(kontumtv.vn) – At the conference to review the work in 2024 and deploy the tasks in 2025 of the Government and local authorities held online nationwide on the morning of January 8; after discussing and assessing the situation and results achieved in various fields in 2024, the tasks and solutions for socio-economic implementation in 2025 and listening to General Secretary To Lam's direction, Prime Minister Pham Minh Chinh delivered a response speech, concluding the conference, emphasizing that the Government is determined to strive to successfully implement the 2025 plan.
Prime Minister Pham Minh Chinh said that the Government has accepted all the dedicated and responsible directions of the General Secretary to include in the Resolution. Immediately after today's Conference, the Government, ministries, branches and localities will focus on thoroughly grasping and seriously implementing them with the most specific actions and the clearest, most practical and effective products.
On behalf of the Government, the Prime Minister respectfully thanks the leadership, direction and assistance of the late General Secretary Nguyen Phu Trong and General Secretary To Lam, President Luong Cuong, National Assembly Chairman Tran Thanh Man, Standing member of the Secretariat Tran Cam Tu and other leaders of the Party, State, Vietnam Fatherland Front, National Assembly, Party Committees, Supreme People's Court, Supreme People's Procuracy, socio-political organizations, and people's organizations in performing the functions, tasks and powers of the Government and local authorities in 2024.
Reviewing the outstanding results of socio-economic development in 2024, the Prime Minister emphasized that these results are a testament to our outstanding efforts, of special significance, very exciting and proud, contributing to creating momentum, strength, position, confidence and hope to achieve higher results in 2025 and the 2026-2030 period.
According to the Prime Minister, the reason for the results achieved is that the Government and local authorities have seriously implemented the leadership of the Central Committee, the Politburo, the Secretariat, the General Secretary, key leaders and leaders of the Party, State and Fatherland Front; the Government and local authorities have united with high determination, great efforts, drastic actions, with focus and key points; There is close and effective coordination of the National Assembly, agencies in the political system, support of the people, the business community and international friends.
Pointing out the shortcomings and limitations, Prime Minister Pham Minh Chinh also said that there are some valuable lessons: Grasping the socio-economic situation, security - defense, partners, subjects, and localities to respond flexibly, promptly, appropriately, and effectively with policies to newly arising, sensitive, difficult, and complicated issues in practice; Uniting and unanimity, "Supporting from the front, supporting from the back, responding with one call, unanimity from top to bottom, and being clear throughout"; all for the interests of the nation and people; daring to think, daring to do, daring to take responsibility for the common interests; Promoting the spirit of self-reliance, self-reliance, self-confidence, self-control, and national pride; not waiting, relying on others; not being negligent, subjective, losing vigilance, arrogant, or complacent, but on the contrary, being humble, receptive, and listening, especially to the valid opinions of those who are responsible and dedicated, of the people, scientists, and experts...

According to the Prime Minister, 2025 is the final year of the 5-year Plan 2021 - 2025, a year that is predicted to have more difficulties and challenges than opportunities and advantages. It is necessary to review the targets and tasks of the entire 5 years to promote and do better with the targets that have been achieved and exceeded; make efforts to complete the targets that have not been achieved to strive to reach the highest level of the 5-year plan 2021-2025; focus on perfecting the organizational apparatus, ensuring normal, smooth and effective operation; well organize major holidays and important events of the country such as the 95th anniversary of the founding of the Party, the 50th anniversary of the liberation of the South, the reunification of the country, the 135th anniversary of President Ho Chi Minh's birthday, the 80th anniversary of the founding of the country; successfully organize both policies, personnel and ensure the safety of Party Congresses at all levels, towards the 14th National Party Congress.
In that context, the Government, ministries, branches and localities focus on thoroughly implementing the motto "Discipline, responsibility; proactive and timely; streamlined and effective; accelerated breakthrough", correctly implementing the viewpoint "The Party leads, the Government is unified, the National Assembly agrees, the People support, the Fatherland expects, international friends help, then only discuss and do, not retreat, do each task properly, do each task to the end".
In that spirit, the Government will direct and prioritize promoting growth associated with macroeconomic stability, controlling inflation, ensuring major balances of the economy, in which tasks are assigned to sectors and localities, striving for growth of at least 8% or higher; focusing on renewing traditional growth drivers such as investment, consumption, and export. At the same time, create breakthroughs to promote new growth drivers, new and advanced production forces such as digital transformation, green transformation, semiconductor chips, big data, artificial intelligence, internet of things, cloud computing, optoelectronics, biomedicine, cultural industry, entertainment industry, clean energy; build breakthrough policies to mobilize social resources, effectively exploit resources from enterprises, and strongly develop private enterprises.
The Prime Minister requested ministries, branches and localities to effectively implement the summary of Resolution No. 18-NQ/TW; Promote the arrangement of the apparatus "Refined - Compact - Strong - Effective - Effective - Efficient", ensure the right progress and do a good job of ideological work, create high consensus and unity within the agency and the entire system; effectively organize the implementation of the Government's Action Program to implement Resolution 57-NQ/TW of the Politburo on science and technology, innovation and digital transformation; promote the implementation of 3 strategic breakthroughs, especially the breakthrough in institutional improvement, "breakthrough of breakthroughs", develop strategic infrastructure, research and exploitation of outer space, sea space, underground space; focus on training and developing human resources, especially high-quality human resources, including effectively implementing the Project to train 50-100 thousand semiconductor engineers.
The Prime Minister directed ministries, branches and localities to focus on developing culture, ensuring social security, proactively preventing and combating natural disasters, responding to climate change, especially in 2025, resolutely and drastically eliminating temporary and dilapidated houses and building 100,000 social houses, taking care of people with revolutionary contributions, the disadvantaged, and people with revolutionary contributions; maintaining independence and sovereignty, ensuring political stability, social order and safety; promoting foreign affairs and international integration; doing well in Party building, focusing on the Party's five leadership methods, especially the exemplary method, strengthening inspection and supervision; building the political system, preventing and combating corruption, waste, and negativity; effectively handling backlog projects.
