(PLVN) - The National Assembly has just agreed to adjust the target for the growth rate of the gross domestic product (GDP) to 8% or higher, with the GDP size in 2025 reaching approximately over 500 billion US dollars (USD).
Continuing the agenda of the 9th Extraordinary Session, on the morning of February 19th, with 463 out of 464 participating delegates voting in favor, the National Assembly passed a Resolution supplementing the socio-economic development plan for 2025 with the goal of achieving a growth rate of 8% or higher.
The resolution clearly states the overall objective is to consolidate and prepare the fundamental elements for the successful implementation of the 10-year socio-economic development strategy 2021-2030, marking the point at which the country enters a new era of development, contributing to creating a solid foundation for achieving double-digit growth rates in the 2026-2030 period. In 2025, the focus will be on promoting growth with a target of 8% or higher, while maintaining macroeconomic stability, controlling inflation, ensuring major economic balances; developing harmoniously between the economy and society, protecting the environment, and ensuring national defense and security; creating the groundwork for higher growth in subsequent years.
The resolution adjusts several key targets, such as a GDP growth rate of 8% or higher, a GDP size of over US$500 billion in 2025; a GDP per capita of over US$5,000; and an average consumer price index (CPI) increase of approximately 4.5-5%.
The National Assembly generally approved the tasks and solutions proposed by the Government and the National Assembly's agencies, and requested the Government and relevant agencies to focus on implementing the main tasks and solutions.
Specifically, this involves strengthening institutional and legal frameworks and improving the effectiveness of law enforcement; focusing resources on completing a comprehensive and modern strategic infrastructure; unlocking and effectively utilizing public investment resources; promoting and renewing traditional growth drivers; strongly promoting new growth drivers, and developing new, advanced productive forces...
The National Assembly also called for a focus on reforming administrative procedures, improving the investment and business environment, creating all conditions to quickly resolve investment procedures and difficulties in investment and business activities, and encouraging investment from all economic sectors. Accordingly, it aimed to promote the development of the private and collective economies, especially small and medium-sized enterprises, to participate more deeply in global value chains. It also called for the establishment of mechanisms to prioritize the formation and development of new productive forces, and the development of strong national and large-scale enterprises. Furthermore, it emphasized enhancing the role of state-owned enterprises to focus investment on large, key projects with spillover effects, creating momentum and promoting socio-economic development. Finally, it stressed the importance of close linkages between state-owned enterprises, private enterprises, and FDI enterprises. Resolutely eliminate the "request-and-grant" mechanism and scattered public investment (The medium-term public investment plan from the central budget for the period 2026-2030 ensures no more than 3,000 projects).
Effectively utilize the Investment Support Fund; urgently develop and effectively implement the Project on mechanisms and policies for the formation and development of ethnic minority enterprises, playing a pioneering and leading role; and the Project on the development of small and medium-sized enterprises.
