On May 13, the Standing Committee continued its 23rd meeting to give opinions on preparations for the 5th session of the National Assembly.
Presenting the report on preparations for the 5th session, Secretary General - Head of the National Assembly Office Bui Van Cuong said that the session is arranged into 2 sessions at the National Assembly House.
The reason is that the epidemic is now well controlled, and at the same time, it is to ensure conditions for conducting personnel meetings and voting on the contents of the meeting.
Accordingly, in the first session, the National Assembly met for 17 days, from May 22 to June 10, and the National Assembly basically finished discussing the contents.
The National Assembly then takes a one-week break to allow the National Assembly agencies and relevant agencies time to absorb, revise and finalize draft laws and draft resolutions. At the same time, it also creates conditions for National Assembly deputies to concurrently handle work in ministries, branches and localities.
In the second session, the National Assembly will meet for 5 days, from June 19-23. Thus, the total working time of the National Assembly is expected to be 22 days; opening on May 22 and closing on June 23.
According to the scheduled program, at this session the National Assembly will do personnel work on the opening day.
It is expected that at this session, the National Assembly will pass a number of bills: Law on Prices (amended); Law on Cooperatives (amended); Law on Consumer Rights Protection (amended); Law on amending and supplementing a number of articles of the Law on People's Public Security; Law on Civil Defense; Law on Bidding (amended); Law on Electronic Transactions (amended); Law on amending and supplementing a number of articles of the Law on Exit and Entry of Vietnamese Citizens and Law on Entry, Exit, Transit, and Residence of Foreigners in Vietnam...
In addition, the National Assembly also voted to pass a number of important Resolutions: On taking a vote of confidence, voting for confidence in people holding positions elected or approved by the National Assembly and People's Councils; piloting a number of specific mechanisms and policies for the development of Ho Chi Minh City...
3 bills are waiting for the Politburo's opinion
The Secretary General of the National Assembly said that there are 3 contents that the Government has just submitted, the Standing Committee has not had time to review and give opinions, so they have not been included in the proposed agenda of the 5th Session.
That is the draft Resolution on piloting the use of regular State budget expenditures to renovate, upgrade, expand, and construct new items in existing facilities and works.
Second is the draft Resolution on piloting a number of mechanisms and policies to remove obstacles stipulated in a number of laws related to investment in the construction of road traffic works.
Third is the implementation of Resolution No. 43/2022 of the National Assembly on fiscal and monetary policies to support the Socio-Economic Recovery and Development Program and some recommendations.
Regarding the three draft Laws on Forces Participating in Protecting Security and Order at the Grassroots Level; Law on Road Traffic Order and Safety; and Road Law, the Standing Committee of the National Assembly gave opinions at the thematic session in April 2023 and found that the basic documents were ensured in accordance with the provisions of the Law on Promulgation of Legal Documents.
These three bills are eligible to be submitted to the National Assembly for consideration and decision to add them to the 2024 Law and Ordinance Development Program and adjust the 2023 Law and Ordinance Development Program.
This content is currently awaiting the Politburo's opinion. Based on the Politburo's opinion, the National Assembly Standing Committee will submit it to the National Assembly for consideration and decision. If the National Assembly agrees to add it to the 2023 Law and Ordinance Development Program (at the 5th Session), the National Assembly Standing Committee will add it to the session agenda for the National Assembly to vote and approve.
Therefore, the proposed agenda for the session submitted to the National Assembly for approval at the preparatory session does not include these three draft laws.
Speaking at the closing session, National Assembly Chairman Vuong Dinh Hue said that so far, the National Assembly Standing Committee has basically given opinions on all contents expected to be submitted to the National Assembly for consideration at the 5th Session.
Besides, there are still some unfinished contents that need to be completed soon, as well as conduct official examination to send records, documents, and reports to National Assembly delegates.
Therefore, the National Assembly Chairman requested that the National Assembly agencies review all contents, note that for contents that do not fully meet the requirements on procedures and processes, and have not been fully examined, they should promptly review, arrange a schedule for implementation, and send documents to National Assembly deputies as soon as possible in accordance with regulations.
The National Assembly Chairman requested that the Secretary General of the National Assembly should review and issue a written notice of any outstanding issues immediately after the session, clearly stating the deadline, and assigning work to relevant agencies, both the submitting agency and the verifying agency. This clearly states the principle of not considering or including in the session agenda any issues that are past the deadline or do not meet the conditions to ensure discipline in implementing the provisions of the law.
