Develop artificial intelligence and must win over artificial intelligence

Emphasizing the significance of developing artificial intelligence, Prime Minister Pham Minh Chinh also noted the need to limit negative aspects, with the spirit of "developing artificial intelligence and must win over artificial intelligence".

Manage for growth, not for trouble

On the morning of March 14, in Hanoi, Prime Minister Pham Minh Chinh attended and spoke at the Policy Forum "Vietnam proactively develops the semiconductor industry and artificial intelligence in the new era".

This is the main event in the series of International Conferences on "Artificial Intelligence and Semiconductors - AISC 2025", chaired by the Ministry of Finance, directed by the National Innovation Center and coordinated partners.

The forum discussed topics such as development trends in the AI ​​and semiconductor fields in the world; context and opportunities for the Vietnamese market to participate in the AI ​​and semiconductor industry value chain; breakthrough mechanisms and policies on the investment and business environment in Vietnam.

At the forum, the world's leading experts made important suggestions to help Vietnam gradually affirm its position on the global technology map.

The forum provided a lot of new information and new trends, thereby affirming the belief in Vietnam's potential with the positioning of Vietnam as a "new land" in the value chain map of the global semiconductor and artificial intelligence industry.

Speaking, Prime Minister Pham Minh Chinh shared about how to develop the fields of artificial intelligence and semiconductors.

According to him, Vietnam identifies institutions as "the bottleneck of bottlenecks", but also "the breakthrough of breakthroughs"; must build open institutions; resolutely cut at least 30% of administrative procedures.

Shift from management thinking to development promotion thinking; manage for development, not manage to cause difficulties, the Prime Minister stated.

Along with that, develop strategic infrastructure to serve AI development, semiconductor research and production, including investing in developing transport infrastructure to reduce input costs, logistics costs, and increase the competitiveness of goods.

Develop information technology, telecommunications, digital and energy infrastructure, ensure no power shortage under any circumstances, and ensure radio and electricity infrastructure in remote areas.

At the same time, ensure human resource development to meet the development requirements of the semiconductor and AI industries.

According to the Prime Minister, this is the biggest challenge, but Vietnam is focusing on implementing it, finding solutions to innovate the education and training system towards better quality, focusing on promoting basic research, training in English as a second language, and rationally dividing training streams with the spirit of lifelong learning.

Also related to human resources, Vietnam approaches the population issue from a new perspective of population development, not population planning as before.

Regarding specific goals, the Prime Minister said that he is actively training 100,000 semiconductor and artificial intelligence engineers in the coming years.

Another important solution is to develop an ecosystem for AI, semiconductors, startup ecosystems, and innovation that is suitable for the country's conditions, circumstances, talents, and strengths of Vietnamese people.

Building research and development (R&D) centers; developing international and regional financial centers in Ho Chi Minh City and Da Nang.

Promote public-private partnership, mobilize resources from the people

According to the head of the Government, Vietnam hopes that foreign partners and investors will contribute advice on approaches, thinking, vision, and goals to ensure they are suitable to the situation in Vietnam and the world, and are feasible and effective.

Along with that, the Prime Minister asked partners to provide financial support such as preferential loans to ensure efficiency and reasonableness, and to help Vietnam build investment funds.

Build a mechanism to promote public-private partnership to mobilize resources from the people and society.

The Prime Minister asked partners to transfer technology to Vietnam through R&D centers; create conditions for Vietnamese enterprises to participate in global supply and production chains.

At the same time, prioritize the recruitment of Vietnamese people to work, participate in leadership and management in the world's leading corporations and enterprises; contribute to training high-quality human resources, develop international training centers and facilities in emerging industries; diversify training forms suitable for each period and stage, and maximize the spirit of lifelong learning.

The Prime Minister asked partners to cooperate with Vietnam to improve smart governance capacity in enterprises, production facilities and factories.

At the same time, every citizen has a virtual assistant to use the achievements of AI and protect people's security and safety, limit the negative aspects of artificial intelligence, the spirit is "develop artificial intelligence and must win over artificial intelligence".

On the occasion, Prime Minister Pham Minh Chinh and Deputy Prime Minister Nguyen Chi Dung attended the announcement and launch ceremony of the following initiatives: Semiconductor Human Resource Development Initiative; Semiconductor Startup Incubation and Development Initiative; and Initiative to Support Vietnamese Enterprises to Participate in the Global Artificial Intelligence Alliance.
