Accordingly, the National Assembly Standing Committee basically agreed with the report of the Secretary General of the National Assembly on the preparations for the organization of the 5th Extraordinary Session of the 15th National Assembly and the expected content and program of the Session.
At the same time, highly appreciate the spirit of close coordination between the agencies of the National Assembly and the Government. In particular, commend the spirit of focused work, responsibility, and efforts working day and night of the agencies directly advising on the content and the investigating agencies (such as the Economic Committee, the Finance and Budget Committee; the Law Committee and the Ethnic Council).
At the same time, the National Assembly Standing Committee agreed on the following issues:
Submit to the National Assembly for consideration and decision on 4 contents: Draft Law on Land (amended); Draft Law on Credit Institutions (amended); Draft Resolution on a number of specific mechanisms and policies to remove difficulties and obstacles, speed up the implementation of National Target Programs;
Supplement the Central Budget Medium-Term Public Investment Plan for the 2021-2025 period from the general reserve source corresponding to the increased central budget revenue in 2022 for public investment tasks and projects and supplement the Vietnam Electricity Medium-Term Public Investment Plan from the reserve source of the Medium-Term Public Investment Plan.

The following contents have not been submitted to the National Assembly for consideration and approval: Investment policy for the construction project of the North-South Expressway in the West, Gia Nghia (Dak Nong) - Chon Thanh (Binh Phuoc) section; adjustment of investment policy for the National Target Program on socio-economic development of ethnic minority and mountainous areas for the period 2021 - 2030.
It is recommended that the agency in charge of the review, the Government and relevant agencies continue to coordinate closely, urgently, and make efforts to prepare, thoroughly review, and perfect the content and technical documents of draft laws and draft resolutions right from the preparation process until they are submitted to the National Assembly for approval and submitted to the National Assembly Chairman for signature and certification.
The deadline for sending official documents to the National Assembly Office is before January 13, 2024 for sending to National Assembly deputies for research and preparation of discussion opinions; to avoid the situation where documents are sent close to the discussion time, especially for two difficult and complicated draft laws: the draft Land Law (amended) and the draft Law on Credit Institutions (amended).
The Standing Committee of the Law Committee shall preside over and coordinate with the Standing Committee of the Ethnic Council and the Committees in charge of reviewing and advising on the drafting of the Proposal of the National Assembly Party Delegation to report and seek the Politburo's opinion on a number of contents of the 5th Extraordinary Session of the 15th National Assembly.
Agree with the proposed program of the 5th Extraordinary Session of the 15th National Assembly; in which 0.5 days are allocated for each draft law for the National Assembly to listen to the report, receive and revise the draft law and discuss in the hall before voting to approve it at the Closing Session of the session.
At the same time, pay attention to implementing the following issues: Invite domestic guests to attend the Opening Session as was done at the 6th Session of the 15th National Assembly; do not organize meetings with voters before and after the Session; due to the short duration of the Session, a separate report summarizing the opinions of National Assembly deputies discussing and contributing opinions on each content will not be prepared. The National Assembly Standing Committee will direct agencies to synthesize opinions in combination with receiving, explaining opinions and revising draft laws and Resolutions.
Assign the Secretary General of the National Assembly to receive comments from the National Assembly Standing Committee, complete the expected content and agenda of the Session to send to National Assembly deputies for comments according to the provisions of the National Assembly Meeting Regulations; at the same time, urge agencies to send Session documents to National Assembly deputies within the required time limit.
Assign the National Assembly Office to closely coordinate with the agencies in charge of content, the Central Propaganda Department, the Ministry of Information and Communications, news agencies and the press to promote and strengthen information and communication work on the Session, ensuring close monitoring of developments, full transmission of content, as well as activities at the parliament to voters and the People for monitoring and supervision;
Urgently review and strengthen the implementation of solutions to ensure technical infrastructure, facilities, information technology, security, safety, reception, logistics, disease prevention and other conditions to successfully organize the Session, paying special attention to ensuring that the technical system directly serving the activities taking place at Dien Hong Hall operates smoothly and stably .
