On the morning of November 8, the Provincial People's Committee held a regular meeting in October to assess the implementation of socio-economic targets and deploy tasks for November 2023. Chairman of the Provincial People's Committee Pham Ngoc Nghi and Vice Chairmen of the Provincial People's Committee chaired the meeting.
In October 2023, the province's socio-economic situation continued to remain stable. In particular, agricultural production has basically completed the summer-autumn crop harvest, with a total area of over 125,000 hectares of short-term crops; the 2023 autumn-winter crop is being sown, reaching nearly 90% of the plan.
Livestock and aquaculture have developed quite well. As of October, the total herd of livestock and poultry was over 18 million; nearly 12,800 hectares of aquaculture were cultivated, with catch and farming output reaching 22,940 tons.
Forest management, protection and development work continues to be carried out well. The whole province has planted nearly 2,000 hectares of forest, reaching more than 105% of the plan. In October, there were 74 cases of forestry law violations, a decrease of 9 cases compared to September 2023, collecting over 101 million VND to the state budget.

The industrial production index in October is estimated to increase by 3.79%; total retail sales of goods and service revenue is estimated at VND 8,732 billion, up 4.8% over the previous month. Export turnover is estimated at 135 million USD; accumulated in 10 months reached more than 1.2 billion USD, down 2.7% over the same period in 2022. Total budget revenue in the province is estimated at nearly VND 768 billion, accumulated in 10 months reached over VND 6,369 billion, equal to 63.07% of the estimate assigned by the Provincial People's Council, down 19.3% over the same period in 2022...
Education, training and healthcare activities continue to be well implemented; social security work is focused on, policies and regimes for the poor and those with meritorious services are promptly implemented; many cultural activities and festivals are organized to meet the material and spiritual needs of the people; national defense and security are maintained.

In addition to the advantages, October also revealed many difficulties, such as: production and business activities of enterprises encountered many difficulties, the number of newly established enterprises decreased compared to the same period last year; import-export turnover decreased compared to the same period; budget revenue was low, disbursement of public investment capital was still low compared to the set target...
At the meeting, delegates proposed many ideas focusing on removing planning obstacles as a basis for attracting investment and contributing to the province's growth. In particular, the focus is on urgently submitting to the Prime Minister for approval the Dak Lak Provincial Planning dossier for the period 2021 - 2030, with a vision to 2050; focusing on completing the land use plan handed over by agricultural and forestry farms to local management. At the same time, effectively exploiting revenue sources from land and mineral funds to ensure achieving the budget revenue plan for the year; promoting trade promotion activities, connecting trade to expand domestic consumption and export markets for the province's products...

Speaking at the meeting, Chairman of the Provincial People's Committee Pham Ngoc Nghi emphasized: Up to this point, the province's budget revenue has not been high, so it is necessary to focus on solutions, especially financial measures to complete the assigned plan; focus on increasing the disbursement rate of public investment capital in the last months of the year, in which the Ethnic Committee is requested to speed up the disbursement progress of capital for projects of the National Target Program on socio-economic development in ethnic minority and mountainous areas. Continue to review and evaluate the implementation of targets and plans set at the beginning of the year, especially low targets in the 9 months to have timely measures.
The Chairman of the Provincial People's Committee requested departments and branches to focus on preparing well for the launching ceremony of "Day for the Poor" and organize well the activities to celebrate the 120th anniversary of the founding of Dak Lak province. At the same time, review the situation of complaints and lawsuits in the province; review the contents of preparations for the 11th session of the Provincial People's Council; focus on coordinating the implementation of specific policies to develop Buon Ma Thuot City...
