The Minister of Home Affairs issued Circular No. 12/2024/TT-BNV dated December 8, 2024 regulating the awarding of Commemorative Medals for sectors and fields under the management authority of the Ministry of Home Affairs.
The Circular consists of 04 chapters and 16 articles regulating the name, principles, subjects, standards; the amount of Commemorative Medals; the rights and responsibilities of organizations and individuals in considering and awarding Commemorative Medals; the Commemorative Medal model for sectors and fields under the management authority of the Ministry of Home Affairs.
According to the Circular, the Medal is a form of reward from the Minister of Home Affairs to recognize and encourage individuals with merits, contributions and dedication to the cause of construction and development of the Ministry and the Home Affairs sector, including the following types:
1. Medal "For the cause of the State Organization industry".
2. Medal "For the cause of Emulation and Reward".
3. Medal "For the cause of State management of Beliefs and Religions".
4. Medal "For the cause of Documents and Archives".
About the subjects of the award of the Commemorative Medal
Individuals who have worked and are working in the fields of State Organization, Emulation and Reward; State Management of Beliefs and Religions; Documents and Archives.
Leaders of the Party and State; leaders of ministries, departments, branches, the Vietnam Fatherland Front, socio-political organizations at the central level; leaders of provinces and centrally run cities; leaders of General Departments and Bureaus under ministries and branches; leaders of districts, towns and cities under provinces and centrally run cities who have made contributions to the overall construction and development of the Ministry of Home Affairs or one of the sectors and fields under the management authority of the Ministry of Home Affairs.
Individuals who are Vietnamese people residing abroad or foreigners who have contributed to building and strengthening comprehensive friendly and cooperative relations with the Ministry of Home Affairs or one of the sectors and fields under the management authority of the Ministry of Home Affairs.
Citizens who have contributed to the overall construction and development of the Ministry of Home Affairs or one of the sectors and fields under the management authority of the Ministry of Home Affairs.
On the principles of awarding Commemorative Medals
Each type of Medal is only awarded once to an individual. Individuals who meet the criteria may be awarded multiple types of Medals. There is no form of posthumous awarding of Medals.
The awarding of Commemorative Medals must be accurate, fair, democratic, public, transparent, timely, and meet the correct subjects and standards as prescribed in this Circular.
The time of disciplinary action is not counted in the working time for consideration of awarding the Commemorative Medal. In cases of wrongful discipline and whose rights have been restored, the time of wrongful discipline is counted in the working time for consideration of awarding the Commemorative Medal.
The Ministry of Home Affairs considers awarding Commemorative Medals on the occasion of traditional anniversaries of sectors or considers awarding them unexpectedly in special cases.
About the Medal bonus
Individuals awarded the Medal will receive a Certificate, Frame, Medal, Medal Box and a bonus equal to 0.4 times the basic salary.
Vietnamese individuals residing abroad; foreign individuals; individuals who provide financial or material support or assets for the development of the Ministry of Home Affairs or in the sectors and fields under the management authority of the Ministry of Home Affairs who are awarded a Commemorative Medal will receive a Certificate, Frame, Commemorative Medal, Commemorative Medal Box along with a souvenir gift with a value equivalent to 0.4 times the basic salary.
On the responsibilities of organizations and individuals in considering awarding Commemorative Medals
Organizations proposing to award the Medal must perform correctly, fully, promptly, ensure accuracy, honesty and be responsible for the subjects, criteria and documents proposed for awarding according to the provisions of this Circular and other relevant regulations on emulation and commendation.
Individuals awarded the Medal are responsible for continuing to preserve, maintain, and store the award artifacts and promote the traditions of the Ministry and the Home Affairs sector, and exemplary implementation of the Party's guidelines and policies and the State's laws.
Organizations and individuals have the right to complain and denounce about the proposal and awarding of Commemorative Medals according to the provisions of law on complaints and denunciations.
This Circular takes effect from February 15, 2025 and replaces Circular No. 14/2019/TT-BNV dated November 15, 2019 of the Minister of Home Affairs regulating the awarding of Commemorative Medals in areas under the management authority of the Ministry of Home Affairs and Circular No. 08/2022/TT-BNV dated September 19, 2022 of the Minister of Home Affairs amending and supplementing a number of articles of Circular No. 14/2019/TT-BNV dated November 15, 2019 of the Minister of Home Affairs regulating the awarding of Commemorative Medals in areas under the management authority of the Ministry of Home Affairs.
