Vehicle inspection may be congested after Tet

The Vietnam Register predicts that the number of vehicles coming for inspection at inspection centers will increase sharply after Tet, especially in April, May, June, and July.

According to a recent report sent to the Ministry of Transport, the Vietnam Register assessed that the number of vehicles requiring inspection in the coming time will increase sharply due to the group of vehicles whose inspection cycle has been extended from March 2023, along with previously suspended vehicles that will be re-inspected.

There are currently 277 inspection centers with 519 lines in operation out of 293 centers with 545 lines nationwide, enough to meet inspection needs. However, the centers are unevenly distributed, so some places are overloaded, others lack inspection vehicles.

In addition, the risk of congestion is also due to the fact that in the coming months, the trial of cases related to the field of vehicle inspection will greatly affect the inspection activities of motor vehicles nationwide. The reason is that an inspection center with 2 or more inspectors whose certificates have been revoked within 12 consecutive months will be temporarily suspended for 3 months. It is expected that 70 centers in 24 provinces and cities will be forced to temporarily stop operating.

The Vietnam Register calculates that there are 31 localities at risk of vehicle inspection congestion, including Bac Kan, Binh Thuan, Dong Nai, Dong Thap, Ha Giang, Hanoi, Kon Tum, Lam Dong, Thai Binh, Thua Thien Hue, Ho Chi Minh City, Tra Vinh, Bac Giang, Bac Ninh, Binh Duong, Da Nang, Gia Lai, Ha Tinh, Hung Yen, Nghe An, Quang Ngai, Phu Yen, Quang Nam, Son La, Thai Nguyen, Hai Duong, Dak Lak, Binh Dinh, Can Tho, Hoa Binh and Tuyen Quang.

Some places will have to close their vehicle inspection centers, such as Bac Kan, Hoa Binh and Thai Binh.

To avoid congestion, the Vietnam Register has contacted localities with excess inspection capacity to temporarily add inspectors to areas with shortages. The Register recommends that vehicle owners bring their vehicles that are due for inspection early, at appropriate locations when returning to their hometowns, on business trips, traveling, delivering goods, etc.

The Vietnam Register also proposed that the Ministry of Transport recommend that the Government amend and supplement Decree No. 30 to postpone the revocation of inspector certificates, allowing inspectors to continue working when they are tried by the Court but given a suspended sentence without being banned from practicing.

The Department recommends that centers with two or more inspectors whose inspection certificates have been revoked can continue to operate in the coming period to serve the inspection needs of people and businesses.
