Attending the Conference were leaders of the Ministry's functional Departments, the Ministry's Office, leaders of a number of units under the Ministry of Natural Resources and Environment, and all civil servants, public employees and workers of the Department.

In his summary report at the Conference, Mr. Hoang Ngoc Huy, Deputy Director of the Department of Surveying, Mapping and Geographic Information of Vietnam, said that in 2023, the Department's leaders directed affiliated units to closely follow the Ministry's action program, Work Program, and Program for drafting legal documents in 2023; focusing on implementing assigned tasks and plans from the beginning of the year and achieving important results in management and direction in the field of surveying and mapping.

Notably, in the past year, the Department has advised on the development and submitted to the Ministry for approval of the Strategy for the development of the Vietnam Surveying and Mapping sector and the construction of a national geospatial data infrastructure to 2030, with a vision to 2045 (Resolution No. 40/NQ-CP dated March 27, 2023); presided over the development and submitted to the leaders of the Ministry of Natural Resources and Environment to issue 5 Circulars on technical regulations on schedule, ensuring order and procedures.

In addition, the Department has completed the inspection of compliance with the law on surveying and mapping in 2023; promptly advised the Ministry's leaders in responding to requests from ministries, branches and localities related to administrative boundaries at all levels, issues related to national sovereignty, borders, seas, islands and surveying and mapping activities.

Regarding public services and receiving and returning administrative procedure results, the Department has coordinated with relevant units to implement online public services at the full and partial levels; receiving, processing and returning results for 3,573 records providing surveying and mapping data. The work of granting surveying and mapping operation licenses to organizations is carried out in accordance with the procedures that have been publicly posted on the Ministry's online public service portal, contributing to the gradual socialization of a number of services in the field of surveying and mapping.

Last year, the Department also granted licenses for surveying and mapping activities to 218 organizations; issued practice certificates to 68 individuals and just organized the examination for granting grade I surveying and mapping practice certificates in 2023 on November 25, 2023. At the same time, it received and resolved petitions and questions on the citizen feedback and response system, and the Departments of Natural Resources and Environment promptly and in accordance with regulations.

Regarding investment projects, Mr. Hoang Ngoc Huy also said that in 2023, the Department completed the Project "Investing in building a national geographic database to serve the construction of national geospatial data infrastructure and e-Government" with the product being a national geographic database at scales of 1:25,000, 1:50,000, 1:100,000; 1:250,000, 1:500,000, 1:1,000,000 which were handed over by the Department to the Ministries, Branches and 63 provinces and centrally run cities to serve the direction and administration of the Prime Minister, the work of regional planning, provincial planning, specialized planning, socio-economic development, digital infrastructure construction, digital transformation.

The Department also organized the opening of a training course on using specialized software for building, managing and operating the national geographic database at 63 locations in the form of online training via the E-Learning platform and more than 3,000 trainees who are managers and technical staff of ministries, branches, localities and research institutes nationwide. At the same time, the organization deployed the construction of a century-old elevation system, repaired and supplemented the network of grade I and grade II elevation markers, and conducted elevation measurements in the cities of Hanoi, Hai Phong, Da Nang, Can Tho, Ho Chi Minh City and the Mekong Delta region. After completion, the project will meet the requirements for providing reliable elevation data for planning, construction, socio-economic development, national defense and security nationwide.

In addition to implementing investment projects, in the past year, the Department also actively implemented regular tasks assigned by the Government such as: Project to complete and modernize administrative boundary records and maps and build a database on administrative boundaries (2012 - 2025); Project to supplement and update the geographic database of regional scales of the Northern and North Central provinces (from Thua Thien Hue and beyond, 2019 - 2025); Project "Measuring and drawing seabed topographic maps at a scale of 1:50,000 for the remaining areas of the Gulf of Tonkin to serve the sea management tasks of relevant ministries, branches and localities" and the regular transitional professional tasks of the Project to complete the National Reference System and Coordinate System of Vietnam (2011 - 2024); Project to build a set of standard maps and a database of maps of the national border of Vietnam - Laos (2018 - 2024); Project on Construction of baseline landmarks used to calculate the breadth of territorial waters in Vietnam's waters.

At the Conference, representatives of leaders of units under the Department of Surveying, Mapping and Geographic Information of Vietnam and representatives of leaders of functional units of the Ministry discussed and proposed tasks and solutions to remove difficulties and obstacles in order to further improve the effectiveness of state management in the field of surveying and mapping in the coming time.

After listening to the reports and opinions of the units in the Department and the opinions of the leaders of some units under the Ministry, on behalf of the leaders of the Ministry of Natural Resources and Environment, giving a speech at the Conference, Deputy Minister Nguyen Thi Phuong Hoa welcomed, commended and highly appreciated the results achieved by the Department of Surveying, Mapping and Geographic Information of Vietnam in 2023.

The Deputy Minister assessed: In 2023, the Department has successfully completed a large amount of work, especially the completion of the submission to the Ministry for submission to the Government for promulgation of the Strategy for the Development of the Surveying and Mapping Industry of Vietnam and the construction of a national geospatial data infrastructure to 2030, with a vision to 2045; many important documents have been completed; the century-old elevation landmark project has started construction; the construction, management, operation and exploitation of the national geographic database are being gradually completed;...

The Deputy Minister also highly appreciated the Department for actively implementing projects and professional tasks; strengthening the construction and provision of complete, accurate and timely geographic data infrastructure to serve the requirements of state management, economic development, territorial management, monitoring of natural resources and environment, ensuring national defense and security.

In order to make state management of surveying and mapping increasingly effective, in 2024, Deputy Minister Nguyen Thi Phuong Hoa suggested that the Department of Surveying, Mapping and Geographic Information of Vietnam focus on perfecting the system of legal documents in the direction of prioritizing the removal of obstacles and inadequacies and linking it with strengthening the dissemination and enforcement of laws, promoting administrative reform; perfecting the legal framework and policies for developing technical infrastructure for surveying and mapping, building a synchronous and modern national surveying and mapping database, and strengthening inspection and supervision of the implementation of policies and laws on surveying and mapping.

Along with that, the Department needs to focus on implementing projects to supplement and update the national geographic database system and national topographic maps at modern, synchronous and unified scales throughout the country on the mainland, seas and islands of Vietnam to serve the construction of a national geospatial data infrastructure to meet the state management requirements of ministries, branches and localities. This is also an important, practical data source, "living" data serving territorial management, serving planning, socio-economic development, ensuring national defense and security, preventing natural disasters, responding to climate change and other social needs.

According to the Deputy Minister, tasks related to borders and boundaries are currently difficult, complicated and sensitive, so units in the Ministry need to create favorable conditions for the Department, especially ensuring policies for officers working on borders and boundaries.

Regarding projects and proposals, the Department needs to closely coordinate with the Department of Planning and Finance to promptly remove obstacles during the implementation process.

Speaking at the Conference, on behalf of the leaders of the Department of Surveying, Mapping and Geographic Information of Vietnam, Director Hoang Ngoc Lam thanked the Deputy Minister and the units for their attention, and at the same time, accepted the Deputy Minister's instructions and comments from the units to complete the report. The Department of Surveying, Mapping and Geographic Information of Vietnam hopes to continue to receive more attention and better coordination from the units to successfully complete the assigned tasks, especially the task of perfecting the institutions and laws on surveying and mapping as well as focusing resources to implement projects and professional tasks.
