On the morning of January 23, in Thai Hoa town, the Standing Committee of the Provincial People's Council held a conference to exchange operational experiences with the Standing Committee of the District People's Council, belonging to Cluster 2, for the 4th time, term 2021 - 2026, including Thai Hoa town, Hoang Mai and the districts: Dien Chau, Yen Thanh, Quynh Luu, Nghia Dan, Quy Hop, Quy Chau, Que Phong, Tan Ky.
Attending the conference were comrade Nguyen Nam Dinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Council.
Comrades Nguyen Nhu Khoi - Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Council; Pham Tuan Vinh - Member of the Provincial Party Committee, Secretary of the Town Party Committee, Chairman of the Town People's Council; Nguyen Thi Anh Hoa - Deputy Chief of Office of the National Assembly Delegation and the Provincial People's Council chaired the conference. Attending the conference were Standing Committees of the People's Councils of 10 districts and towns, belonging to Cluster 2 and Heads of the Provincial People's Council delegations in the localities.
Strengthening coordination in operations
At the conference, based on the opening speech of comrade Nguyen Nhu Khoi - Member of the Provincial Party Executive Committee, Vice Chairman of the Provincial People's Council and the introductory report of comrade Nguyen Thi Anh Hoa - Deputy Chief of Office of the National Assembly Delegation and Provincial People's Council; the discussions and exchanges of the delegates affirmed many innovations in the activities of the Provincial and District People's Councils.
Notably, the organization of meetings is increasingly high quality, affirming the position of the People's Council in deciding important local issues as well as the role of supervising the activities of State agencies. The Provincial and District People's Councils also affirm their pioneering role in implementing digital transformation, focusing on organizing "paperless meetings".
The Provincial and District People's Councils have focused on innovation and quality improvement of supervision and survey activities by identifying key supervision and survey contents, including supervision of the implementation of resolutions and policies issued by the People's Councils; supervision of the settlement of voters' recommendations and reflections from competent agencies; supervision of contents that are prone to violations related to investment in construction, land management, granting of land use right certificates to people, etc.; supervision of issues that voters and people are interested in and concerned about; supervision of the implementation of targets and tasks that the Party Congress resolutions still face difficulties and limitations, etc.
Along with the selection of key monitoring contents, the monitoring method is also focused on innovation, promoting the role and responsibility of specialized delegates, promptly detecting and warning many illegal contents from state management levels in implementing tasks; at the same time, strengthening monitoring measures, urging, and pursuing to the end the issues pointed out after monitoring, such as issuing resolutions and monitoring conclusions, as a basis for the People's Committee at the same level to deploy and assign committees, groups and People's Council delegates to monitor and supervise the remediation of each sector, field and locality.
Monitoring and urging the settlement of voters' petitions, some opinions exchanged at the conference also affirmed the innovation with the division into groups, not related to resources, then request to resolve; petition groups needing resources, then request the People's Committee to develop a plan and roadmap.
Every month, the Standing Committee of the District People's Council works with the District People's Committee to listen to the results of resolving voters' petitions; for unresolved issues, the Standing Committee of the District People's Council will include them in the content of the survey, supervision, questioning, and even report to the Party Committee to include them in the Party Committee's work content...
Besides affirming many innovations and operational efficiency of elected agencies at provincial and district levels, some opinions also raised some difficulties and problems, suggesting that the province should pay attention to resolving them.
Most importantly, the factor ensuring the improvement of the quality of the elected bodies' activities is the quality of the delegates right from the beginning. It is recommended that the province pay attention to the process of preparing personnel for the next term; at the same time, pay attention to the mechanism, increase training, and exchange in-depth experiences so that the People's Council delegates can operate with quality; consider having an allowance regime for the heads of the People's Council committees at the commune level.
Currently, there are many voters' petitions that have not been resolved for a long time due to the authority and responsibility of many levels and sectors. Therefore, it is recommended that the province find solutions and strengthen the coordination mechanism between levels and sectors to better resolve voters' petitions.
Based on the discussion of the delegates, at the conference, Comrade Nguyen Nam Dinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Council spoke and discussed many issues raised by district-level units at the conference. In which, he affirmed the leadership role of the Party in the activities of the People's Council; the coordination relationship, in addition to the coordination relationship between the Standing Committee of the Provincial People's Council and the Standing Committee of the District People's Committee, it is necessary to pay attention to the coordination relationship between the People's Council's committees and the departments, offices, and specialized units of the People's Committees at all levels, ensuring the removal of difficulties and obstacles in practice as well as resolving voters' recommendations.
Promoting digital transformation in operations
Concluding the conference, comrade Nguyen Nhu Khoi - Member of the Provincial Party Executive Committee, Vice Chairman of the Provincial People's Council highly appreciated many positive innovations in the activities of the People's Councils of districts and towns, contributing to promoting the overall development of the province and each locality.
The Vice Chairman of the Provincial People's Council also raised a number of orientations, viewpoints and ideas of the Standing Committee of the Provincial People's Council and suggested that localities continue to innovate further in questioning, supervision and explanation activities; focusing on selecting contents that are posing many problems, difficulties and risks of violating the law; issues of concern to voters and public opinion; targets and tasks set by Party congresses at all levels that are difficult to achieve...; thereby demonstrating the role of accompanying for common development and resolving problems and limitations arising in practice.
Regarding digital transformation, the Vice Chairman of the Provincial People's Council suggested that, in addition to implementing the digitization of documents and organizing "paperless meetings" as at present, it is necessary to strengthen connectivity, share information data and create information data, meeting the increasingly high requirements for improving the quality of activities of People's Councils at all levels.
Comrade Nguyen Nhu Khoi also requested that full-time People's Council delegates at all levels need to improve their responsibility, skills and mettle, creating motivation for People's Council delegates to operate with quality and fulfill their role as elected representatives well.
