The new minimum average retail electricity price is 1,826.22 VND/kWh, the maximum is 2,444.09 VND/kWh. The increase in the average retail electricity price bracket has not changed the retail price of electricity for households and businesses.
Deputy Prime Minister Le Minh Khai has just signed a decision on the price framework for average retail electricity prices. Specifically, from February 3, the price framework for average retail electricity prices (excluding VAT) is as follows: the minimum average retail electricity price is VND1,826.22/kWh; the maximum average retail electricity price is VND2,444.09/kWh.
When there are large fluctuations in the parameters for calculating the price frame, electricity production and business costs and the requirement to allocate costs not included in the average retail electricity price, the Ministry of Industry and Trade is responsible for presiding over and coordinating with the Ministry of Finance to calculate and adjust the price frame of the average retail electricity price, and submit it to the Prime Minister for consideration and decision.
Vietnam Electricity Group is responsible for monitoring and reporting to the Ministry of Industry and Trade and the Ministry of Finance when there are major fluctuations in the parameters for calculating the price framework of the average retail electricity price, electricity production and business costs, and the need to allocate costs not included in the average retail electricity price.
In fact, increasing the average retail electricity price frame has not immediately changed the retail electricity price for living and business production.
Previously, at the conference "Promoting domestic production and consumption and expanding export markets in 2023" organized by the Ministry of Industry and Trade on February 3, Prime Minister Pham Minh Chinh emphasized that Vietnam's electricity prices cannot be the same as developed countries, if the prices are too high, people, businesses and the economy cannot bear it.
The Prime Minister requested the Ministry of Industry and Trade to consider this issue thoroughly in the spirit of harmonious benefits, difficulties and risks shared between the State, enterprises and people, while avoiding "jerky" management, balancing, harmonizing and rationalizing inflation and growth.
Regarding the proposal to increase electricity prices, in early October 2022, the Ministry of Industry and Trade proposed to change the household electricity price list by shortening it from 6 levels to 5 or 4 levels. This agency also sent a document to ministries, branches and localities to get their opinions.
Specifically, with the plan to shorten from 6 levels to 5 levels, the Ministry of Industry and Trade proposes:
+ Level 1: for the first 100 kWh (1,678 VND/kWh);
+ Level 2: for kWh from 101-200 (2,014 VND/kWh);
+ Level 3: for kWh from 201-400 (2,536 VND/kWh);
+ Level 4: for kWh from 401-700 (3,020 VND/kWh);
+ Level 5: for kWh from 701 and up (3,356 VND/kWh).
With the option of shortening from 6 levels to 4 levels:
+ Level 1: for the first 100 kWh (1,678 VND/kWh);
+ Level 2: for kWh from 101-300 (2,163 VND/kWh);
+ Level 3: for kWh from 301-700 (2,927 VND/kWh);
+ Level 4: for kWh from 701 and up (VND 3,076/kWh)./.
