
Reduce project targets
According to Resolution No. 38 dated September 17, 2020 of the Provincial People's Council on the Project to solidify the district road system (DH) and rural traffic (RT) in the province for the period 2021 - 2025, the provincial budget allocated in the medium-term public investment plan for the period 2021 - 2025 is about 1,532 billion VND. By July 12, 2023, the Provincial People's Council issued Resolution No. 28 on adjusting and supplementing the medium-term investment plan for the period 2021 - 2025.
Accordingly, the provincial budget allocated to support the implementation of the project in this phase is 766 billion VND, equivalent to about 50% (766/1,532 billion VND) compared to Resolution No. 38. From here, the Provincial People's Committee has approved the volume and list for localities to implement about 50% of the total volume according to the project's targets.
Head of Infrastructure Management Department (Quang Nam Department of Transport) - Mr. Vo Cong Phuc said that specifically, the implementation volume for the highway system is to solidify 125.48km of road surface, reinforce 120.91km of roadside, reinforce 97.28km of longitudinal ditches and build and repair 65 bridges/culverts of all kinds.
For the rural transport system alone, localities are supported to build new and upgrade 435.59km of road surface, expand 42.83km of road surface, expand 63.58km of roadbed, and build 105 bridges/culverts of all kinds.

To implement the resolution, the Department of Transport has consulted the Provincial People's Committee to issue many decisions, including sample designs and construction unit prices for various types of road surfaces and drainage works. In addition, the sector has compiled and advised the Provincial People's Committee to adjust the list and scale of road surfaces to suit the actual conditions in each locality.
Based on the list approved by the Provincial People's Committee, localities have solidified 117.77km of road surface, reinforced 115.86km of roadside, reinforced 94.73km of longitudinal ditches and built and repaired 62 bridges/culverts on the highway system.
Regarding the rural traffic system, 416.95km of road surface has been newly built or upgraded; 97 bridges/culverts of all kinds have been built and repaired. Regarding the items and volume of rural traffic under their own mechanisms, localities have expanded the road surface by 37.39km and expanded the roadbed by 29.27km. Up to now, 100% of the roads to the commune center have been asphalted or cemented, and 98.81% of the roads to the village center have been hardened.

There are many limitations
Assessing the implementation of Resolution No. 38, Deputy Director of the Department of Transport - Tran Ngoc Thanh said that the Provincial People's Committee implemented it promptly, in compliance with the objectives, objects and mechanisms.
The procedures managed by the provincial level were implemented synchronously, the capital was allocated to the right subjects and within the right limits, creating favorable conditions for the district and commune levels to organize implementation. Most localities have complied with the regulations of the Provincial People's Committee, fully implementing the steps...
However, many limitations and difficulties in the implementation of the resolution have not been rectified and resolved. Typically, the selection of the list of local projects still has many shortcomings, especially for rural roads. Therefore, the Provincial People's Committee has approved it but has not been able to implement it, and has had to propose adjustments many times.
Another limitation is that some localities are slow in implementing construction projects; they are not proactive in management work, and still follow the mechanism of the 2016 - 2020 period.
Meanwhile, due to the difficulty in capital sources, the allocation from the provincial budget has not been timely according to the project progress. The weather in recent years has been rainy, affecting the overall progress of the project.
The high fluctuation in material and fuel prices not only affects the progress of projects, but also increases the total investment, so the investment policy must be adjusted.
The above situation has increased the local counterpart budget, thus causing difficulties in balancing counterpart funds to implement the project at the grassroots level, especially in mountainous districts. Following the motto "The State and the people work together", some localities have encountered obstacles in mobilizing people to donate land for road construction, especially the university route system.
Mr. Tran Ngoc Thanh said that to implement the approved volume list, the provincial budget needs to allocate 703.5 billion VND to support localities. Up to now, the budget has allocated 600 billion VND, still lacking 103.5 billion VND and will continue to be allocated in 2024 and 2025.
For the remaining budget of 62.5 billion VND (out of the total 766 billion VND after adjustment), the Department of Transport has proposed to advise the Provincial People's Committee to approve the list of investment permits to solidify roads to village centers to complete the targets of the Resolutions of the 22nd Provincial Party Congress, Resolution No. 38 and Resolution No. 12 dated July 20, 2021 of the Provincial Party Committee (more than 99% of villages have solidified car roads to the center) with a total provincial budget support of 15.6 billion VND.
With the remaining 46.9 billion VND, the Department of Transport will synthesize and advise the Provincial People's Committee to allow investment in solidifying universities and rural transport for districts registered to meet the standards of new rural districts and advanced new rural districts in the period of 2021 - 2025.
