At this session, the Provincial People's Council listened to an important speech by Comrade Tran Quoc Cuong, member of the Party Central Committee, Secretary of the Provincial Party Committee. He assessed and acknowledged the results of the implementation of the socio-economic development, national defense and security tasks in 2023; oriented and directed key tasks and solutions in 2024; comprehensively and closely led and directed the activities of the Provincial People's Council. On behalf of the Provincial People's Council, I would like to seriously accept the Comrade's instructions to successfully implement the goals and tasks, meeting the expectations of voters and people in the province.
... At the meeting, the Provincial People's Council discussed and carefully reviewed the reports and submissions submitted by the agencies according to regulations. In the context of facing more difficulties and challenges than opportunities and advantages, under the close and timely leadership of the Provincial Party Committee; the supervision and support of the Provincial People's Council; the efforts of the Provincial People's Committee, all levels, sectors, localities and people, and enterprises, important results have been achieved in socio-economic development, ensuring national defense - security, and social security. The Provincial People's Council also frankly pointed out the limitations of all levels and sectors in implementing the goals and tasks of socio-economic development, ensuring national defense - security in 2023; At the same time, analyze and forecast the advantages, difficulties and challenges in the coming time and identify key tasks and solutions to successfully implement the goals and tasks of socio-economic development and ensure national defense and security in 2024.
The supervision work at the session was carried out seriously, responsibly, effectively and in accordance with the law. The Provincial People's Council reviewed the report on the settlement of voters' opinions and recommendations sent before and after the 11th session of the 15th Provincial People's Council; conducted questioning and answering questions... The Provincial People's Council acknowledged the efforts of the Provincial People's Committee, all levels and sectors in settling voters' opinions and recommendations. The questioning activities continued to be innovative, substantive, frank, and received attention from voters, people and delegates; the Provincial People's Council requested the Provincial People's Committee, leaders of the Provincial People's Committee, members of the Provincial People's Committee and heads of sectors to resolutely and effectively implement the committed issues, overcome shortcomings and limitations, create stronger changes in state management work in the questioned areas, report to the Provincial People's Council on the implementation results according to regulations; requested the People's Council Committees, People's Council Delegation Groups and Provincial People's Council delegates to monitor, strengthen supervision and urge the implementation of commitments.
The Provincial People's Council conducted a vote of confidence for 29 people holding positions elected by the Provincial People's Council, term XV, 2021 - 2026. The vote of confidence was carefully, thoroughly and cautiously prepared; strictly implemented in accordance with procedures and regulations, ensuring democracy, transparency, impartiality and objectivity. The results of the vote of confidence were publicly and widely announced and received the consensus and high appreciation of voters and people.
With a high sense of responsibility, the Provincial People's Council has reviewed and approved 29 Resolutions; these are important contents for socio-economic development, ensuring national defense and security of our province in the short and long term; deciding on many important policies at the local level.

The year 2024 is of great significance as it marks the 70th anniversary of the Dien Bien Phu Victory (May 7, 1954 - May 7, 2024), the 115th anniversary of the founding of the province (June 28, 1909 - June 28, 2024), and the 75th anniversary of the founding of the Provincial Party Committee (October 10, 1949 - October 10, 2024). In order to successfully implement the goals and tasks of socio-economic development, ensure national defense and security in 2024 and the mechanisms, policies and measures that have been approved, the Provincial People's Council requests that immediately after the session, all levels and sectors urgently develop plans and seriously implement the resolutions of the Provincial People's Council; take advantage of opportunities, promote strengths; overcome difficulties and challenges to build the province to develop more and more.
Propose that the provincial People's Council delegates promptly report to voters on the results of the session, regularly maintain close contact with voters, listen to and honestly reflect voters' opinions, actively supervise the settlement of citizens' petitions, complaints and denunciations, encourage people to well implement the Party's guidelines and policies, the State's and the province's policies and laws...
