On July 18, the National Assembly Standing Committee's Supervisory Delegation on the topic "Implementation of policies and laws on energy development in the 2016 - 2021 period" held a workshop on "Electricity price policy, Vietnam's electricity market: Some issues and solutions".

In his opening remarks, Chairman of the National Assembly's Committee on Science, Technology and Environment Le Quang Huy, Permanent Deputy Head of the Supervisory Delegation, said that in the 2016-2021 period, the energy sector has closely followed the Party's policies, had rapid and relatively synchronous development steps in all sub-sectors and achieved remarkable results.

In addition to positive results, the energy sector still has shortcomings and limitations that need to be quickly overcome. Therefore, the National Assembly Standing Committee has decided to conduct thematic supervision on this issue and established a Thematic Supervision Team on “Implementation of policies and laws on energy development in the period 2016-2021”.

Mr. Huy stated that in the energy sector, the electricity industry is an important infrastructure sector, which must be one step ahead to serve the requirements of comprehensive socio-economic development and ensure national energy security.

Electricity price policy and electricity market in our country are core issues for the development of the electricity industry, closely related to the implementation of the goal of stabilizing the macro economy, directly affecting the production and business of enterprises and people's lives, affecting investment attraction, the process of implementing sustainable development goals, and Vietnam's international commitments on climate change response...

This is also a topical topic, of interest to National Assembly leaders, National Assembly deputies, voters, and public opinion; of special importance and great significance in the process of perfecting policies and laws on energy development in general and electricity development in particular.

The results of the Workshop will help the Supervisory Delegation have more basis to submit to the National Assembly Standing Committee "correct" and "accurate" proposals and recommendations to promptly remove immediate difficulties and obstacles.

At the same time, perfecting institutions, policies and laws in general, including policies and laws on electricity prices and markets, towards long-term goals, meeting the country's development requirements.

Electricity price policy and electricity market are still inadequate.

Speaking at the workshop, Vice Chairman of the National Assembly Nguyen Duc Hai affirmed that, through opinions at the workshop as well as opinions of voters and socio-economic reports of the Government, it shows that Vietnam's electricity price policy in recent times has contributed to stabilizing the macro-economy, controlling inflation, and ensuring social security.

However, the electricity price policy and electricity market still have many shortcomings and limitations; some opinions say that the electricity generation structure and electricity price adjustment have not yet compensated for input costs and ensured reasonable profits; the formula for calculating and determining fluctuations of basic input parameters on electricity prices has not been completed; the retail price structure is not suitable, there is no specific roadmap for applying two-component electricity prices...

The restructuring of the energy sector to gradually form a healthy competitive energy market, including the electricity market, is still slow, and there is still a state monopoly in some energy sectors.

The formation of the electricity market is slow, has many problems, and has not really provided objective signals to investors and electricity users.

The primary energy price policy still has some shortcomings. Some opinions suggest that it is necessary to review and re-evaluate the subsidy on coal for electricity production, gas price for fertilizer production, electricity price for some electricity consuming households, etc.

The current retail electricity price mechanism is not in sync with the reality of electricity market development. In addition, it has not forecasted well and calculated fully the factors affecting the regional and world energy markets.

The current shortcomings, limitations, inadequacies, difficulties and problems in electricity prices and the electricity market affect the development of the electricity and energy sectors and the stable and sustainable development of the country.

The above issues pose many challenges and require extraordinary efforts, new approaches, and breakthrough solutions to remove obstacles, overcome difficulties, and ensure the goal of providing enough electricity for the economy, for production, business, and people's lives at reasonable prices in a healthy market, ensuring national energy security. This is also the goal of the Thematic Monitoring Delegation assigned by the National Assembly and the National Assembly Standing Committee.

In order to meet the requirements of the National Assembly, the Standing Committee of the National Assembly and the goals and plans set forth by the Thematic Supervision Delegation on "Implementation of policies and laws on energy development in the period of 2016 - 2021", Vice Chairman of the National Assembly Nguyen Duc Hai requested the Standing Committee of the Committee on Science, Technology and Environment to continue working with the Vietnam Union of Science and Technology Associations, experts and scientists to urgently study and absorb the opinions of delegates at the Workshop to develop a summary report and complete the draft report of the Supervision Delegation.

In particular, special attention should be paid to proposals that are truly practical, effective, "correct" and "on point", promptly resolving and removing difficulties and obstacles to the electricity price policy and the Vietnamese electricity market in the immediate and long term .
