With the goal of ensuring safety during the construction, operation and activities of projects, factories and enterprises in Nghi Son Economic Zone (KKTNS), all levels, sectors and localities of Thanh Hoa province have been actively coordinating and creating a favorable investment and business environment to promote investment attraction and serve development.
As a "large construction site" of hundreds of projects, including many projects in the province's key list, it is difficult to avoid complicated problems in the compensation and site clearance process in Nghi Son Economic Zone. With the motto of creating consensus and unity among the people, the Standing Committee of Nghi Son Town Party Committee has directed the People's Committee of the town and wards and communes to promote propaganda solutions. Closely following the direction of the Provincial People's Committee, the town's leaders also directly went to the site to survey, promptly directed the resolution and removal of difficulties and obstacles within their authority, on the basis of best ensuring the rights of affected people. In recent times, many large projects in the Economic Zone have been handed over the site in time, speeding up construction progress. Typically, in 2024, the town met the site clearance schedule of the Quynh Luu - Thanh Hoa 500kV Power Line Project; the North-South Expressway Connection Project, National Highway 1A to Nghi Son Port... and many direct investment projects.
Along with land acquisition, site clearance, and towards the settlement policy of people who have given up land for the project, the investment in resettlement areas (TDC) is also given special attention by Nghi Son town and other units. Currently, Nghi Son town People's Committee and the Management Board of Investment and Construction Projects of the Economic Zone and Industrial Parks have been and are investing in the construction of 39 resettlement areas; of which, 30 resettlement areas have been and are being invested in construction with a total of about 5,400 planned plots of land; the total number of plots handed over to households is 2,774/4,970 eligible plots of land.
According to the representative of the Board of Land Acquisition, Support and Resettlement of Nghi Son town, the town's viewpoint when implementing resettlement areas is that there must be synchronous investment in infrastructure, according to urban criteria, in accordance with planning and landscape. For large-scale resettlement areas such as the resettlement area serving Hai Ha commune migrants, it will be necessary to simultaneously calculate the land fund for relocating administrative areas, social infrastructure works, cultural institutions serving people's lives in accordance with the spirit of "migration", not just granting residential land to people whose land must be recovered.
In particular, in order to stabilize the long-term lives of people affected by the project, the Management Board of Nghi Son Economic Zone and Industrial Zones, the People's Committee of Nghi Son town has coordinated with enterprises to focus on job conversion and livelihood restoration for people affected by investment projects. For many years, large projects such as Nghi Son Oil Refinery, Nghi Son 2 BOT Thermal Power Plant... have all allocated a large amount of funds to carry out social security work, job conversion, create trust and consensus among the people, and accompany the development process of enterprises.
Typically, from 2014 to present, Nghi Son Refinery and Petrochemical Company Limited (NSRP) has spent about 300 billion VND to carry out many community support activities to help restore, develop livelihoods, improve and enhance the quality of life in a sustainable way and achieve many results. That is the program to support vocational skills training, job connection for about 2,000 people trained in occupations such as construction, welding, scaffolding, pipeline installation, gardening, restaurants, hotels...; the program to support job search skills and job introduction, job connection at many neighboring factories. In addition to tens of billions of VND to implement programs to support equipment, health check-ups, equipment support, toys, scholarships for all levels of education, environmental sanitation to clean the sea in Hai Ha commune, Hai Thuong ward, Tinh Hai, Nghi Son 2 Power Company Limited has also coordinated with lecturers of Hong Duc University to implement an organic farming project. The project has guided farmers in Hai Thuong and Tinh Hai wards to practice making biofertilizers, biological products, and biological pesticides from locally available materials.
In particular, implementing the Project "Ensuring security and order in the Economic Zone", the leading unit, the Provincial Police, has coordinated with other sectors to promptly and thoroughly resolve conflicts and complaints related to compensation, site clearance, and resettlement; proactively grasp the situation, prevent and fight against petitioners, ringleaders, extremists who incite the masses to file complaints, and gather large crowds to protest, causing complications in security and order.
Since the beginning of 2021, the police force has organized 23 propaganda sessions, produced hundreds of reports, thousands of propaganda bulletins on methods and tricks of various types of criminals, management of weapons, explosives, support tools, and traffic safety laws. Communes and wards in Nghi Son town have broadcast 21,456 bulletins on propaganda, dissemination, and legal education on the radio; organized the signing of commitments not to violate the law for 2,309 criminals and drug users in the area...
From 2021 to present, the authorities have coordinated, mobilized and propagated 681 households to agree to receive compensation support money, hand over the site to construct 22 projects; deployed 16 plans to ensure security and order to serve the enforcement of land acquisition for households with decisions to reclaim land and construct works; 6 plans to ensure security and order at the groundbreaking ceremony, prevent re-encroachment; strictly managed 10,442 foreigners with 60 different nationalities such as China, India, Japan, Thailand, Philippines... registering temporary residence in the area.
The authorities have proactively prevented, detected and resolved illegal strikes, preventing them from spreading and prolonging, creating "hot spots". From 2021 to present, the forces have promptly resolved 3 work stoppages; successfully prevented 5 potential strikes at enterprises in the Economic Zone, notably promptly preventing a potential strike at Annora Vietnam Shoe Company Limited with a workforce of more than 20,000 people. The authorities have proactively prevented, fought against and stopped the activities of all types of crimes and violations of the law in the fields of economics and commercial fraud, and strictly handled violations. State management of business lines with conditions on security and order has been strengthened, focusing on security services, pawnshops, accommodation, massage, karaoke... Management of order, traffic safety, public order, and traffic accident control in the Economic Zone has been strengthened, creating a safe and stable environment for businesses to operate and workers to feel secure in participating in production.
According to the representative of the Management Board of the Economic Zone and Industrial Parks, the unit is continuing to review and evaluate mechanisms, policies, and administrative procedures related to the development and investment activities of enterprises in the area to assess the shortcomings and difficulties in order to advise and propose to the Government, ministries, and central branches to create preferential and specific mechanisms and policies, shorten administrative procedures, etc. to create a favorable environment for enterprises to develop. Along with that, the board will preside over and coordinate with departments, branches, and People's Committees of Nong Cong, Nhu Thanh districts and Nghi Son town in implementing planning management work; proactively advise the Provincial People's Committee to adjust and supplement the planning for the construction of functional subdivisions in the Economic Zone in accordance with each stage of development and change of the economic zone; at the same time, advise competent authorities to resolutely eliminate and adjust projects that are behind schedule, slow to implement, affecting the development progress of the Economic Zone and causing public outrage. The unit will coordinate with the police force and related units to perform the task of ensuring political security, social order and safety and fighting against crime; appraising and evaluating foreign investment projects in the area, especially on the criteria of ensuring national defense - security, ecological environment before advising the Provincial People's Committee to approve the policy, select "investors" and "investment locations".
