Discussion on the Supplementary Project on Socio-Economic Development in 2025

(Baoquangngai.vn) - Senior Lieutenant General Tran Quang Phuong - Vice Chairman of the National Assembly said that adding the target of 8% growth or more in 2025 is an extremely difficult task, so the Government must closely follow the developments of the world situation, forecast factors affecting our country's economy, and then apply them objectively to the country's economic development.

On the afternoon of February 14, continuing the 9th Extraordinary Session of the 15th National Assembly, the National Assembly discussed at the group to give comments on the Supplementary Project on socio-economic development in 2025. Standing Deputy Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation Dang Ngoc Huy chaired the discussion at Group No. 10, including delegates from the delegations: Quang Ngai, Phu Tho, An Giang. At the discussion, delegates discussed the growth target of 8% or more; investment policy for the Lao Cai - Hanoi - Hai Phong railway construction project; draft Resolution of the National Assembly on piloting a number of specific and special mechanisms and policies to develop the urban railway network system in Hanoi and Ho Chi Minh City; piloting a number of policies to remove obstacles in science, technology and innovation activities; specific mechanisms and policies for investment in the construction of the Ninh Thuan nuclear power project.

Participating in the discussion on the investment project to build the Lao Cai - Hanoi - Hai Phong railway, delegate Tran Thi Hong An agreed on the necessity of investing in the project and considered it an important national project, realizing the Vietnam - China strategic cooperation; meeting the increasing transportation demand in the context of current international economic integration.

Delegate An also agreed on the need for specific, outstanding policies for project investment as applied to the North-South high-speed railway project. However, regarding the policy of excluding, exempting or reducing the responsibility of heads of agencies, units, cadres, civil servants and public employees participating in and implementing the Project, Delegate An said that this provision is unprecedented and may create gaps in the application of the law and handling of responsibilities in cases such as lax management, lack of responsibility causing serious consequences, or taking advantage for personal gain. Therefore, it is necessary to consider carefully and have clearer regulations.

Regarding the investment project to build the Lao Cai - Hanoi - Hai Phong railway, it is an important project, and at the same time, it will create pressure on capital resources, and increasing public debt is inevitable. Therefore, the Government must predict the payment capacity to ensure an appropriate level of public debt; at the same time, focus on freeing up land resources and promoting the benefits of the project.

Regarding the Ninh Thuan nuclear power project, Vice Chairman of the National Assembly Tran Quang Phuong suggested that it is necessary to study the specific and outstanding mechanisms and policies that are being piloted in localities to apply to Ninh Thuan province in accordance with the conditions of this locality.

Concluding the discussion, Standing Deputy Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation Dang Ngoc Huy agreed with the opinions participating in the discussion. In particular, for the investment project to build the Lao Cai - Hanoi - Hai Phong railway line, priority must be given to signing contracts with partners and transferring technology so that we can master the technology, manage and operate the railway system later. In addition, the Government also needs to direct the organization to review and evaluate all types of planning to avoid overlapping and be close to the current land use situation, in order to free up land resources for economic development, contributing to achieving the national growth target of over 8% in 2025.
