Minister Dang Quoc Khanh chaired a meeting to deploy and enforce the Law on Environmental Protection to strengthen decentralization and delegation of authority in licensing and implementing administrative procedures in the field of environmental protection in accordance with current laws.

Speaking at the meeting, Minister Dang Quoc Khanh requested that the units frankly discuss the current problems and difficulties to promptly carry out the tasks assigned in the Law. The Minister assigned Deputy Minister Le Cong Thanh to review the workload roadmap after the meeting to assign tasks and establish a working group to thoroughly handle the tasks and tasks, attaching the responsibilities of each agency and head of the units.

At the meeting, leaders of the units reported on preparations for a number of policies of the Law on Environmental Protection to be implemented in the coming time. In particular, completing and submitting a number of policies that will take effect from 2025 such as: Regulations on classification of domestic solid waste (CTRSH) generated from households and individuals; roadmap for installing automatic and continuous waste monitoring systems; promulgating QCVNs on waste.

Extended Producer Responsibility (EPR) policy; carbon market operation earlier than prescribed (according to Decree No. 06/2022/ND-CP, carbon market operation will be prepared until the end of 2027 and officially operated from 2028).

Leaders of units spoke at the meeting on the morning of June 12.

In 2025 and the following years, the units assigned to preside over the drafting of documents need to continue to submit and issue decisions on: water quality management plans for inter-provincial rivers and lakes; air quality management plans; soil environment improvement and restoration; and approval of total greenhouse gas emission quotas.

Regarding the above task groups, Deputy Minister Le Cong Thanh said that he has directed the units to resolutely implement them. In addition, reporting to Minister Dang Quoc Khanh, because there are still many contents related to inter-sectoral and inter-provincial issues, the units of the Ministry are also coordinating with the Ministries of Finance, Health, Construction, and localities to complete the assigned task groups.

Based on the explanatory report of opinions at the meeting, the Minister requested Deputy Minister Le Cong Thanh and units under the Ministry to review the entire plan of the Ministry of Natural Resources and Environment on implementing the Law on Environmental Protection, in which specific groups of tasks need to be accelerated to complete so that localities can soon have plans to deploy and enforce the Law.

The Minister requested Deputy Minister Le Cong Thanh to direct the establishment of a working group to thoroughly handle the remaining work groups, assigning the Chief Inspector of the Ministry as the team leader in the spirit of objective and transparent work, with a roadmap for review and inspection, and attaching to it the responsibilities of the heads of each unit.

Minister Dang Quoc Khanh emphasized that units need to focus on consulting, building policy mechanisms, inspecting and supervising environmental protection tasks according to current legal regulations, not taking the reduction of administrative procedures as an achievement because it is the responsibility of state management agencies to support businesses and people.

For each specialized agency, Minister Dang Quoc Khanh directed relevant units to urgently review all types of licenses and administrative procedures in the field of environmental protection related to people and businesses, especially environmental impact assessment. At the same time, promptly amend and supplement according to authority or report to competent authorities to amend and supplement regulations on licenses and administrative procedures in the direction of decentralization and complete delegation of power to localities, reduce administrative procedures, reduce compliance costs for businesses and people, and at the same time build and perfect mechanisms and tools to inspect and monitor the implementation of licensing and administrative procedures to ensure effective prevention of negative behaviors...

In addition, Minister Dang Quoc Khanh also directed to urgently review and complete the draft Decree amending and supplementing a number of articles of Decree No. 08/2022/ND-CP dated January 10, 2022 of the Government detailing a number of articles of the Law on Environmental Protection in accordance with the direction of the Prime Minister in Official Dispatch No. 2297/VPCP-NN dated April 8, 2024, ensuring maximum and thorough decentralization and delegation of authority, reducing administrative procedures..., the Minister proposed to complete in June 2024.

Minister Dang Quoc Khanh requested that units of the Ministry of Natural Resources and Environment strengthen inspection, supervision and coordinate well with localities to promptly handle current problems and difficulties in the spirit of openness and transparency.
