Raising the question, delegate Mai Thi Phuong Hoa (Nam Dinh delegation) said that the Government set the task of improving the effectiveness and efficiency of the administrative apparatus, which must be associated with reasonable decentralization and delegation of power between levels.

However, there are still some shortcomings and limitations such as the slow review, amendment, supplementation and completion of specialized legal regulations; decentralization and delegation of power have not taken into account the characteristics of rural, urban and island areas and the management capacity of each level and each sector, and have not yet fully promoted the potential, advantages and resources of each locality.

The female delegate asked the Prime Minister to propose solutions to further promote decentralization and delegation of power between the Government and ministries, branches and localities in the coming time.

In response, the Prime Minister emphasized that decentralization and delegation of power is a big issue, which has been talked about a lot and has been done in practice. During this term, the Government submitted to the National Assembly 14 laws, 9 related resolutions, supplementing and replacing 27 decrees. " But we still see obstacles in decentralization and delegation of power. The obstacles are mainly concentrated at the central level and this is a big bottleneck ," said the Prime Minister.

From there, the Prime Minister mentioned a number of solutions such as: Reviewing legal regulations, institutions, and Party regulations; reviewing the functions, tasks, and powers of agencies according to the Law on Organization of the National Assembly, the Law on Organization of the Government, and the Law on Organization of Local Government; perfecting standards and regulations and strengthening supervision and inspection.

" Decentralization and delegation of power must go hand in hand with resource allocation and improving implementation capacity at all levels ," the Prime Minister emphasized.

Delegate Nguyen Thi Yen (Ba Ria - Vung Tau delegation) questioned that the Government and the Prime Minister have identified institutional reform as one of the key tasks and achieved important results in removing barriers and creating momentum for socio-economic development. The delegate asked the Prime Minister to indicate which issue will be selected as an important highlight in the coming time.

The Prime Minister stated that if elected, he would focus on two issues. The first is decentralization and delegation of power as mentioned above. The second is prioritizing economic growth and national development.

" What is needed to prioritize growth? We must have resources. If growth is average as it is now, 6-7% per year, it will be difficult to achieve the 100-year target. Therefore, we must prioritize growth. To do that, we must remove institutions to mobilize all resources from the state, people, public-private partnerships, and foreign resources, " said the Prime Minister.
