The National Assembly has passed a Resolution supplementing the 2025 socio-economic development plan to promptly remove difficulties and obstacles to complete infrastructure and create new development space.
After 6.5 working days, on February 19, the 9th extraordinary session of the 15th National Assembly was a great success.
This is also the basis for the Government to make the greatest efforts in developing plans and documents detailing the contents assigned in laws and resolutions of the National Assembly in the coming time.
Carrying out personnel work and perfecting positions to ensure the new apparatus operates effectively and efficiently, meeting the country's development requirements in the coming period, the National Assembly elected 2 Vice Chairmen of the National Assembly and 6 Chairmen of the National Assembly Committees; voted to pass the Resolution on the organizational structure of the Government for the 15th National Assembly term and Resolution No. on the structure and number of Government members for the 15th National Assembly term.
The Government of the 15th National Assembly term consists of 14 Ministries and 3 ministerial-level agencies; has 25 members including the Prime Minister, 7 Deputy Prime Ministers, 14 Ministers, and 3 Heads of ministerial-level agencies.
Notably, in reviewing, deciding, and promptly removing difficulties and obstacles in institutions and policies, creating breakthroughs to complete infrastructure, promote resources, and create new development space, the National Assembly passed a Resolution supplementing the socio-economic development plan for 2025 with a growth target of 8% or more and a Resolution on investment policy for the Lao Cai-Hanoi-Hai Phong railway construction investment project.
Innovation in law-making thinking

At the 9th extraordinary session, the National Assembly considered and passed 4 laws including: Law on Organization of the Government (amended); Law on Organization of Local Government (amended); Law on Amendments and Supplements to a Number of Articles of the Law on Organization of the National Assembly; Law on Promulgation of Legal Documents (amended); Resolution on handling a number of issues related to the reorganization of the state apparatus and 4 resolutions to implement the reorganization of the National Assembly and the Government for the 15th National Assembly term; passed 6 Resolutions to promote the country's socio-economic development and specific mechanisms and policies for a number of important projects and key national works.
According to National Assembly Chairman Tran Thanh Man, this is an important milestone in the law-making process, which is of great significance in serving the revolution of arranging and streamlining the apparatus of the political system and promptly removing difficulties and obstacles in terms of institutions and policies, creating breakthroughs to perfect infrastructure, promote resources, and create new development space for localities and the whole country.
The National Assembly has passed the Law on Promulgation of Legal Documents (amended) which is of great significance, creating a legal corridor for the development and organization of the implementation of the system of legal documents.
According to National Assembly delegate Trinh Xuan An (Dong Nai), the Law on promulgation of legal documents is "the law that makes the law," makes the institution. If we want to remove the institution, if we want to clear the "bottlenecks" of the institution, we must amend the content that makes the institution.
The Law on Government Organization (amended) was promulgated in the context of the whole country's determination to implement Resolution No. 18/NQ-TW of the Party Central Committee on innovation and reorganization of the political system to be streamlined and operate effectively and efficiently, along with changing the organizational structure of the Government and the number of members of the 15th Government.
Resolution 27/NQ-CP of the regular Government meeting in January 2025 also clearly stated the requirement to urgently complete and submit to the Government for promulgation Decrees on the functions, tasks and powers of ministries, ministerial-level agencies and Government agencies according to the new organizational structure, to be completed before February 15, 2025, ensuring they come into operation from March 1, 2025.
On February 18, 2025, right after the National Assembly completed the positions, at the Conference to implement the National Assembly's resolution on the Government's organizational structure, assigning tasks to a number of Government members for the 2021-2026 term, Prime Minister Pham Minh Chinh emphasized that as the highest administrative body, performing the functions and tasks assigned by the Party and the State in all fields, the Government's tasks are very heavy, especially in the context that the whole country is striving to achieve double-digit growth in the coming time in a sustainable direction...; At the same time, the Prime Minister clearly stated the requirement that, in the face of the rapidly changing and complicated world situation, Government members must not be subjective or negligent, but must grasp firmly, respond quickly and effectively to the situation; always be proactive, flexible, creative and effective; promote the spirit of solidarity and unity, build an honest, clean government, serving the people...
