From the capital of the National Target Program 1719, from 2022-2024, local Party committees and authorities in Ninh Thuan province have focused on leading and directing the effective implementation of Project 1 to fundamentally solve the shortage of residential land, production land, and domestic water for people in ethnic minority and mountainous areas.
According to the report of the Ninh Thuan Provincial Ethnic Minorities Committee, by the end of 2023, Ninh Thuan province had 5,149 poor ethnic minority households, accounting for 65.3% of the total number of poor households in the province. Implementing Project 1 - National Target Program 1719 in the period of 2022 - 2024, the ethnic minority areas of Ninh Thuan province received an investment of more than 79 billion VND from the central and provincial budgets. The whole province has 5,001 poor ethnic minority households in need of support to solve the shortage of residential land, production land, and domestic water. Including the need for residential land of 739 households, housing of 1,290 households, production land of 1,330 households, job conversion of 956 households, decentralized domestic water of 686 households and 5 centralized domestic water works.
By the end of August 2024, the whole province had disbursed more than 72 billion VND, reaching 90.30% of the investment capital to implement Project 1 of the National Target Program 1719. Of which, localities completed the renovation of land and technical infrastructure of 173 residential plots, including Phuoc Ha commune (Thuan Nam district) 50 plots; Bac Son commune (Thuan Bac district) 106 plots; My Son commune (Ninh Son district) 17 plots. Supported the completion of construction of 317 houses for poor households in Ninh Son district (189 houses) and Bac Ai district (128 houses). 1,936 poor households were supported with livestock breeds and purchased agricultural tools for agricultural production; supported the installation of decentralized domestic water for 539 households; built 8 centralized domestic water works in Bac Ai and Ninh Phuoc districts.
In Bac Ai district, with the characteristics of a mountainous district with a high proportion of ethnic minorities, people's lives are still difficult, therefore, in recent years, the Party Committee and the Bac Ai district government have paid great attention to effectively implementing investment resources supported by the National Target Program 1719. In the past 3 years, to implement the National Target Program 1719, Bac Ai district has allocated more than 21 billion VND to support 128 households with housing, 500 households with career conversion, and 235 households with domestic water support. The locality has spent more than 9 billion VND to implement 49 community production development projects, helping more than 700 households benefit. Also from the resources of the National Target Program 1719, the district has arranged tens of billions of VND to invest in 13 traffic works; 9 school works, and a number of irrigation works in the area. In addition, the district also spent more than 4.4 billion VND to implement project 6 on preserving and promoting the good traditional cultural values of ethnic minorities associated with tourism...
Ms. Can Thi Ha, Vice Chairman of Bac Ai District People's Committee, said that after more than 3 years of implementation, the Program has gradually solved urgent problems of people in rural, mountainous, remote and isolated areas. However, there are still some difficulties in the implementation process. People want to increase the level of housing support from 40 million VND to 60 million VND per household; increase the level of career conversion support from 10 million VND to 20 million VND per household.
In Thuan Bac district, according to the report of the district People's Committee, in 3 years (from 2022-2024), Thuan Bac district received more than 18 billion VND from the State to implement Project 1 of the National Target Program 1719 to solve the shortage of residential land, housing, production land, and domestic water. Accordingly, Thuan Bac district has supported 725 poor households in 5 communes in extremely difficult areas including Phuoc Chien, Phuoc Khang, Bac Son, Cong Hai, and Loi Hai. Of which, the capital for infrastructure investment in granting residential land and building houses for Raglay people in Bac Son commune is more than 12 billion VND; support for purchasing agricultural tools to change jobs is more than 5 billion VND; support for dispersed domestic water for poor households is 527.9 million VND. 273 ethnic minority households are supported with loans to change jobs according to Decree 28/ND-CP with a budget of 17,530 million VND...
To continue effectively implementing the National Target Program 1719, Ninh Thuan province will continue to accelerate the implementation progress and disbursement of the assigned capital plan. In addition, it is necessary to urgently complete investment procedures, ensure sufficient conditions, and promptly allocate detailed capital plans to ensure the progress of capital disbursement, contributing to improving the efficiency of capital use, and promptly completing and putting into use invested projects.
