Quynh Phu: Economy continues to grow

In 2023, with the determination of the entire political system and the consensus of the people, the economy of Quynh Phu district will continue to have remarkable growth when the total production value increases by 12.9% compared to 2022; many targets exceed the plan. This will be the driving force for the Party Committee, government and people of Quynh Phu district to soon complete and exceed the targets set by the 16th District Party Congress.

The formation of Quy Ninh Industrial Cluster will attract many investors, thereby promoting economic growth of Quynh Phu district.

Focus on planning and site clearance

One of the key tasks since the beginning of the term that Quynh Phu district has focused on is planning and site clearance to promote economic development, in which planning is given special attention by the district, identified as an important task in the regional economic development cooperation strategy.

Mr. Vu Xuan Hung, Permanent Vice Chairman of Quynh Phu District People's Committee, said: Recognizing the importance of planning work, in the past time, the district has focused on directing the completion of the adjustment of the general planning for commune construction in the period of 2021 - 2030; the planning of An Bai town and its vicinity, Quynh Ngoc urban area, An Dong urban area has been approved by the Provincial People's Committee; the planning of Quynh Coi urban area and its vicinity is being completed before submitting to the Provincial People's Committee for approval. The work of establishing and approving detailed planning of residential areas (KDC) and urban areas has been actively implemented. Up to now, the district has completed the planning of residential areas: Quynh Hung phase 1, phase 2, Dong Quynh, adjusted planning of Hai Van Luong residential area, Quynh Ngoc residential area, An Dong residential area... and planning of a model new rural residential area (NTM) in An Thanh commune. The planning has created a large resource for implementing investment in the construction of technical infrastructure works of localities and the district.

In parallel with the planning work, during the year, the site clearance work continued to be directed by the district resolutely and achieved many important results. In 2023, the district carried out site clearance for 29 projects, with many key projects such as: Cau Nghin Industrial Park project phase II, Dong Hai Industrial Cluster project phase II... The movement of people donating land for traffic roads continued to receive positive responses from people in all localities. Up to now, the whole district has had 4,117 households agreeing and voluntarily donating land without asking for it back with over 347,350m2, the total value of donated land is nearly 500 billion VND. Thanks to the good implementation of planning and site clearance work, it has created favorable conditions for attracting investment. In 2023, the district participated in giving opinions for competent authorities to approve investment policies and adjust investment policies for 18 key projects in the area; Issued new business registration certificates to 318 cases with registered capital of VND 1,267.8 billion, an increase of 11.59% compared to 2022. Effectively implementing the emulation movement "Strengthening investment attraction in industrial clusters in the district", up to now, the district has 2 industrial parks and 5 industrial clusters. The district is actively coordinating with provincial departments and branches for investors to implement pharmaceutical - biological industrial park projects in 4 communes: Dong Hai, An Vinh, Quynh Trang and Quynh Xa; Quynh Lam golf course project in Quynh Lam commune; dry port project in Quynh Trang commune; pharmaceutical - biological urban area project in Quynh Hung commune... thereby promoting the production value of industrial parks, creating jobs for many workers.

In 2023, the spring rice yield of Quynh Phu district continues to lead the whole province with a yield of 71.71 quintals/ha.

Taking advantage of agriculture

Clearly identifying the position and particularly important role of agricultural economy in the general economic structure of the district, in 2023 the district issued many mechanisms to support agricultural development. In particular, the district directed localities to effectively implement Resolution No. 29 of the Provincial People's Council on land accumulation and production organization linkage. The whole district currently has 319 households accumulating and renting over 1,325 hectares, with a scale of 2 hectares or more, of which 95 households have a scale of 5 hectares or more to grow rice, medicinal herbs and vegetables for high economic efficiency.

Along with land accumulation, Quynh Phu has implemented many new production models in the direction of chain linkage, large-scale commodity production, and strong application of mechanization in production. Currently, in the district, a number of models have been formed that bring high and sustainable economic efficiency, create large and stable raw material areas and have links to agricultural product consumption such as: model of increasing the value of rice seed and commercial rice production in An My commune, with an area of nearly 200 hectares; model of TBR225 rice-growing fields without borders in An Trang commune, with an area of nearly 50 hectares; model of increasing the value of Tam Xuan sticky rice production in An Thanh commune, with an area of nearly 50 hectares; model of linking fields to produce Japanese rice in Quynh Tho commune, with an area of over 40 hectares; model of linking and synchronously applying mechanization in production in An Ninh Cooperative with an area of over 30 hectares...; Organizing planning for specialized crop growing areas that bring high economic value such as the specialized vegetable growing area of Quynh Hai brings economic value from 800 million to 1 billion VND/ha/year.

The industrial and handicraft production value of Quynh Phu district in 2023 increased by 16.1% compared to 2022.

Maintain economic growth rate

In 2023, the total production value of Quynh Phu district is estimated at 26,214.8 billion VND, an increase of 12.9% compared to 2022, of which industrial parks are estimated at 4,692 billion VND, an increase of 11.3%; the remaining sectors are estimated at 21,522.8 billion VND, an increase of 13.2%. The production value of agriculture, forestry and fishery is estimated at 3,785.2 billion VND, an increase of 2.4% compared to 2022; industry and construction is estimated at 19,130.9 billion VND, an increase of 16.2%; trade and services are estimated at 3,298.7 billion VND, an increase of 7.4%. Total accumulated budget revenue is estimated at 2,622.5 billion VND, an increase of 6.4% compared to 2022. Notably, in the construction of advanced new rural areas, up to now, Quynh Phu has 6 communes recognized by the province as advanced new rural areas and by the end of 2023, An Thai commune will be recognized as a model new rural area; 2 communes (An Thanh and An Ap) proposed to be recognized as advanced new rural areas, thereby increasing the total number of communes meeting advanced new rural standards in the district to 8 communes and 1 commune meeting model new rural areas. Quynh Phu is also the first locality in the province to have a commune recognized as a model new rural area.

According to Mr. Nguyen Tien Quyen, Chairman of the People's Committee of Quynh Phu district, to achieve the above results, immediately after issuing the Resolution of the 16th Quynh Phu District Party Congress, term 2020 - 2025, the district has built a roadmap, detailed and specific steps for each stage, from which there are appropriate solutions; the collective leadership from the district to the grassroots level has high political determination, has a new direction, dares to think, dares to do, dares to take responsibility. Along with that is the consensus and support of the people in all activities, especially in site clearance work. In the coming time, Quynh Phu district strives to continue to maintain stability and ensure a good economic growth rate, effectively implement economic restructuring; focus on building advanced new rural areas, model new rural areas, speed up the progress of infrastructure construction projects for industrial parks and clusters... determined to successfully and comprehensively implement the set goals and tasks.
