Dien Bien TV - Along with other districts and towns in the province, the implementation of streamlining the organizational apparatus in conjunction with restructuring the staff, civil servants and public employees in accordance with the spirit of Resolution 18 of the 12th Party Central Committee is being implemented by Dien Bien district to ensure strict compliance with regulations.
As a leading cadre currently working at the Propaganda Department of Dien Bien District Party Committee, with more than 40 years of work, although not yet at retirement age, but implementing the policy of streamlining the apparatus according to Resolution 18, Ms. Pham Minh Chau, Deputy Head of the Propaganda Department of Dien Bien District Party Committee, voluntarily wrote a letter of application for early retirement.
“Implementing Resolution 18, I also took the lead in applying for early retirement at the present time and I have also spread many ideas to share with colleagues as well as cadres in the same situation as us to clearly see that the humane meaning of Resolution 18 is to streamline the apparatus for units, especially to streamline the apparatus to operate more effectively and efficiently.” - Ms. Pham Minh Chau, shared.
Implementing the arrangement and streamlining of the apparatus according to Resolution 18 according to the merger plan, the Dien Bien District Party Committee's Propaganda Department will merge with the District Party Committee's Mass Mobilization Department; this merger plan received high consensus from civil servants and public employees of the two agencies.

Ms. Pham Ngoc Ha, Head of the Propaganda Department of Dien Bien District Party Committee, informed: “Up to now, the merger between the Propaganda Department of the District Party Committee and the Mass Mobilization Department of the District Party Committee has been basically completed. We have also determined that it is to ensure the political tasks of the district and ensure that we meet the requirements of the tasks, with the responsibility of each cadre and party member. We are also mentally prepared so that after the decision of the Provincial Party Committee Standing Committee and the introduction of the agency, we will immediately get to work, meeting the requirements of the tasks.”
To properly implement the spirit of Resolution 18, as well as the directive documents of the Central Government and the province, Dien Bien district has directed specialized departments to develop plans, as well as propose solutions to arrange and streamline the organizational apparatus of agencies and units to ensure unity and synchronization; at the same time, improve the quality of the staff, civil servants and public employees, associated with streamlining the payroll.
According to Ms. Nguyen Thi Nhung, Head of the Department of Internal Affairs of Dien Bien District: “The Department of Internal Affairs has developed the content of the merger project and in the roadmap from January 9 to 17, 2025, we have completed the project content. In the project content, Dien Bien district currently has 13 specialized agencies. After developing the project and rearranging, there will be 11 agencies, a reduction of two agencies compared to the present.”
With the drastic participation of local Party committees and authorities, and the high consensus of cadres and party members, the process of reorganizing and streamlining the apparatus according to Resolution 18 in Dien Bien district is being implemented firmly, synchronously, publicly and transparently; the reorganization plans are ensured to be on time as prescribed./.
