On the afternoon of August 26, Mr. Nguyen Cong Danh, Chairman of Vinh Truong Ward People's Committee, said that among the illegal constructions above, 5 villas were demolished from September 10 and are expected to be completed in September.
The total cost of dismantling the height of the five villas is more than 9.7 billion VND, which has been arranged by the Nha Trang City government. Currently, the owners of the two buildings have voluntarily dismantled the violating part. "The government will forcibly dismantle the remaining seven villas in October," said Mr. Danh.
Ocean View Nha Trang project was built by Thien Nhan II Trading - Service Company Limited since 2009, including 69 villas, construction density 40-60%, no more than 3 floors. However, 15 villas were built against planning, including a project up to 8 floors, construction density 100%.
After discovering illegal construction in late 2021, Nha Trang authorities requested demolition, but so far only three projects have completed the demolition of the illegal part. Mr. Danh said the demolition is slow to complete due to the lack of funding for enforcement.
In addition, the enforcement work goes through two time-consuming phases, causing many difficulties for the implementing unit. "Some homeowners who violate the law are slow to comply with the demolition plan, which is also the reason why the enforcement is taking so long," said Mr. Danh.
Recently, Khanh Hoa authorities have agreed on the time to enforce the demolition of these projects until the end of 2024, shortening the two demolition phases. Nha Trang City will advance the demolition costs and then collect them from the project owner. If the homeowner does not comply, their account will be frozen and the land lot will stop trading.
