Mr. Vuong Dinh Hue: 'Continuously screening and supplementing the planning of National Assembly delegates for the new term'

Ministries and sectors have introduced nearly 1,000 personnel to the National Assembly, of which more than 300 people have been added to the planning source of National Assembly deputies for the next term, according to Mr. Vuong Dinh Hue.

On the occasion of the Lunar New Year 2024, National Assembly Chairman Vuong Dinh Hue answered questions from the press about law-making, supreme supervision and deciding on important national issues.

- The National Assembly has had a busy year with many sessions and a large workload. How do you evaluate the results of policy making in 2023?

- According to the Constitution, the National Assembly meets twice a year, but in 2023 there will be five sessions, with three extraordinary sessions. The National Assembly Standing Committee also works 16-17 sessions and also organizes two question-and-answer sessions, along with the questions at the National Assembly Session.

The National Assembly passed 16 draft laws, gave opinions on 10 other draft laws, and passed 6 resolutions. The National Assembly Standing Committee also passed one ordinance and 10 resolutions similar to ordinances. 114/137 legislative tasks, equivalent to 83% of the entire term, were completed. In its 78-year history, the workload of the National Assembly has never been so large.

Many people ask why the National Assembly still works on holidays and Tet, and why the lights are still on late at night? We ourselves do not want to work that hard, nor do we want the delegates, officials, and employees of the National Assembly Office to stay up all night, without weekends. But submitting draft laws and resolutions to solve urgent problems is something that must be done immediately. That is why everyone has to work twice, three times harder.

- During the process of drafting laws during the year, which project left the most impression on you?

- In reality, life is rich, so the legislative tasks are also changed to suit the situation. There are things that I think if I retire and write memoirs, the books might sell well. For example, before the 6th session, the Government and the National Assembly Standing Committee agreed to include in the program the draft resolution on applying additional corporate income tax according to regulations against global tax base erosion and the National Assembly's resolution on allowing the pilot application of investment support policies in the high-tech sector.

Regarding the first content, the Standing Committee of the National Assembly met once and concluded and agreed to submit it to the National Assembly, but the second content, met twice, could not be approved for submission. The reason is that the preparation of annual budget estimates and spending money to support corporations to attract investment has no precedent in the world. Therefore, right at the preparatory meeting, we proposed that the National Assembly withdraw the draft resolution on piloting investment support policies in the high-tech sector, and only submit the resolution on global minimum tax, which was approved by the National Assembly.

But a week later, multinational corporations sent me a letter, suggesting that the resolution on the global minimum tax should not be passed separately, but that both resolutions should be passed simultaneously, otherwise they should be postponed. Finally, the National Assembly Standing Committee agreed with the Government, reporting to the National Assembly to allow the withdrawal of both draft resolutions.

Surprisingly, multinational corporations later changed their priorities, suggesting that if there is no resolution to support investment in high technology, the National Assembly should soon pass a resolution on global minimum tax. They are worried about legal disputes because they have to fulfill tax obligations in many countries, which is very complicated, affecting the financial planning and tax payment plans of businesses from 2024.

In that situation, on the first day off between the two sessions, I worked with the agencies, suggesting to submit a resolution on the global minimum tax in the direction of including it in the general resolution of the session and establishing an Investment Support Fund for both domestic and foreign enterprises using this source, not using the state budget estimate, so the agencies agreed. The Prime Minister was very excited when he heard the news, even calling me in the middle of the night to share it.

After that, the Government and the National Assembly Standing Committee agreed to ask the National Assembly to bring back to the agenda the content of passing the resolution on the global minimum tax to gain the right to impose additional taxes and prevent tax base erosion. On this issue alone, next year we will collect about 15,000 billion VND, which would not have been collected without the resolution.

At the same time, the agencies also submitted to the National Assembly for approval in principle to establish a fund to support investment from this source and other resources, assigning the Government to draft a Decree regulating it and the National Assembly Standing Committee to comment before promulgating it, reporting to the National Assembly at the nearest session. This decision was highly appreciated by public opinion, many multinational corporations sent letters to the National Assembly Chairman to welcome and appreciate the Government and the National Assembly. They said they were very assured, committed to long-term investment, and called on other corporations to enter and expand their investment in Vietnam.

This is a typical example of the "pull the cannon in and pull the cannon out" story in law making, but it is to deal with emerging situations, meet the requirements of life and create development. The Government, the National Assembly and the National Assembly's agencies must also carefully consider in choosing the optimal solution.

- There are laws and resolutions added to the meeting agenda, but there are also laws that have to be delayed for approval. What do you say about this?

- At the 6th session, the National Assembly has not yet passed two bills, including the revised Land Law, which was approved by the Party and State leaders, the people and businesses. We do not chase after quantity. Although urgent, we must meet quality requirements, not be hasty or hasty. The Land Law is second only to the Constitution in importance, having a profound impact on all aspects of economic and social life and the people. It is not for nothing that there are 12 million opinions from the people contributing to this law.

