On September 30, in Can Tho City, the People's Representative Newspaper in coordination with the Ministry of Industry and Trade organized a workshop on "Consulting National Assembly deputies and experts on the draft Law on Electricity (amended)". The event was attended by many National Assembly deputies, representatives of central and local ministries and branches, energy experts, leaders of the Electricity Regulatory Authority, representatives of the Vietnam National Oil and Gas Group and relevant authorities.

In her opening speech, Ms. Pham Thi Thanh Huyen said that the draft Law on Electricity (amended) will be submitted to the National Assembly at the 8th Session on October 21.

Ms. Huyen affirmed that electricity is an important industry, playing a key role in socio-economic development. The organization of this workshop aims to collect opinions and contributions to perfect the legal framework for the electricity industry, thereby promoting the process of industrialization and modernization of the country.
According to Ms. Huyen, the Electricity Law was first issued in 2004 and has undergone four amendments. After 20 years, the law and its guiding documents have created a solid legal foundation, helping the electricity industry develop rapidly and meet the country's increasing electricity demand.
However, the electricity sector is currently facing many new challenges. Vietnam's electricity demand, according to the forecast in the Power Plan VIII, will increase sharply in 2030 and 2050, while international commitments on sustainable development also pose many new requirements for the management and operation of the power system.
In this context, Ms. Huyen emphasized the need to amend the Electricity Law, and expressed her hope that the workshop would contribute many valuable opinions to perfect the draft law before submitting it to the National Assembly.
Speaking at the workshop, Vice Chairman of the Committee for Science, Technology and Environment Ta Dinh Thi said that on September 25, the Government issued Submission No. 520/Ttr-CP to replace Submission No. 380/Ttr-CP from August 7, 2024, along with the draft Electricity Law (amended). This marks a new step forward in the process of completing the draft Law.
Mr. Ta Dinh Thi emphasized that the Electricity Law (amended) is a complex law, inter-sectoral, inter-level and inter-regional in nature, requiring the resolution of many technical and economic issues, while also having a strong impact on economic, social, environmental, national defense, security and international cooperation development.

He also noted that the draft Law needs to fully institutionalize the Party's policies, especially Resolution 55-NQ/TW and Resolution 937/NQ-UBTVQH15 on monitoring energy development policies. The draft Law not only needs to overcome the shortcomings of the current law, but also needs to meet the requirements of international integration in the context of complex international and regional fluctuations.
In addition, Mr. Thi said that the draft Law needs to promptly resolve urgent issues, while also anticipating challenges that may arise in the future. The draft Law currently consists of 9 chapters with 130 articles, inheriting and amending 62 articles, adding 68 articles and proposing to remove 4 articles compared to the current law. The Government also proposed that the National Assembly pass this draft in a session at the 8th Session of the 15th National Assembly.
Deputy Chairman Ta Dinh Thi emphasized that the time to complete the draft Law is very limited, creating great pressure on the review agency and National Assembly deputies, and proposed a number of contents that need to be further discussed to complete the draft Law on Electricity (amended).
At the workshop, National Assembly deputies and experts focused on discussing the necessity of promulgating the Electricity Law (amended) and the main contents of the draft, including scope, subjects of application, electricity development policies, planning and investment in electricity projects, development of renewable energy and new energy electricity, electricity operation licenses, electricity trading, operation and dispatch of the national electricity system, protection of electricity works, electrical safety and state management of electricity, as well as implementation provisions and transitional regulations.

Delegates also assessed the impact of policies in the draft and discussed ensuring the constitutionality, legality, consistency and feasibility of the regulations. At the same time, they proposed amendments and improvements to specific provisions to improve the quality of the draft Law.
Most delegates and experts agreed with the need to promulgate the Electricity Law (amended), and highly appreciated the active and urgent working spirit of the drafting agency and the reviewing agency. They emphasized that this is a complex law, with a great impact on socio-economic development, the environment and people's lives, so it is very important to continue consulting and listening to comments to complete the draft.

Deputy Minister of Industry and Trade Truong Thanh Hoai said that the drafting agency will receive the delegates' comments with the highest spirit of openness to revise and perfect the draft Law. On behalf of the organizing committee, Mr. Hoai thanked the National Assembly delegates and experts for their active participation and contributions, and pledged to study and absorb as much of the comments as possible to perfect the draft before submitting it to the National Assembly.
