(MPI) - On February 6, 2025, at the headquarters of the Ministry of Planning and Investment, Deputy Minister Nguyen Thi Bich Ngoc had a meeting with Luxembourg Ambassador to Thailand and concurrently to Vietnam Patrick Hemmer.

Welcoming Ambassador Patrick Hemmer to work at the Ministry of Planning and Investment, Deputy Minister Nguyen Thi Bich Ngoc expressed her joy and appreciation for the close coordination between Luxembourg and Vietnamese localities in exchanging and sharing experiences in financial market development.
With the experience of having a Green Exchange as well as Environmental - Social - Governance (ESG) funds to serve the goals of supporting green growth, the Deputy Minister suggested that Luxembourg and the Financial Center Development Agency share experiences with Vietnam in policy making and appropriate legal frameworks for building and operating regional and international financial centers; connecting and mobilizing investment resources and developing financial centers in Vietnam; supporting training and developing human resources in the financial sector.
This cooperation will help Vietnam strengthen its financial capacity to prepare the foundation and create favorable conditions for the development of financial markets, especially infrastructure resources, as well as soon approach and attract strategic investors and financial institutions to invest in local financial markets, the Deputy Minister emphasized.
The Ministry of Planning and Investment affirmed that it will continue to closely coordinate with relevant agencies of Luxembourg and the Luxembourg Financial Center Development Agency to discuss more deeply issues of mutual concern, thereby deepening the good cooperative and friendly relations between Vietnam and Luxembourg.
On his part, Ambassador of Luxembourg Patrick Hemmer thanked the Ministry of Planning and Investment for the thoughtful and enthusiastic reception; emphasized the close cooperation between Luxembourg and localities, provinces and cities of Vietnam in areas such as healthcare, science and technology, education and training and human resource development in the financial sector.
The Ambassador expressed his desire to learn about and invest in areas that Vietnam has demand for and are Luxembourg’s strengths; and is willing to exchange experiences with Vietnam in areas related to the development of the financial market, such as infrastructure construction, improving the legal environment, and human resource training.
Luxembourg also shared information, practical lessons and updated the latest developments at the Luxembourg Financial Center to build a financial model, playing the role of an international financial center. Ambassador Patrick Hemmer said that Luxembourg is ready to accompany and support Vietnam with the determination to elevate the bilateral relationship to a new height, especially on the occasion of the 50th anniversary of the establishment of diplomatic relations between the two countries./.