Before the 6th session, there were 6 major contents that the National Assembly Standing Committee agreed and agreed upon; 7 major contents that the Party Delegation reported to the Politburo were commented on by the Politburo, many contents still have not agreed on the plan. The suspension of the draft law can be said to be an event, similar to the suspension of the Law on Medical Examination and Treatment (amended) at the 2nd National Assembly Session. In fact, after only one more month of completion, the quality of the draft Law on Medical Examination and Treatment has been very different, especially in terms of financial autonomy mechanism, basically removing difficulties and obstacles in the health sector.

Recently, the National Assembly held an extraordinary session to pass the revised Land Law with many important contents such as: specific regulations on 32 cases of land recovery for national and public interests; diversifying forms of compensation for people whose land is recovered; expanding the limit for transferring agricultural land; granting red books for land without documents before July 1, 2014.

- In 2023, the National Assembly will also conduct a mid-term vote of confidence for positions elected and approved by the National Assembly with three levels of high confidence, confidence and low confidence. How do you evaluate the results and what do you think about the proposal to only conduct a vote of confidence with two levels of confidence and no confidence?

- The recent vote of confidence at the National Assembly was large-scale and conducted closely and elaborately. The atmosphere before, during and after the vote was relaxed, united and democratic. There was no campaigning, lobbying or inviting this or that delegation before the vote of confidence.

Of the 44 positions put up for a vote of confidence, the majority have high confidence and high confidence. As the person in charge, my point of view is that between getting the job done and losing favor, you have to choose the right job, and the National Assembly Chairman must always put pressure on the staff. After such a difficult operation, I am very happy and encouraged to be evaluated as good or fair.

Some delegates suggested that the question and answer session and the socio-economic discussion should be completed before the vote is taken, but I think this is unnecessary, because the mid-term vote is to evaluate the work results from the beginning of the term. The data and information for the delegates to evaluate are complete. In addition to the vote of confidence, the evaluation of officials is also demonstrated through questions and answers at meetings, through the supervision work of voters and the people.

There is a suggestion to divide the votes into two categories: yes and no, that is, confidence or no confidence. But that would not be a vote of confidence but a vote of no confidence, which is not in line with the Party and State's policies. In the matter of evaluating cadres, saying yes or no, confidence or no confidence is not a simple matter. Taking a vote of confidence is just one of many channels, not the only one, to evaluate cadres.

- When taking office, you wanted to build a strong National Assembly through each strong delegate. The 15th term is halfway through, how much of your expectations have the National Assembly's activities met?

- The quality of the National Assembly session and the activities of the National Assembly Standing Committee depend largely on the quality and effectiveness of the activities of the National Assembly delegation and each National Assembly deputy. The role of a National Assembly deputy is central to the activities of the National Assembly and the coordination between the National Assembly in general and other entities in the political system such as the President, the Government, the Court, the Supreme People's Procuracy, and the Fatherland Front.

In recent times, the proactive participation of National Assembly deputies has increased, as demonstrated by the registration to speak. There are sessions where the allocated time only accommodates one-third or one-fifth of the number of registered deputies. The opinions of deputies demonstrate their contributions to the activities of the National Assembly, but also demonstrate the role of representative supervisory of voters and the people.

I think that the National Assembly promotes a high democratic spirit to have so many representatives speak out. In reality, there is not a single opinion of the National Assembly representative that is not accepted and explained, sometimes minority opinions become decisions of the National Assembly.

The achievements of the National Assembly since the beginning of its term have been highly appreciated by the Party and State leaders and the voters, so it is clear that the contributions of National Assembly deputies are very outstanding. The quality of deputies in each term is increasingly focused on and improved.

- Innovating the activities of the National Assembly to move forward has always been the goal that you set and want the agencies to aim for. So in the coming time, what major tasks will the National Assembly and the National Assembly Standing Committee focus on to achieve this goal?

- Innovation is a necessity of life and a responsibility. Inheriting and maintaining the performance of the previous National Assembly is difficult, but we must move forward and not stop. To do this, the most important issue is still the issue of representatives.

The planning for the formation of the delegation for the next term, especially full-time delegates, is being actively implemented by the National Assembly agencies, to avoid a repeat of the previous term, when the number of 133 full-time delegates was not guaranteed. The National Assembly Party Delegation has requested the Party Executive Committees of the Central agencies, provincial and local Party Committees to introduce personnel to the National Assembly. This will be the source of delegates to become full-time members, standing members, and leaders of the National Assembly Committees.

Nearly 1,000 personnel from ministries, sectors and agencies have been introduced to the National Assembly. After screening, more than 300 people have been added to the planning pool for the next National Assembly. They include incumbent deputies; local leaders, government agencies, police and military.

The goal is to increase the proportion of full-time deputies to about 40%. To do this, the National Assembly agencies must review and screen each year; personnel for the next term must be more thoughtful and complete than the previous term. Only then will National Assembly deputies of each term be evaluated by voters for their dedication, responsibility, intelligence and constructiveness.
