At the 9th extraordinary session, the National Assembly will consider and pass 4 laws and 5 resolutions to serve the work of arranging and organizing the apparatus.


On February 6, at the National Assembly (NA), Politburo member, Secretary of the Government Party Committee, Prime Minister Pham Minh Chinh and Politburo member, Secretary of the NA Party Committee, Chairman of the NA Tran Thanh Man co-chaired a conference between the Standing Committee of the NA Party Committee and the Standing Committee of the Government Party Committee on the 9th extraordinary session of the 15th NA.

Review of personnel work at extraordinary meeting

Reporting at the conference, Secretary General and Head of the Office of the National Assembly Le Quang Tung said that at the 9th extraordinary session (taking place from February 12 to 18), the National Assembly will consider and pass 4 laws and 5 resolutions to serve the work of arranging and perfecting the institutions and operating mechanisms of agencies, units and organizations of the political system; consider and decide on 4 other contents under its authority. Minister and Head of the Government Office Tran Van Son also reported on the preparation of documents and files to submit to the session to ensure quality and on schedule.

NA Chairman Tran Thanh Man emphasized that this is an extremely important conference to review related work in preparation for the 9th extraordinary session, ensuring high quality and efficiency and creating the highest consensus among NA deputies in deciding on the contents and agenda of the session, as well as deciding on personnel work.

On the side of the Government Party Committee, Party Secretary and Prime Minister Pham Minh Chinh said that the organization of the extraordinary meeting clearly demonstrates the spirit that when practical problems arise, they must be resolved and resolved thoroughly and effectively, meeting the people's aspirations.

Regarding the amendment of laws related to the organization of the apparatus, the Prime Minister emphasized that streamlining the apparatus is a major policy that has been implemented for many years, but this time it is more drastic, in line with the spirit of the revolution in the organization of the entire political system. Therefore, there are legal issues that need to be amended, thoroughly implementing the spirit of the Central Committee that "wherever there is a problem, fix it".

The Prime Minister suggested continuing to thoroughly implement the principle of law-making with the spirit of maximum decentralization and delegation of power. Decentralization, delegation of power, and delegation of power must go hand in hand with resource allocation to improve enforcement capacity and strengthen supervision and inspection.

National Assembly reduces 2 committees

On the same afternoon, continuing the 42nd session, the National Assembly Standing Committee gave opinions on the draft Law on Amending and Supplementing a Number of Articles of the Law on Organization of the National Assembly and draft resolutions on the organizational structure, tasks, and specific powers of the National Assembly's specialized agencies.

Presenting the report, Chairman of the Law Committee of the National Assembly Hoang Thanh Tung said that the National Assembly's agencies after the arrangement include the Ethnic Council and 7 committees: Committee on Law and Justice; Committee on Economy and Finance; Committee on Culture and Society; Committee on National Defense, Security and Foreign Affairs; Committee on Science, Technology and Environment; Committee on People's Aspirations and Supervision; Committee on Delegation Work.

The arrangement plan is as follows: The Foreign Affairs Committee will end its activities and transfer its tasks to the National Defense and Security Committee - Office of the National Assembly, Ministry of Foreign Affairs. The National Defense and Security Committee will change its name to the National Defense, Security and Foreign Affairs Committee. The Law Committee and the Judicial Committee will merge into the Law and Judicial Committee. The Economic Committee and the Finance and Budget Committee will become the Economic and Finance Committee. The Social Committee - the Culture and Education Committee will become the Culture and Social Committee.

Two agencies under the Standing Committee of the National Assembly, the People's Aspirations Committee and the Delegation Affairs Committee, were upgraded to the People's Aspirations and Supervision Committee of the National Assembly and the Delegation Affairs Committee of the National Assembly. Thus, after the reorganization, the number of agencies of the National Assembly was reduced by two committees.

Regarding the structure of the Ethnic Council and the committees, the draft Law on the Organization of the National Assembly has also removed the current regulations on standing members and full-time members. Accordingly, the structure of the Ethnic Council and the committees will only have the chairman, vice chairmen, chairmen, vice chairmen and members. The members who are full-time National Assembly deputies at the Ethnic Council and the committees will be standing members of the Ethnic Council and the committees of the National Assembly.

Concluding the meeting, Vice Chairman of the National Assembly Nguyen Khac Dinh said that the National Assembly Standing Committee agreed with the principles and content of the division of authority of the Ethnic Council and committees as in the draft resolution.

Institutional breakthrough

Prime Minister Pham Minh Chinh acknowledged that the most difficult issue at present is growth - the most basic indicator in assessing the development of a country, reflecting the scale of the economy, per capita income, labor productivity... Only with growth can there be potential, and only with potential can there be a voice and power. To achieve the target of GDP growth of 8% or more in 2025, it is necessary to devote efforts to one of the three strategic breakthroughs, which is institutional breakthrough.
