According to the report of the Ministry of Planning and Investment, the socio-economic situation in September and the first 9 months of 2024 continued to achieve many important and encouraging results. GDP growth in the first 9 months reached 6.82%, of which the agriculture, forestry and fishery sector increased by 3.2%, industry and construction increased by 8.19%, and services increased by 6.95%. The macro-economy was basically stable, inflation was controlled, major balances were ensured, budget deficit, public debt, government debt, and foreign debt were much lower than the permitted range. State budget revenue in the first 9 months is estimated to reach 85.1% of the estimate, up 17.9% over the same period in 2023. Import-export turnover, export and import in the first 9 months increased by 16.3%, 15.4% and 17.3% respectively over the same period, trade surplus is estimated at 20.8 billion USD... Cultural and social fields continue to receive attention; social security is ensured, people's lives continue to improve; political stability, independence and national sovereignty are maintained; national defense and security potential is strengthened. Foreign affairs and international integration, especially high-level foreign affairs, are proactively, synchronously, comprehensively and effectively implemented... Besides bright spots, the economy still faces many difficulties and challenges, especially in the face of complex and unpredictable fluctuations from the outside, while the growth momentum from the domestic market has not been effectively promoted.

Concluding the conference, Comrade Pham Minh Chinh, Politburo member, Prime Minister proposed to emphasize: The tasks in the remaining months of 2024 are very heavy, we must promote the strengths that have been achieved, we must take advantage of favorable opportunities outside, especially when major banks are loosening monetary policies; we must take advantage of markets, promote the 3 growth drivers, the domestic market must be more active, the export market must also expand more in the context of difficulties in food; disbursement of public investment capital must be more active, overcome the consequences of storm No. 3, remove difficulties and obstacles in institutions, especially in mobilizing resources, among the people, society, and the private sector.
The Government and the Prime Minister request all levels, sectors and localities to closely monitor the international and domestic situation to have appropriate policy responses, timely, flexible and effective solutions, and immediately report issues beyond their authority. Continue to synchronously and resolutely implement tasks and solutions with the spirit of "High determination - All-out effort - Resolute action - Striving to comprehensively and successfully implement the goals and tasks of 2024 to create momentum for 2025, maintain macroeconomic stability, control inflation, and promote growth".
Regarding key tasks and solutions in the coming time, the Prime Minister requested ministries, branches and localities to focus on overcoming the consequences of natural disasters, stabilizing people's lives, and promoting production and business recovery. Resolutely and effectively implement Resolution 143/NQ-CP. Continue to prioritize promoting growth associated with maintaining macroeconomic stability, controlling inflation, and ensuring major balances of the economy. Actively, flexibly, promptly and effectively operate monetary policy; coordinate synchronously, harmoniously and closely with a reasonable, focused, key expansionary fiscal policy and other macroeconomic policies.
Ministries, sectors and localities focus on promoting and creating breakthroughs in disbursing public investment capital; guiding and urging ministries, sectors and localities to closely follow each project; promptly transferring capital; strongly promoting the 3 national target programs, striving to achieve a disbursement rate of at least 95%.
The Prime Minister's working groups and 26 working groups of Government members stepped up their activities; strictly handled cases of deliberate delay; simplified and shortened disbursement procedures. Ministries directed to speed up the progress of important and key national projects and works; expressway systems; and prepared for investment in important railway projects.
The Prime Minister also noted the need to strengthen public-private cooperation and attract FDI with high technology and added value; effectively exploit large, traditional markets and strongly promote new markets; support businesses in promoting and promoting trade; promote market development, stimulate domestic consumption, the campaign "Vietnamese people prioritize using Vietnamese goods", e-commerce, and cashless payments at both the national and regional levels. Ensure good control of supply and prices of goods, especially essential goods.
Ministries, sectors and localities review and promptly have appropriate and effective mechanisms and policies to promote new growth drivers, especially regional economy, regional and urban linkages; digital transformation, green transformation, circular economy, sharing economy, knowledge economy and new industries and fields, high technology such as semiconductor chips, AI, cloud computing...
The Prime Minister pointed out that it is necessary to accelerate the completion of institutions and laws, reform administrative procedures, and promote national digital transformation; promptly issue full and detailed regulations and instructions for all approved laws; accelerate the reduction and simplification of administrative procedures, improve the investment and business environment; promote national digital transformation, Project 06, and build a National Data Center; remove obstacles, especially legal and procedural ones, to speed up the progress of social housing projects; review conditions for purchasing social housing; and promote the progress of credit packages for social housing loans.
The Prime Minister assigned ministries and localities to closely monitor the developments of natural disasters, storms and floods, respond promptly and effectively, and minimize damage; effectively and substantially carry out the emulation movement to join hands to eliminate temporary and dilapidated houses nationwide; and effectively implement the Project on developing human resources for the semiconductor industry and the Strategy for developing the semiconductor industry.
Assigning specific tasks to each ministry, branch and locality in implementing specific tasks and solutions, the Prime Minister believes that ministries, branches and localities will join hands and unite to successfully and comprehensively implement the goals and tasks of 2024, creating momentum for socio-economic development in 2025 and the following years; at the same time, actively implement the tasks of the Socio-Economic Subcommittee; carefully prepare to serve the Party Congresses at all levels, towards the 14th National Party Congress.
