On the morning of May 13, the Standing Committee of Nghe An Provincial People's Council had a working session with Vinh City People's Committee according to the plan to supervise the implementation of socio-economic goals and targets in Resolution No. 18, dated December 13, 2020 of the Provincial People's Council on the 5-year socio-economic development plan (2021 - 2025) of Nghe An province.
Comrade Nguyen Nam Dinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Council chaired the meeting. Also attending were Standing Committee members and leaders of some provincial People's Council committees, and leaders of Vinh city.
Vinh City proposes 5 issues to the province
Before working with the City People's Committee, the monitoring delegation of the Provincial People's Council Standing Committee conducted a survey of the actual operation of the market management model at Vinh market and investment in the Ecopark Vinh Project.
At the meeting, according to the report of the City People's Committee, implementing Resolution No. 18 of the Provincial People's Council, the City People's Committee has synchronously and drastically deployed tasks and solutions to implement the 5-year socio-economic development plan (2021 - 2025) and annually with a specific system of indicators.
Along with that, every year, the city identifies key tasks, key points, and "bottlenecks" to focus on directing and operating resolutely; promoting investment attraction associated with "breakthroughs" in mobilizing and effectively using resources to build and develop a synchronous and modern socio-economic infrastructure.
Through review and evaluation, the city forecasts that by 2025, 26/27 targets and groups of targets will be achieved and exceeded the set plan. By the end of 2023, 18/27 targets have been achieved, of which 8 targets exceeded the 5-year plan (2021 - 2025), including: budget revenue target; civilized block rate; number of doctors/10,000 people; trained labor rate; number of workers with jobs; hazardous waste treatment rate; rate of strong, comprehensive, safe and self-governing commune-level units.
The only target out of 27 set targets that was not achieved was the average GRDP growth rate; it is expected that the entire 5-year period (2021 - 2025) will only reach 8.69% / 10 - 11% of the plan.

To create conditions for Vinh city to develop as well as resolve current problems and limitations, the City People's Committee recommends and proposes 5 issues to the province.
Specifically, it is recommended that the province support funding for infrastructure investment for traffic routes under its management authority through the city; continue to support procedures and progress in adjusting construction planning, appraising investment projects for traffic infrastructure projects, and urban beautification in the city; allow the city to pilot the collection of fees for stopping and parking cars on the roadway and sidewalks of some main routes to minimize traffic congestion; allow the city to implement a special mechanism for revenue and expenditure in schools; pay attention to directing provincial agencies, departments, and branches located in the area to strengthen coordination in self-management of urban order in front of their agency and unit headquarters.
At the meeting, members of the monitoring delegation of the Provincial People's Council Standing Committee raised many issues, requesting the city to analyze and clarify further difficulties and problems, especially clearly analyze the causes, including the authority and responsibility of each specific level and sector.
Strengthen effective coordination with provincial departments and branches
Speaking at the meeting, Comrade Nguyen Nam Dinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Council highly appreciated the city's concern in setting out specific groups of tasks and solutions, and resolutely directing, operating, and urging implementation with many basic socio-economic targets having been completed by 2023 and 26/27 targets estimated to be achieved by the end of the term; meeting the requirements of the province's socio-economic "locomotive" position.
Pointing out a number of limitations and shortcomings in the field of basic construction investment; urban management and investment in works and projects on flood prevention, parking lots, treatment of domestic waste, construction waste, etc., the Standing Vice Chairman of the Provincial People's Council emphasized the requirement for the city to review and closely follow the targets and tasks assigned by the Central Government and the province as well as those set by the city to focus on drastic direction, striving to complete at the highest level by the end of the term; associated with proactively building targets and tasks for the period 2026 - 2030 close to reality and the city's development orientation in the new period.
In order for the city's targets and tasks to achieve good results, along with the city's solutions, it is necessary to improve and strengthen coordination with provincial departments and branches in implementing a number of specific tasks.
The Standing Vice Chairman of the Provincial People's Council also requested the city to promote its proactiveness, dynamism, innovation and creativity in implementing Resolution No. 39 of the Politburo on building and developing Nghe An province to 2030, with a vision to 2045.
The city also needs to proactively research and propose to the province a specific mechanism for the city based on a review of legal regulations, the province's ability to respond, and the city's development requirements.
