Prime Minister: Documents submitted to the 14th National Congress are revolutionary and highly feasible

The Prime Minister stated that at the 11th Central Conference, the draft documents submitted to the 14th National Party Congress were supplemented and perfected in terms of revolutionary, action-oriented, highly feasible, concise and succinct content.

On the morning of April 16, at the National Conference to disseminate and implement the Resolution of the 11th Central Conference, 13th tenure, organized by the Politburo and the Central Party Secretariat, Politburo member and Prime Minister Pham Minh Chinh delivered topic 1, stating that at the 11th Central Conference, the draft documents submitted to the 14th National Party Congress were supplemented and perfected in terms of revolutionary, actionable, highly feasible, concise, focused, and at the same time ensuring the high generality of the Party Congress documents.

The Prime Minister delivered a presentation on the core contents and new points in the draft documents submitted to the 14th National Party Congress, including: Report summarizing a number of theoretical and practical issues on the socialist-oriented renovation process over the past 40 years in Vietnam; draft Report summarizing the work of Party building and implementation of the Party's Charter submitted to the 14th National Party Congress; draft Political Report; draft Report on 5 years of implementing the 10-year socio-economic development strategy 2021-2030 and directions and tasks for socio-economic development in the 5-year period 2026-2030."

Demonstrating the Party's wisdom, sensitivity and flexibility

Prime Minister Pham Minh Chinh said that from the 10th Central Conference to the 11th Central Conference, 13th tenure, the world situation has changed very quickly, unpredictably, and unpredictably. We have carried out many tasks, in line with the developments of the world situation and the domestic situation, including: Carrying out the "revolution in organizational arrangement"; making breakthroughs in science, technology, innovation, and digital transformation; promoting international integration in the new situation; promoting the implementation of the 8% growth target in 2025, creating momentum and force to achieve the double-digit growth target in the following years to strive to achieve the two 100-year goals; identifying private economic development as the most important driving force in Vietnam's economic development.

At the 11th Central Conference, there were 538 comments to complete the draft documents. Following the direction of General Secretary To Lam, the political reports were built to ensure brevity, conciseness, feasibility, determination, and stronger fighting spirit. In particular, along with updating and supplementing the situation, the political reports were shortened by 30%-40%, even shortened by 50% compared to before.

"The timely addition of new content to the political reports submitted to the Party Congress demonstrates the Party's wisdom, sensitivity, and flexibility, on the basis of closely following reality, respecting reality, and taking reality as a measure," the Prime Minister affirmed.

Pointing out new points in the draft Report on Summary of some theoretical and practical issues on the socialist-oriented renovation process in the past 40 years in Vietnam, the Prime Minister said that the report has added content analyzing the context and situation; affirming the completion of Vietnam's path to socialism based on three main pillars: socialist democracy; socialist rule of law state; socialist-oriented market economy, throughout that process, taking people as the center and subject, not sacrificing the environment, civilization, fairness, social progress to pursue pure growth, fast growth, but must be sustainable.

The Prime Minister introduced the contents on the development of the Party's theoretical awareness and achievements over 40 years of renovation; lessons learned; especially the outstanding results in socio-economic development; said that the draft Report affirmed that after 40 years of implementing the renovation process, our Party has gradually formed and perfected the theory on the renovation path in Vietnam, which is Marxism-Leninism, Ho Chi Minh thought combined with the culture of more than 4,000 years of heroic history of Vietnam, creatively applied in the conditions of Vietnam and the world context.

"This is the creative application, supplementation and development of Marxism-Leninism and Ho Chi Minh thought in the specific conditions of Vietnam in the new period; it is the creative development of the theory of socialism and the path to socialism in Vietnam, in accordance with objective laws, originating from the country's reality and the trend of the times; inheriting the nation's fine traditions, selectively absorbing the quintessence, cultural values and development achievements of humanity," the Prime Minister emphasized.

By 2030, GDP per capita will be nearly double the current level.

Introducing new points in the draft political report, the Prime Minister said that on the basis of adding the elements of self-reliance, self-confidence, and strong progress in the era of national rise and editing, ensuring it is short, concise, clear, and has a strong appeal and action, the Central Committee agreed on the theme of the 14th Congress as: "Under the glorious flag of the Party, joining hands and being determined to successfully implement the country's development goals by 2030; self-reliance, self-confidence, and strong progress in the era of national rise for peace, independence, democracy, wealth, prosperity, civilization, happiness, and steady steps towards socialism."

The political report analyzes, supplements, and emphasizes new points about the context and situation; at the same time, it supplements outstanding results evaluating the results of 5 years of implementing the Resolution of the 13th National Congress. The economy has grown quite well, reaching an average of 6.2%/year, among the high growth groups in the region and the world. Development of science, technology, innovation and digital transformation has made much progress.

The Human Development Index (HDI) has been raised. Our country has exempted tuition fees for kindergarten and primary school students at all levels. Sectors and localities have eliminated temporary and dilapidated houses by 2025; built 1 million apartments for low-income people and workers. The capacity to forecast and warn of natural disasters and adapt to climate change has been raised.

The defense and security industry has been invested in and developed, making breakthroughs, ensuring dual-use and modernity. Vietnam actively and effectively participates in United Nations peacekeeping activities; enhancing and deepening comprehensive strategic partnerships with major countries.

