(PLVN) - The National Assembly has just agreed to adjust the target of gross domestic product (GDP) growth rate to 8% or more, with GDP scale in 2025 reaching about 500 billion US dollars (USD).
Continuing the program of the 9th Extraordinary Session, on the morning of February 19, with 463/464 delegates participating in the vote, the National Assembly passed the Resolution of the National Assembly supplementing the socio-economic development plan for 2025 with a growth target of 8% or more.
The Resolution clearly states the general goal is to consolidate and prepare well the fundamental factors to successfully implement the 10-year Socio-Economic Development Strategy 2021 - 2030, marking the time when the country enters a new era of development, contributing to creating a solid foundation to achieve double-digit growth in the period 2026 - 2030. In 2025, focus on promoting growth with the target of reaching 8% or more associated with maintaining macroeconomic stability, controlling inflation, ensuring major balances of the economy; harmoniously developing the economy with society and protecting the environment, ensuring national defense and security; creating the premise for higher growth in the following years.
The Resolution adjusts a number of key targets such as GDP growth rate reaching 8% or more, GDP scale in 2025 reaching about 500 billion USD; GDP per capita about 5,000 USD; average consumer price index (CPI) growth rate about 4.5 - 5%.
The National Assembly basically approved the tasks and solutions proposed by the Government and National Assembly agencies, and at the same time requested the Government and relevant agencies to focus on implementing the main tasks and solutions.
Specifically, promoting the improvement of institutions and laws and improving the effectiveness of law enforcement; focusing resources on completing a synchronous and modern strategic infrastructure; unlocking and effectively using public investment resources; promoting and renewing traditional growth drivers; strongly promoting new growth drivers, developing new and advanced production forces...
The National Assembly also requested to focus on reforming administrative procedures, improving the investment and business environment, creating all conditions to quickly resolve investment procedures, difficulties and obstacles in investment and business activities, and encouraging investment from all economic sectors. Accordingly, promoting the development of the private economy, the collective economy, especially small and medium-sized enterprises, to participate more deeply in the global value chain. Building a mechanism to prioritize the formation and development of new production forces, building mechanisms and policies to strongly develop large-scale, ethnic enterprises. Further enhancing the role of state-owned enterprises to focus on investing in large, focused, key projects with spillover effects, creating momentum and promoting socio-economic development. Promoting close links between the state-owned enterprise, private enterprise and FDI enterprise sectors. Resolutely cut off the "ask - give" mechanism, and spread out public investment (The medium-term public investment plan from the central budget for the period 2026 - 2030 ensures no more than 3,000 projects).
Promote the effectiveness of the Investment Support Fund; urgently develop and effectively implement the Project on mechanisms and policies for the formation and development of ethnic enterprises, playing a pioneering and leading role; Project on the development of small and medium enterprises. Support enterprises in applying artificial intelligence, digital transformation, green transformation, circulation, resource saving, sustainable development, etc.
