The Directive clearly states that in recent years, the Party, State and Government have always paid attention to population work and have issued many important documents to guide population work, including Resolution No. 21-NQ/TW dated October 25, 2017 of the 6th Conference of the 12th Central Executive Committee on population work in the new situation (Resolution 21-NQ/TW), Resolution No. 137/NQ-CP dated December 31, 2017 of the Government promulgating the Government's Action Program to implement Resolution No. 21-NQ/TW (Resolution 137/NQ-CP).
Population work has received attention from the entire political system, has been focused on and implemented by all levels, sectors and localities, has been supported by the people and has achieved many important results, contributing to the overall achievements of the country.
However, current population work has shortcomings, limitations and inadequacies such as: replacement fertility is not really sustainable; there is no synchronous and comprehensive solution to adapt to population aging; average life expectancy is high but the number of healthy years is low; population quality is slow to improve...
The main causes of the above limitations and shortcomings are that some population mechanisms and policies have been slowly supplemented and completed; implementation has not been timely and effective; investment in resources and human resources for population work is not commensurate; some localities have a birth rate that is below the replacement level,...
Speed up the progress of building the Population Law
To effectively implement the goals, tasks and solutions on population work, promptly overcome shortcomings, limitations and inadequacies, the Prime Minister requested the Ministry of Health to strengthen inspection and urge ministries, branches and localities to effectively implement policies and laws on population work, especially solutions to maintain sustainable replacement fertility, care for the health of the elderly, adapt to population aging and improve population quality.
Focus on reviewing, amending, supplementing and perfecting institutions, mechanisms, policies and laws on population, focusing on solutions to maintain a sustainable replacement fertility rate nationwide, suitable for regions, population groups and population quantity and quality; speed up the progress of developing the Population Law and reporting to the Government.
Urgently carry out the work of improving the effectiveness and efficiency of the organizational apparatus, improving the quality of the staff, civil servants and public employees doing population work at all levels.
Allocate sufficient resources to effectively implement population work in the locality.
The Prime Minister requested the People's Committees of provinces and centrally run cities to continue to effectively organize and implement the Party and State's policies and solutions on population work, especially solutions to maintain sustainable replacement fertility and provide health care for the elderly according to programs and projects approved by the Prime Minister.
Issue documents under authority or submit to competent authorities for issuance to synchronously and effectively implement policies and laws on population work, especially in localities with low birth rates below the replacement level; review, consolidate and improve the organization and human resources for population work; allocate sufficient resources to effectively implement population work in localities.
The Ministry of Information and Communications, the Ministry of Health, Vietnam Television, Voice of Vietnam, Vietnam News Agency, People's Committees of provinces and centrally run cities and press agencies shall strengthen communication on population work, contributing to promoting sustainable development of the country.
Ministries, ministerial-level agencies, and government agencies, within the scope of their assigned functions, tasks, and powers, shall effectively organize and implement the Party's guidelines and policies and the State's laws on population work.
The National Steering Committee for Population and Development strengthens consultation, proposals, and timely recommendations to competent authorities on policies, mechanisms, and solutions to effectively implement population and development work.
