After 5 years since the 3rd Provincial Ethnic Minority Congress in 2019, the field of ethnic work and implementation of ethnic policies in Son La province has achieved great achievements; making important contributions to changing the face of the province's rural and mountainous areas, improving the material and spiritual life of ethnic minorities, maintaining national defense - security, and social order and safety.

According to Mr. Thao Xuan Nenh, Deputy Head of the Ethnic Minorities Committee of Son La province, in the period of 2019 - 2024, an impressive achievement in the province's ethnic work is poverty reduction. The province not only deeply reduced the poverty rate among ethnic minorities but also rapidly reduced the number of extremely difficult areas.

Looking back over the past 5 years, the lives of ethnic minorities have improved significantly, the poverty rate has decreased more rapidly and sustainably, from 21.65% in 2019 to 11.17% in 2024; the province has reduced 10 communes and 171 extremely difficult villages; 03 districts have been removed from the list of poor districts.

According to Decision No. 861/QD-TTg, in the period of 2021 - 2025, Son La province has 202/202 communes and towns in ethnic minority and mountainous areas; including 126 communes in area III, 10 communes in area II, 66 communes in area I.

By the end of 2024, the province's gross regional domestic product (GRDP) per capita will reach over VND 56.84 million/year; an increase of VND 16.24 million/person/year compared to 2019.

Along with economic development, the fields of culture, society, education, health,... in the ethnic minority areas of Son La province have also achieved important achievements.

In the cultural field alone, the province currently has 64 relics ranked at all levels; Thai Xoe art was recognized by UNESCO as a representative intangible cultural heritage of humanity; 16 intangible cultural heritages were included in the list of national intangible cultural heritages by the Ministry of Culture, Sports and Tourism;...

In the field of education and training, in 2024, the province will have 400 schools meeting national standards, an increase of 52.7% compared to 2019; Son La City will be recognized by UNESCO as a member of the "Global Network of Learning Cities" in 2024.

According to Mr. Thao Xuan Nenh, Deputy Head of the Ethnic Minorities Committee of Son La province, the main driving force for the achievements in the field of ethnic affairs and implementation of ethnic policies of the province is the resources from the National Target Programs (NTPs) for the period 2021 - 2025 deployed in the area.

Statistics show that the total resources to implement the national target programs for the 2021-2025 period in Son La province are about 69,021 billion VND. Of which, mobilizing enterprises and communities is over 3,906 billion VND; credit capital is over 34,044 billion VND; state budget capital sources combined from other programs and projects are 22,000 billion VND.

“The National Target Programs are both a resource and a driving force for the province to effectively implement the Overall Project on Socio-Economic Development of Ethnic Minority and Mountainous Areas for the 2021-2030 Period according to Resolution No. 88/2019/QH14,” Mr. Nenh shared.

Promoting internal strength from the community

Although state budget resources are the main driving force, if ethnic minorities in the province approach policies in a passive and dependent manner, the effectiveness will not be high. Clearly identifying this issue, in the process of implementing ethnic programs and policies, Son La pays special attention to the dissemination and education of laws and propaganda and mobilization to change the "thinking and working style" of ethnic minorities in the province.

According to Deputy Head of the Ethnic Minorities Committee of Son La province Thao Xuan Nenh, the province has stepped up propaganda on ethnic programs, projects and policies; especially new policies approved for implementation from 2021 to present. During the propaganda process, the province focuses on promoting experiences, good models, effective practices; advanced examples in various fields in ethnic minority areas.

With that approach, ethnic policies have entered the lives of the province’s ethnic minorities, “taking root” in the journey of sustainable poverty reduction of people in particularly difficult areas. From the investment and support resources of the State, people have effectively applied them to sustainably escape poverty.

For example, in Tro A village of Ta Xua commune (Bac Yen district); the whole village has 131 households, 834 people, 100% of whom are Mong ethnic people. Previously, people in Tro A village only knew how to grow upland rice and corn, although it was hard work, it was just enough to eat.

But Tro A village is different now. According to Mr. Mua A Vang, Party Cell Secretary - Head of Tro A village, from 2019 to now, with capital support from the State, the people in the village have reclaimed more than 20 hectares of terraced fields, increasing the area of ​​wet rice fields in the village to more than 60 hectares; more than 160 workers have been given the opportunity to work in enterprises inside and outside the province.

“The whole village currently has over 3,860 cattle and poultry; many households grow elephant grass to have a source of food for their livestock. Many households in the village have an income of over 100 million VND/year,” Mr. Vang said happily.

In the period of 2019 - 2023, Son La province created jobs for more than 116,820 ethnic minority workers; supported the elimination of 8,657 temporary houses for ethnic minorities, with a total cost of 404 billion VND. To date, 10/12 districts and cities in the province have completed the elimination of temporary houses.

Like Tro A village of Ta Xua commune, many particularly difficult areas in Son La province are "changing their skin".

Life has improved, people's awareness of social responsibility has also changed significantly, joining hands with local authorities to build new rural areas and foster a cultural lifestyle in residential areas.

According to Mr. Ha Nhu Hue, Director of the Department of Agriculture and Rural Development of Son La province, the Resolution of the Son La Provincial Party Congress for the 2020-2025 term sets a target of having 83 communes meeting NTM standards in the province by the end of 2025. By the end of 2024, the province will have 74 communes meeting the standards, an increase of 33 communes compared to 2019; of which, 10 communes will meet advanced NTM standards.

In addition to state resources, this achievement also has contributions from the community. In the first 6 months of 2024 alone, people in the province directly contributed over 6.6 billion VND in cash, 58,754m2 of land and 765 working days...

According to Deputy Head of the Ethnic Minorities Committee of Son La province, Thao Xuan Nenh, in order to continue promoting the internal strength of the ethnic minority community in implementing socio-economic development targets, in the coming time, propaganda and mobilization work in the ethnic minority areas of the province is one of the key tasks of the provincial Ethnic Minorities Committee. Along with propaganda and mobilization, the work of disseminating and educating the law in the ethnic minority areas is also focused on by the unit.

“Through propaganda, mobilization, and dissemination of legal education, the Ethnic Committee as well as departments, branches, and localities grasp the living conditions and implementation results of programs and policies in ethnic minority areas, thereby promptly advising the Provincial People's Committee to direct all levels, branches, and localities to remove difficulties in the area, promote the progress of implementation of investment programs and projects, and support socio-economic development in ethnic minority areas of the province,” said Mr. Nenh.

According to Report No. 385/BC-BDT dated November 11, 2024 of the Son La Provincial Ethnic Committee, in 2024, the Ethnic Committee proactively coordinated with relevant departments, branches and localities to effectively implement propaganda and dissemination of the Party's guidelines, policies and the State's laws in ethnic minority areas. During the implementation process, the Ethnic Committee integrated propaganda and mobilization of ethnic minority people to protect border security and sovereignty, raise vigilance to prevent bad guys from taking advantage of and luring them to cause disunity and insecurity in border areas; prevent drug abuse, drug crimes, etc. in conferences and training courses under ethnic programs and policies managed and implemented by the Ethnic Committee.
