photo contests and festivals in the province, region, nationwide and internationally.
Photos using photoshop techniques to crop, add or subtract, distorting the actual content of the contest entry; Photos scanned or taken from paper photos.
Photos participating in the contest violate Vietnamese customs, laws and culture, contain negative political and religious content; propagate or incite violent acts, reactionary propaganda or destructive acts; use unhealthy and uncultured images and information.
IV. CONTEST PRIZES
Photo set
01 first prize: 20,000,000 VND/prize
02 second prizes: 15,000,0000 VND/prize
03 third prizes: 10,000,000 VND/prize
04 consolation prizes: 5,000,000 VND/prize
Single photo
01 first prize: 15,000,000 VND/prize
02 second prizes: 10,000,0000 VND/prize
03 third prizes: 5,000,000 VND/prize
04 consolation prizes: 2,000,000 VND/prize
In addition, the Organizing Committee will support 50 works selected for the final round with an amount of 300,000 VND/work.
The award structure may change, based on the quality of the work in each category.
Prize value includes cash and in-kind gifts.
V. PROVISIONS ON RIGHTS AND RESPONSIBILITIES
1. Author's rights
Authors whose works win prizes will receive cash prizes according to regulations and will be awarded a Certificate by the Organizing Committee.
2. Author's responsibility
Authors whose photos are selected for the final round must print their own photos and submit them to the Organizing Committee to serve the Jury in judging the final round (the Organizing Committee will notify the authors). The size of the printed photos is 20 x 30cm; for photo sets, just print the mockup of the photo set, size 40 x 60cm.
Authors submitting works to participate are deemed to accept all regulations set forth by the Organizing Committee.
The author's prize money must pay personal income tax according to the current tax law of the State.
3. Use of works and copyright
Entries that violate the rules will be disqualified from the Contest.
The Organizing Committee is not responsible for loss, damage or misplacement during postal transportation.
The Organizing Committee of the contest will not return the entries to the authors.
The Organizing Committee has the right to use the winning works for exhibitions, political events, propaganda activities, foreign affairs and public service for non-commercial purposes without having to pay any fees to the authors.
Winning works will receive a certificate from the Organizing Committee of the Contest, cash prizes and gifts in kind according to the value of each prize.
The Organizing Committee reserves the right to cancel any works containing sensitive, unhealthy content or affecting Vietnamese customs and culture.
If the work is found to infringe copyright, the Organizing Committee will cancel the selection results, revoke the award and other benefits (if any) of that work.
VI. ESTABLISHMENT OF ORGANIZING COMMITTEE AND JUDGES
1. Establish the Competition Organizing Committee
Head of Organizing Committee: Director of Department of Culture and Sports;
Deputy Head of the Organizing Committee: Deputy Director of the Department of Culture and Sports;
Deputy Head: Leader of the Provincial Party Committee's Propaganda Department;
Members: Leaders of units: Department of Tourism, Department of Information and Communications, Department of Finance, Provincial Literature and Arts Association, Provincial Radio and Television Station, Ba Ria - Vung Tau Newspaper, People's Committees of districts, towns and cities in the province.
2. Establishing the Jury
The expected members of the Jury include 07 people:
Representatives of leaders of Departments and branches of Ba Ria - Vung Tau province: Provincial Party Committee's Propaganda Department, Department of Culture and Sports, Department of Tourism.
Invite 04 professional photographers from the Vietnam Association of Photographic Artists to participate in the Jury and provide professional support in the Competition.
VII. IMPLEMENTATION ORGANIZATION
1. The Organizing Committee is responsible for
Establish a contest jury, organize the scoring and announce the results according to the prescribed process and time;
Arrange, receive, manage and use competition funding sources in accordance with the provisions of these Rules and current legal provisions on finance and budget;
Coordinate with relevant agencies, organizations and units to organize and guide the implementation of these Regulations.
2. Members of the Organizing Committee, Jury, and Support Team : Responsible for coordinating the implementation in accordance with the Contest Rules.
3. Standing Agency assisting the Organizing Committee

4. Announcement of results and complaints (if any)
The Organizing Committee announces the results based on the summary of the Jury's scoring results, issues decisions to recognize the winning works; organizes the closing ceremony and awards the contest.
Complaints of contestants (if any): Send directly in writing to the Organizing Committee 03 (three) days after the announcement of the prize, the Organizing Committee will consider and resolve within 07 (seven) working days from the date of receipt of the complaint. The decision of the Organizing Committee is final, ending the complaint.
5. Adjustments and supplements to the Rules
During the implementation process, the Organizing Committee may decide to adjust and supplement the contents of the Regulations to suit the actual situation and notify participating individuals and organizations.
Organizations and individuals participating in the Artistic Photography Contest with the theme "Ba Ria
- Vung Tau affirms its potential, enhances integration" in 2024 is responsible for implementing according to these Regulations. During the implementation process, if there are any difficulties or problems, organizations and individuals should report to the Organizing Committee for consideration and decision.
The Organizing Committee looks forward to receiving the participation and enthusiastic response of domestic and foreign organizations and individuals so that the Contest can achieve good results./.
