Specifically, on January 24, the Politburo issued a decision to merge the Central Propaganda Department and the Central Mass Mobilization Department into the Central Propaganda and Mass Mobilization Department; at the same time, issued a decision on the functions, tasks, and organizational structure of the Department.
On February 3, on behalf of the Politburo and the Secretariat, General Secretary To Lam presented the decision on functions, tasks and the decision to assign the Head and Deputy Heads of the Committee.

Speaking at the assignment, Head of the Central Propaganda and Mass Mobilization Commission Nguyen Trong Nghia congratulated Mr. Lai Xuan Mon and Mr. Pham Tat Thang on being trusted and assigned additional tasks by the Politburo.
Regarding the leaders of the departments and units that were awarded the decision, Mr. Nguyen Trong Nghia assessed that they are all qualified cadres, have basic training, and have accumulated practical work experience. The two Propaganda and Mass Mobilization Departments merged, so the workload is very large, he hopes that cadres, regardless of their position, must strive and get into specific work.
Mr. Nguyen Trong Nghia also assigned specific tasks to each department and unit to be worthy of the new apparatus. In merging and streamlining the apparatus, it is necessary to do a good job of ideological work, orienting information and propaganda, forecasting possible situations, advising on leadership and direction...
In particular, it is necessary to continue to do a good job of ideological work, taking a step forward in propaganda work on the Party and State's policy on restructuring and streamlining the apparatus in the spirit of Resolution 18.
Immediately after today's conference, units will focus on rearranging the organizational structure, perfecting functions and tasks to operate effectively and efficiently, especially units that had to be arranged between two previous boards.
"Internally, we must continue to review and do a good job of ideological work with the spirit that the General Secretary has stated. The new apparatus must be stronger than the old one. The new apparatus must have breakthroughs and reach new heights...", Mr. Nguyen Trong Nghia stated.
According to him, it is absolutely necessary not to miss the tasks as well as the Party work, activities of political and social organizations (including the organization of the Party Committee, Party Cell, Trade Union, Youth Union, Women's Union...) of the Board after the arrangement.
“Units must strengthen digital transformation in propaganda and mass mobilization work. Propaganda must take the lead in digital transformation to meet current requirements and tasks, especially in operating activities effectively, promptly and smoothly,” Mr. Nghia emphasized.
28 officers voluntarily applied for early retirement
Implementing the Party and State's policy on streamlining and streamlining the apparatus of Party and State agencies and the political system, before the merger, the Central Propaganda Department and the Central Mass Mobilization Department organized and seriously implemented the review, evaluation, and listing of department-level and division-level leaders, civil servants, public employees, and workers who are eligible for early retirement, leave of absence, or resignation.

Up to now, the entire board has 28 cadres, civil servants and employees voluntarily applying for early retirement and resignation.
These are the pioneering cadres who proactively proposed their wishes and the collective leadership of the department considered, weighed many aspects, discussed and met to agree on the policy, from which, the decision was made to allow the cadres to retire early and quit their jobs. These 28 cadres were awarded certificates of merit by the Central Propaganda and Mass Mobilization Department.
