(MPI) - Pursuant to Decision No. 230/QD-TTg of the Prime Minister on the establishment of the State Appraisal Council to appraise the Pre-Feasibility Study Report of the Lao Cai - Hanoi - Hai Phong Railway Construction Investment Project, on the afternoon of February 6, 2025, at the headquarters of the Ministry of Planning and Investment, the State Appraisal Council organized the appraisal of the Pre-Feasibility Study Report of the Project in accordance with the provisions of law. Deputy Minister Tran Quoc Phuong, Vice Chairman of the Appraisal Council chaired the meeting.

Attending the meeting were Deputy Minister of Transport Nguyen Danh Huy, along with members of the Appraisal Council representing leaders of a number of ministries, branches, and People's Committees of a number of localities as stipulated in Decision No. 230/QD-TTg of the Prime Minister. On the side of the Ministry of Planning and Investment, there were representatives of leaders of relevant units under the Ministry.
The Lao Cai - Hanoi - Hai Phong railway construction investment project is a national important project; Project investment decision-making authority: National Assembly; Project investment decision-making authority: Prime Minister. The project passes through 09 provinces and cities including: Lao Cai, Yen Bai, Phu Tho, Vinh Phuc, Hanoi, Bac Ninh, Hung Yen, Hai Duong and Hai Phong.
The investment objective is to meet the domestic and international transportation needs between Vietnam and China; contribute to restructuring the transportation market share on the Lao Cai - Hanoi - Hai Phong economic corridor, reduce environmental pollution, promote industrialization and modernization, serve socio-economic development, and ensure national defense and security.
At the meeting, the Appraisal Council listened to the representative of the Ministry of Transport report on a number of contents related to the Lao Cai - Hanoi - Hai Phong railway construction investment project; the Ministry of Planning and Investment - representative of the standing agency of the Appraisal Council presented the report on the appraisal results of the Project's pre-feasibility study report.
According to reports, the Party Central Committee and the Politburo have issued many Resolutions and Conclusions related to the policy of early investment to complete this strategic railway line such as: "Research and early investment in the construction of a number of railway lines connecting with economic zones, industrial parks, airports, and seaports" in Resolution No. 29-NQ/TW, "strive to complete procedures and start investment in 2025 for the Lao Cai - Hanoi - Hai Phong railway line" in Conclusion No. 97-KL/TW, "prioritize investment resources to complete the Lao Cai - Hanoi - Hai Phong line..." in Conclusion No. 72-KL/TW.
The project aims to realize the Party's policies and orientations, the Resolutions and Conclusions of the Politburo and deploy related plans; Implement strategic cooperation agreements, strengthen international connectivity; Meet transportation needs on the Lao Cai - Hanoi - Hai Phong economic corridor; Investment in the construction of the Lao Cai - Hanoi - Hai Phong railway creates a construction market with a value of about 4.4 billion USD, estimated to create about 90,000 jobs during construction and about 2,500 long-term jobs during operation and exploitation; Develop sustainable, modern and friendly modes of transport to reduce traffic accidents, environmental pollution, respond to climate change, contribute to ensuring national defense and security and be an optimal solution to convert modes of transport to contribute to achieving net emissions of "0" by 2050 as committed at the COP26 Conference.
At the meeting, representatives of ministries, branches and localities focused on giving opinions on the content of the appraisal dossier. The opinions were basically consistent with the content of the submitted dossier; emphasizing the significance and necessity of investing in the construction of this railway line, contributing to the realization of the Party's policies and orientations, the Resolution and Conclusion of the Politburo and implementing related plans; implementing strategic cooperation agreements, enhancing international connectivity; meeting transportation needs on the Lao Cai - Hanoi - Hai Phong economic corridor; creating a construction market; sustainable, modern and friendly transportation methods, contributing to reducing traffic accidents, environmental pollution, responding to climate change and contributing to ensuring national defense and security.
Representatives of the People's Committees of provinces and cities such as Hanoi, Hai Phong, Lao Cai, Yen Bai, etc. emphasized the significance and importance of the construction of the Lao Cai - Hanoi - Hai Phong railway, contributing to the development of space, economy - society, development of transport infrastructure; meeting the increasing transportation demand on the Lao Cai - Hanoi - Hai Phong corridor, contributing to restructuring the transportation market share, reducing logistics costs, ensuring sustainable development. Together with the high-speed railway project on the North - South axis, this project is a premise for the development of the railway industry and supporting industries.
In addition, opinions also emphasized the scope of investment, investment scale, technology and technical standards; preliminary design plan: route direction, works on the route, station works, information systems, signals, power systems, etc.; on site clearance and resettlement plans; investment forms; total investment, capital sources and capital balancing ability; exploitation, management and operation organization plans; project efficiency: socio-economic efficiency, national defense and security; preliminary assessment of environmental impacts; some specific and special policies and solutions applied to the project;...
Speaking to explain and accept the opinions raised by the delegates, Deputy Minister of Transport Nguyen Danh Huy thanked the delegates for their valuable and accurate opinions; stating that this is a project that the General Secretary and Prime Minister have urgently directed. Therefore, the Ministry of Transport will urgently study and accept the opinions to complete the dossier and report to the competent authorities according to regulations.

Concluding the meeting, Deputy Minister Tran Quoc Phuong highly appreciated the working spirit of the Council as well as the frank and responsible opinions of the delegates; emphasizing the need to thoroughly grasp the direction of the Prime Minister to submit to the National Assembly at the 9th Extraordinary Session scheduled to take place on February 12, 2025.
Deputy Minister Tran Quoc Phuong emphasized the issues that need to be further studied and supplemented. Accordingly, regarding the specific mechanism allowing the application of 13/19 policies in Resolution No. 172/2024/QH15 of the high-speed railway project on the North-South axis and supplementing 04 policies under the authority of the National Assembly, 06 policy mechanisms under the authority of the Government, it is necessary to continue reviewing and studying to ensure the legal basis and feasibility of the Project.
Regarding the compensation, support, site clearance and resettlement plan, the Deputy Minister requested relevant localities to review the contents related to this content to ensure feasibility; regarding capital, it is necessary to clearly state: public investment capital, state budget sources (including central and local capital; domestic capital and foreign capital) and other legal capital sources and the Prime Minister has the right to decide on the capital structure.

In that spirit, to complete the dossier but still ensure quality, Deputy Minister Tran Quoc Phuong requested the Standing Unit of the Council to promptly issue a Notice of the meeting's conclusion; the Ministry of Transport to promptly issue an explanation and supplementary dossier to the Council. After receiving the explanation dossier, the Standing Unit of the State Appraisal Council (Investment Supervision and Appraisal Department) shall promptly complete the appraisal report and send it to the Council members for comments; The Council members shall give their written opinions and vote on the Council's appraisal report. Based on the members' votes, the Standing Unit of the State Appraisal Council shall promptly complete the appraisal report and submit it to the Council Chairman for consideration and signature to the Government according to regulations./.