Promote socio-economic development
The National Assembly passed 6 Resolutions to promote the country's socio-economic development and specific mechanisms and policies for a number of key national projects and works. Accordingly, the Resolution on supplementing the 2025 socio-economic development plan with a growth target of 8% or more.
The National Assembly basically approved the tasks and solutions proposed by the Government and National Assembly agencies and at the same time requested the Government and relevant agencies to focus on implementing the main tasks and solutions.
The first task is to promote the improvement of institutions and laws and improve the effectiveness of law enforcement.
Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science, technology, innovation and national digital transformation clearly states: “Institutions, human resources, infrastructure, data and strategic technology are the key and core contents, in which institutions are a prerequisite, need to be perfected and go one step ahead.”
Institutionalizing the Party's policy, at this session of the National Assembly, the Resolution on piloting a number of policies to remove obstacles in science, technology and innovation activities was passed by the National Assembly on the morning of February 19. One of the outstanding contents of this Resolution is: Vietnamese enterprises investing in the construction of the first factory project selected to manufacture small-scale, high-tech chips to serve research, training, design, trial manufacturing, technology verification and production of specialized semiconductor chips in Vietnam according to the Prime Minister's request will be supported with 30% of the total project investment directly from the Central budget in case the factory is accepted and put into production before December 31, 2030. The total support level does not exceed 10,000 billion VND...
The Resolution on a number of special mechanisms and policies for investment in the construction of the Ninh Thuan Nuclear Power Project takes effect on the day the National Assembly passes it (February 19, 2025), applicable to the construction of the Ninh Thuan 1 Nuclear Power Plant, the Ninh Thuan 2 Nuclear Power Plant and its component projects, and a number of special mechanisms and policies applicable to Ninh Thuan province to implement the Project. The Resolution consists of 5 articles.
The phrase “special mechanisms and policies” is used throughout the draft Resolution. According to the report of the drafting agency, during the process of implementing investment in the construction of the nuclear power plant, Ninh Thuan province had great difficulty attracting investors, while the province had a low starting point, faced many difficulties, and had very limited resources to implement projects serving socio-economic development.
Providing additional revenue support for Ninh Thuan province during this time is extremely necessary to both serve the local socio-economic development and create favorable conditions for infrastructure development to facilitate the implementation of investment and construction of the Project...
The Lao Cai-Hanoi-Hai Phong railway project approved by the National Assembly has attracted much attention from voters and people, especially the 9 provinces and cities in the project area. The total investment of the project is 203,231 billion VND, equivalent to 8.37 billion USD, striving to be completed by 2030 at the latest.
The development of this project not only promotes economic and trade between Vietnam and China but also forms a railway route connecting East Asia-Central Asia-Europe; creates new development space, accelerates the process of urban, industrial, tourism, service development... in localities along the route corridor.
Assessed to have the optimal route, Hai Phong City People's Committee has proposed to contribute a total cost of about 10,960 billion VND to the Project capital to carry out site clearance in the city (both phases) and build the Nam Hai Phong - Nam Do Son branch line before 2030.
The project creates the premise for the development of the railway industry and supporting industries; creates a construction market worth about 4.4 billion USD, estimated to create about 90,000 jobs during construction and about 2,500 long-term jobs during operation and exploitation; contributes to reducing traffic accidents, environmental pollution, responding to climate change and contributing to ensuring national defense and security.
The 9th extraordinary session of the 15th National Assembly completed the proposed agenda, decided on many urgent issues, met practical requirements and political tasks as well as the expectations of voters and people.
This result creates a premise for organizational and personnel work at the 14th National Party Congress; election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term.
In his closing speech at the session, National Assembly Chairman Tran Thanh Man emphasized that at important historical moments, breakthrough decisions are needed to create strong development momentum.
The laws and resolutions passed during the 9th Extraordinary Session of the National Assembly not only have great legal significance, but also serve as a solid foundation to bring the country into a new era./.
