(PLVN) - The 500kV Lao Cai - Vinh Yen line will be one of the key projects that will both meet the demand for releasing the capacity of power projects in the Northwest region at present and in the future, and be ready to import electricity from China when Vietnam has a need.
The 500kV Lao Cai – Vinh Yen transmission line project will be one of the key projects that both meets the demand for releasing the capacity of power projects in the Northwest region at present and in the future, and is also ready to import electricity from China when Vietnam has a need. Therefore, the Prime Minister has requested that in February 2025, the project investor, Vietnam Electricity Group (EVN), must start the project.
At the meeting on the progress of this line, Minister of Industry and Trade Nguyen Hong Dien emphasized that to ensure the project's completion before August 30, 2025, the investor and relevant ministries, branches and localities must implement activities resolutely.
Reporting on the implementation of the 500kV Lao Cai - Vinh Yen transmission line project, Chairman of the Board of Directors of Vietnam Electricity Group (EVN) Dang Hoang An said that the project has a total investment of about 7,411 billion VND, the starting point is the 500kV Lao Cai transformer station, the ending point is the 500kV Vinh Yen transformer station. The project was assigned by EVN to the Power Project Management Board 1 (EVNPMB1) to manage.
The line is about 229.5km long, passing through 04 provinces and 12 districts (Lao Cai: 2 districts; Yen Bai: 2 districts; Phu Tho: 3 districts; Vinh Phuc: 5 districts), with a total of 468 pole foundation locations (Lao Cai: 100 locations; Yen Bai: 173 locations; Phu Tho: 94 locations; Vinh Phuc: 101 locations), the total land area occupied by pole foundations is 63.03ha, affecting 2,189 households, of which 248 households must be resettled.
EVN has approved the Project's overall contractor selection plan and completed the preparation, review, approval and issuance of bidding documents for all PC packages (supply of steel poles and construction), supply of equipment and materials (conductors, optical cables, insulators, electrical accessories, etc.); Coordinated with 4 localities where the power line project passes through to actively implement compensation and site clearance work to promptly hand over pole foundation locations, line corridors, etc.
Minister of Industry and Trade Nguyen Hong Dien assessed that in the work of approving compensation and resettlement support plans, only Lao Cai province has completed 100%, the remaining provinces have achieved a very low rate. Regarding compensation payment, Lao Cai province has achieved 98%, the remaining provinces have not yet implemented. Along the entire route, no column foundation positions have been handed over. This can greatly affect the progress and quality of the project. Therefore, it requires great effort to implement in accordance with the direction of the Government and the Prime Minister.
Minister Dien requested that localities with projects focus on mobilizing the entire political system to direct, deploy and organize site clearance work to support investors in project implementation.
At the same time, localities urgently consider the parallel implementation of all work related to the progress of establishing, approving compensation, support and resettlement plans, paying people and mobilizing people to hand over the site, striving to hand over the site of column foundations in February 2025 (before February 28); Simultaneously deploy construction of the route corridor with a spirit of urgency, seriousness and determination.
Regarding EVN, Minister Nguyen Hong Dien requested to continue to coordinate with localities to complete documents and procedures related to compensation, site clearance, organize payment to people, continue to propagate and mobilize people to hand over the site. At the same time, early agreements with localities on contents related to measuring pole positions, determining the handover of route corridors, service roads, boundaries, dumping locations, etc. to ensure the project starts in February 2025 and completes the project before August 30, 2025, because this is a project to celebrate National Day (September 2).
Minister Dien also directed EVN to urgently complete the selection of contractors to start construction as soon as the site is available and construction conditions are met. Coordinate with localities in propagating and mobilizing people to support the implementation of compensation and site clearance, then protect the project and exploit the project effectively.
In addition, EVN has prepared equipment, materials, vehicles, human resources, and site clearance funds, promoting the spirit of implementing the Quang Trach - Pho Noi 500kV Transmission Line project with the 4-on-site motto: "on-site command; on-site forces; on-site vehicles and materials; on-site logistics" to connect investors, contractors with localities, link interests and responsibilities, and strive to complete the set goals on schedule.
EVN needs to outline the construction progress, as a basis for implementation and also as a basis for inspection, supervision and urging of construction.