In particular, the report sets out key targets for the 5-year period 2026-2030, reviews and adjusts a number of targets, including striving to achieve an average gross domestic product (GDP) growth rate of 10% or more per year for the 2026-2030 period; GDP per capita by 2030 reaching about 8,500 USD; social labor productivity growth rate reaching about 8.5% per year; total social investment capital averaging 5 years at about 40% of GDP.

The Prime Minister outlined 12 main groups of tasks and solutions in the draft Political Report on perfecting the system; restructuring the economy, establishing a new growth model, promoting industrialization and modernization; strongly and comprehensively developing Vietnamese culture and people; building a modern national education system; making breakthroughs in science and technology development, innovation and digital transformation; managing sustainable social development; ensuring progress and social justice; on resources, environment, climate change; foreign affairs and international integration; perfecting the socialist rule-of-law State of Vietnam...

The private economy is the most important driving force of the economy.

Regarding the new points in the draft Report on the 5-year implementation of the 10-year socio-economic development strategy 2021-2030 and the directions and tasks for socio-economic development in the 5-year period 2026-2030, the Prime Minister said that the results of socio-economic development in the 5 years of 2021-2025, supplemented and emphasized the following contents: in the last 2 years of the term, focusing on drastic direction, issuing many policies, creating many historical marks, especially implementing the revolution in organizing the apparatus of the political system towards streamlining, compactness, strength, efficiency, effectiveness and efficiency; merging a number of provincial-level administrative units; implementing the 2-level local government model; ensuring macroeconomic stability, controlling inflation, promoting growth; public debt, government debt, and foreign debt are well controlled.

Relevant parties focus on reviewing and perfecting institutions and laws, removing difficulties and obstacles for production and business; promoting administrative reform, especially cutting administrative procedures, decentralization and delegation of power; strongly promoting science and technology, innovation and digital transformation; focusing on solving and removing difficulties and obstacles for long-standing projects; accelerating the construction and implementation of expressway systems, high-speed railways, urban railways, and nuclear power; emphasizing the role, importance and synchronous implementation of solutions for private economic development.

Along with that, the units will exempt tuition fees for students from kindergarten to public high school; focus on completing the basic goal of eliminating temporary and dilapidated houses in 2025; pay attention to investing in social housing development, actively implementing the Project to invest in building at least 1 million social housing apartments; establish a "National Social Housing Fund." Economic growth in 2024 will reach 7.09%, expected to reach 8% or more in 2025, belonging to the group of high-growth countries in the region and the world.

Regarding the forecast of the situation, viewpoints and development goals for the period 2026-2030, the draft Socio-Economic Report proposes 11 main groups of tasks and solutions; including some new contents on: perfecting institutions, mobilizing resources; promoting industrialization, modernization, restructuring the economy, establishing a new growth model; developing the private economy, clearly identifying the private economic sector as the most important driving force of the economy; drastically implementing breakthroughs in science, technology development, innovation and digital transformation.

Building national education, developing high-quality human resources; developing infrastructure systems, developing regions, localities, urban areas, and rural areas; developing culture and society, improving people's lives; managing resources, protecting the environment, and responding to climate change; ensuring national defense, security, and foreign affairs...

Perfecting the theory of Party building is truly "ethical and civilized"

Introducing new points in the draft report summarizing the Party building work, Prime Minister Pham Minh Chinh said that the Central Committee agreed to supplement the assessment and emphasize a number of outstanding results. In particular, it affirmed that the Party building work during the 13th Congress term has been truly placed in a "key" position by the Central Executive Committee, the Politburo, the Secretariat, and Party committees and organizations at all levels...

The implementation of the 10 tasks on Party building, 3 key tasks and 3 breakthrough solutions set forth by the 13th National Congress, especially a number of revolutionary policies and tasks, has been focused on by the Central Committee, the Politburo, the Secretariat, headed by the General Secretary, with a very new, drastic, effective, comprehensive, synchronous and profound implementation method, achieving very important results, creating a foundation for our country to firmly enter a new era, an era of striving to develop richly, strongly and prosperously.

Inheriting the results of 7 years of implementing Resolution 18, the results of the recent historical revolution of streamlining the political system's organizational apparatus have shown that this is a very correct and accurate policy, with full scientific, political, legal and practical bases, which is agreed upon and highly appreciated by cadres, party members, people and international public opinion. The Central Executive Committee, the Politburo and the Secretariat have innovated their thinking, comprehensively and synchronously issued many policies and resolutions. The correct, wise and talented leadership of the Party is the decisive factor in the country's results and achievements in recent times, deciding the success of the renovation cause.

According to Prime Minister Pham Minh Chinh, in the direction, he emphasized: Practice has affirmed that the Party's leadership is the decisive factor in all victories of the revolution, Party building is a key task, so in the new period, with very high new requirements, it is necessary to pay special attention to improving the effectiveness and efficiency of the Party's leadership and governance, and determining the Party's political mission to lead the country in the new era of development.

The Central Executive Committee agreed on 10 groups of tasks and solutions to be implemented during the 14th Congress term; in which, the content of the tasks was updated and supplemented to concretize the important orientations of the Central Committee on: promoting practical summarization and theoretical research; researching and continuing to perfect the theory of Party building on ethics, building a Party that is truly "ethical and civilized" in the new situation; perfecting and implementing the new organizational structure of the political system; paying attention to and creating sources of female cadres, young cadres, cadres from ethnic minorities, scientific and technical cadres; controlling power, preventing and combating corruption and negativity; strongly innovating the content and methods of operation of the Fatherland Front, socio-political organizations and mass organizations...
