As reported by the Industry and Trade Newspaper, on the afternoon of November 6, 2024, Minister Nguyen Hong Dien - Deputy Head of the Standing Committee of the State Steering Committee for important national programs, works and projects in the energy sector (Steering Committee) chaired a meeting with leaders of a number of ministries, branches, localities, Vietnam Electricity Group (EVN) and a number of related units on the implementation of power grid projects to serve the import of electricity from Laos; the synchronous power grid project to relieve the capacity of Nhon Trach 3 and Nhon Trach 4 Thermal Power Plants and the Lao Cai - Vinh Yen 500 kV transmission line project.

At the meeting, representatives of leaders of Thanh Hoa, Nghe An, Quang Nam, Dong Nai, Lao Cai, Yen Bai, Phu Tho, Vinh Phuc provinces quickly reported the results of the assigned tasks from the previous meeting; pointed out the arising difficulties; and proposed solutions for ministries and branches to support the resolution.
In particular, for the 500 kV Lao Cai - Vinh Yen line, the 4 related provinces all agreed with the opinion of Minister Nguyen Hong Dien that: This is a project with a very important role in ensuring the release of capacity of power plants; and transmitting enough electricity for socio-economic development, attracting investment from localities. Therefore, it is necessary to accelerate the progress of this project as soon as possible.
After listening to the opinions and conclusions of the meeting, Minister Nguyen Hong Dien highly appreciated the efforts of the ministries, branches, localities and EVN in urgently implementing the projects and contents agreed upon at the meeting on October 17, 2024 and achieving certain results. The grid projects importing electricity from Laos have basically resolved the problems related to compensation and site clearance. Some other tasks such as cutting down trees and clearing the route corridor have been directed by localities; The Lao Cai - Vinh Yen 500 kV Transmission Line Project has been approved by the Prime Minister for investment policy.

However, the Minister also frankly pointed out that many tasks have not yet met the set requirements, such as the synchronous power grid projects to relieve the capacity of Nhon Trach 3 and 4 Thermal Power Plants have not made any progress and have not handed over the site in October 2024 as committed by the leaders of Dong Nai Provincial People's Committee. The 220 kV Nam Sum - Nong Cong Transmission Line Project and the 220 kV Dak Ooc Switching Station and Connection Project cannot be completed in October 2024; some other specific tasks have not yet been completed as agreed at the previous meeting.
To speed up the progress of important power projects in the coming time, Minister Nguyen Hong Dien requested ministries, branches, localities, EVN and the National Power Transmission Corporation (EVNNPT) to carry out the following key tasks:
For the 500 kV Monsoon – Thanh My transmission line project and the 220 kV switching station project and the 220 kV connecting line
Propose that the People's Committee of Quang Nam province direct the People's Committee of Nam Giang district to strengthen propaganda and mobilize 56 households of Ta Po commune and Ta Bhing commune who have cultivated land in natural forest land not to obstruct the contractor from constructing the wire pulling of the 500 kV Monsoon - Thanh My transmission line project. In case the households still obstruct the construction due to demanding compensation outside the policy regime, the People's Committee of Quang Nam province directs the People's Committee of Nam Giang district to implement administrative measures according to regulations to ensure the completion of the project as required by the Prime Minister. At the same time, direct the investor and the People's Committee of Nam Giang district to urgently complete the plan to handle fallen trees and trees at risk of falling on the foundation positions of the 220 kV switching station project and the 220 kV connecting line, and submit it to the Provincial People's Committee for consideration and decision before November 15, 2024.

For the 220 kV Nam Sum – Nong Cong transmission line project
Propose that the People's Committee of Nghe An province direct the People's Committee of Que Phong district to promptly approve the compensation and support plan (PABT) for 112 households with land in the safety corridor, as a basis for organizing the felling of trees to serve the project's power supply before November 15, 2024.
Continue to mobilize the local political system to propagate and encourage households to receive money according to the approved plan. In cases where they have been mobilized but do not cooperate, measures must be taken according to regulations.
Direct the Department of Natural Resources and Environment to urgently advise on approving the cadastral records of foundation location No. 99 to implement the wire pulling construction; have a plan to cut down trees in case people do not proactively cut down trees in the route corridor.
Regarding the power grid projects to release capacity of Nhon Trach 3 and Nhon Trach 4 Thermal Power Plant Projects, the Minister requested the People's Committee of Dong Nai province to promptly complete the approval of additional planning and land use plans of Nhon Trach district, as a basis for implementing procedures on compensation and site clearance. Urgently issue decisions on procedures for site clearance compensation, land prices, and prices of crops and architectural objects according to the Land Law No. 31/2024/QH15 and guiding Decrees of the Land Law.
Direct the People's Committees of Nhon Trach and Long Thanh districts to promptly implement procedures for compensation and site clearance and continue to promote propaganda and mobilize households to support and agree with the investment and construction of projects, and hand over the site to investors and contractors for construction in November 2024.
The Ministry of Planning and Investment is requested to promptly complete the appraisal and submit to the Prime Minister for approval of the investment policy for the 220 kV transmission line project of the 500 kV Long Thanh Substation - High Technology before November 15, 2024 to carry out the following procedures.

For the 500 kV Lao Cai – Vinh Yen transmission line project
Propose that the People's Committees of Lao Cai, Yen Bai, Phu Tho and Vinh Phuc provinces maintain the route as agreed by the People's Committees of the provinces, avoid planning or approving other projects passing through the route of the project, leading to the need to adjust the route, affecting the completion progress as required by the Prime Minister. At the same time, coordinate with EVN to promptly implement the next investment procedures according to regulations, ensuring the progress of the project.
On the EVN side, Minister Nguyen Hong Dien requested EVN to continue directing relevant units to coordinate with localities to urgently handle issues related to site clearance, and at the same time have plans to overcome difficulties, speed up the construction of power grid projects importing electricity from Laos, ensuring the completion of all projects in November 2024. Continue to strengthen coordination with local People's Committees to strengthen propaganda, focus on handling obstacles and difficulties to speed up compensation and site clearance, especially synchronous power grid projects to release capacity of Nhon Trach 3 and Nhon Trach 4 Thermal Power Plants. Request contractors to increase human resources, machinery, and materials to speed up construction work at project sites. Have construction measures suitable to weather and terrain conditions, ensuring efficiency and absolute safety.
Research and adjust progress, focus resources to urgently implement the next steps of the Lao Cai - Vinh Yen 500 kV transmission line project, striving to start construction before April 30, 2025.
