Ready to receive transfer of Hoa Lac High-Tech Park
On the afternoon of June 29, Secretary of the Hanoi Party Committee Dinh Tien Dung, Minister of Science and Technology Huynh Thanh Dat and the working delegation surveyed and worked to promote the handover of Hoa Lac High-Tech Park to Hanoi City.
According to the survey report, Hoa Lac High-Tech Park has a planned area of 1,586 hectares, located in the two districts of Thach That and Quoc Oai, planned into 8 functional areas and auxiliary areas such as lakes, buffer zones, and trees. The population size is forecasted to be 229,000 people by 2030, of which the permanent population is about 99,300 people.
As of May 2023, the total cleared area is 1,410 hectares, the remaining area is 176 hectares, of which Quoc Oai district is 8.67 hectares, Thach That district is 167.33 hectares. To date, Hoa Lac High-Tech Park has attracted 106 investment projects with a total registered capital of more than VND 85,600 billion and USD 702.57 million on a total area of 380 hectares, including 92 domestic projects and 14 foreign investment projects, with many leading technology enterprises.
Of the 106 projects above, 60 are in operation, contributing to creating jobs for about 14,500 skilled workers. In 2022, the revenue of enterprises in the zone will reach about 18,000 billion VND. Most investors in the zone are in the period of enjoying incentives, so their contribution to the budget is not much, in 2022, the amount paid to the state budget will only reach about 1,200 billion VND.

Regarding the preparation for the handover, Director of the Department of Organization and Personnel (Ministry of Science and Technology) Pham Thi Van Anh said that on June 20, 2023, the Ministry of Science and Technology worked with Hanoi City and agreed on a number of contents regarding the time, handover and acceptance to be carried out after the Government issued a Resolution on the transfer of Hoa Lac High-Tech Park.
Accordingly, the scope of handover is the status quo with a step-by-step roadmap for each group of contents. For contents that can be handed over immediately, it will be implemented immediately after the Government issues the Resolution. For contents that are still difficult, stuck, and do not have enough legal basis, the two sides will report to the Government to direct relevant ministries and branches to provide guidance and promptly remove difficulties and obstacles.
At the meeting, Vice Chairman of Hanoi People's Committee Nguyen Manh Quyen said that the City has established a Working Group ready to receive the transfer of Hoa Lac High-Tech Park as soon as the Government issues a Resolution, expected to take place next July.
Focus on handling the remaining 183 hectares
At the meeting, Secretary of the Hanoi Party Committee Dinh Tien Dung said that the handover of Hoa Lac High-Tech Park to Hanoi City is to implement the content of Resolution No. 15-NQ/TU dated May 5, 2022 of the Politburo.
This is an important condition for building Hanoi into a leading center of innovation, research, development, and technology transfer in the country and the region, with the core being the Hoa Lac High-Tech Park, research institutes, and universities. At the same time, this is also a condition for Hanoi to plan and build a Western City with a focus on science, technology, education, and training...
According to Secretary Dinh Tien Dung, in recent times, to meet practical requirements, Hoa Lac Hi-Tech Park has been adjusted in terms of planning many times; mechanisms and policies have also changed over the years. Up to now, Hoa Lac Hi-Tech Park has maintained its set goals and development orientations and has initially achieved certain successes.
However, besides the achieved results, the construction and development of Hoa Lac Hi-Tech Park in the past time has not been as expected, there are still many obstacles and difficulties in implementing site clearance work; investment resources, technical infrastructure...

In order for the handover and acceptance of Hoa Lac Hi-Tech Park to proceed smoothly, without interrupting operations and to operate more effectively in the coming time, Secretary of the City Party Committee Dinh Tien Dung suggested that after the Prime Minister issues a Resolution on the transfer, the Ministry of Science and Technology should closely coordinate with the Hanoi People's Committee and relevant Ministries, Departments and branches to organize the implementation in accordance with the Prime Minister's direction on the transfer and acceptance of organization, apparatus, operations, tasks, work, finance and public assets.
The head of the Hanoi Party Committee requested the Party Committee of the City People's Committee to direct relevant departments, agencies and sectors to study and propose solutions within their authority as well as proposals and recommendations to the Government on matters beyond their authority to overcome existing shortcomings and limitations. In particular, regarding site clearance and resettlement.
At the same time, the Party Committee of the City People's Committee was assigned to direct relevant departments, branches and sectors to coordinate with the People's Committees of Thach That and Quoc Oai districts to focus resources on speeding up the site clearance progress, ensuring the requirements of the Prime Minister and the City as directed, in which, focusing on completely handling the remaining 183 hectares.
To facilitate traffic connections, Secretary of the City Party Committee Dinh Tien Dung assigned the Party Committee of the City People's Committee to direct the Department of Planning and Investment, the Department of Transport to coordinate with relevant departments and branches to review traffic projects in the area, balance the budget, and propose solutions. In particular, priority should be given to solving key traffic intersections and routes connecting to Hoa Lac Hi-Tech Park.
Regarding the organization and staff of the Hoa Lac Hi-Tech Park Management Board, Secretary of the City Party Committee Dinh Tien Dung agreed to maintain and review the functions and tasks in the spirit of stabilizing the mindset of cadres and employees so that they can work with peace of mind.

Minister of Science and Technology Huynh Thanh Dat thanked Secretary of the City Party Committee Dinh Tien Dung for appreciating the efforts and achievements of the Hoa Lac Hi-Tech Park as well as sharing the difficulties and hardships of the staff, civil servants and public employees of the Hoa Lac Hi-Tech Park. The Minister of Science and Technology said that after listening to the development orientation of the City, including the Hoa Lac Hi-Tech Park, the Minister hoped that when transferred to Hanoi City, the working conditions would be equal and better than before, increasing the confidence of domestic and foreign investors.
The Minister thanked and fully accepted the instructions of the City Party Secretary and pledged to closely coordinate with the City; report and recommend to the Government and the Prime Minister to soon issue a Decision to transfer the status quo of Hoa Lac Hi-Tech Park to Hanoi City.
Upon handover, as the state management agency for the Hi-Tech Park, the Ministry will continue to pay attention to and support the Hoa Lac Hi-Tech Park, and coordinate with the City to review outstanding policies and mechanisms to create favorable conditions for the development of Hi-Tech Parks .
