Encourage people in "salty areas" to grow vegetables
Taking us on a tour of his backyard garden, old farmer Tran Van Can (Tan Long hamlet, Tan Duyet commune, Dam Doi district) said that after more than ten years of cultivating bamboo, he has now developed a freshwater garden of more than 3,000 square meters, growing many types of vegetables and fruit trees.
In the middle of the garden is a freshwater fish pond with three main types: catfish, catfish and perch. "The original intention of setting up a garden was to have something to serve more meals for the family, but there were too many vegetables and fish, the neighbors asked so I sold them to have more income. Every year I earn an extra 20 to 30 million VND," Mr. Can boasted.
In the brackish water area specializing in shrimp farming of Tan Duyet commune, up to now, most households have their own areas to grow vegetables. The whole commune has more than 3,600 households, currently more than 60% of households have vegetable gardens and freshwater fish ponds at home. Of which, 100% of households in the group have vegetable gardens and about 75% of them have both vegetable gardens and freshwater fish ponds.
According to Chairman of the Fatherland Front Committee of Tan Duyet Commune, Ho Kim Muoi, the source of vegetables and freshwater fish not only serves as an additional source of food for many households, but many households also have surpluses to sell, helping to improve and increase income. Increasing production helps local people accumulate more. Thanks to this method, at the end of 2023, Tan Duyet completed the income criteria and was recognized as a new rural commune. Currently, the whole commune has less than 2% of poor households, with only 15 households near poverty, while the number of well-off and rich households accounts for more than 70%.
Establishing vegetable gardens and raising freshwater fish has been widely practiced by people in Dam Doi district in the past 10 years, originating from Directive No. 10-CT/HU dated April 4, 2014 of the Standing Committee of Dam Doi District Party Committee.
Since the production shift in 2000, more than 65,000 hectares of monoculture rice land in Dam Doi district have become saltwater fields specializing in raising tiger shrimp and aquaculture. Profits from shrimp, crabs, etc. quickly helped people have a comfortable life. However, that is also part of the reason why a part of the people in the shrimp-specialized area of Dam Doi pay little or no attention to increasing production and cultivating on their family's land.
Since then, many vacant lands after many years of dredging and renovating saltwater ponds have been abandoned. To improve this situation, the Standing Committee of Dam Doi District Party Committee issued Directive No. 10 on "Strengthening the mobilization of people to grow vegetables, fruit trees and raise livestock and poultry".
After nearly 10 years of implementing the directive, the freshwater retention area in Dam Doi for growing vegetables and raising fish has increased from about 800 hectares (in 2014) to more than 2,200 hectares (early 2024). The whole district currently has 43,703 households, of which 21,095 households have built vegetable gardens and fish ponds, of which 6,410 households have vegetable gardens, 6,050 households have crops, 4,775 households have fish ponds, 3,860 households have barns with a total herd of more than 69,000 livestock and poultry...
"After a long period of implementation, local people only remember Directive No. 10 as the directive encouraging "vegetable growing". In addition to promoting increased production and helping people earn more income in salty land, the directive also aims to arouse the inherent spirit of hard work and perseverance of local people. Because in reality, growing vegetables and raising fish requires a lot of effort and care, leaving little free time to gather and drink, causing instability in security and order", said Ngo Ba Thanh, Standing Deputy Secretary of Dam Doi District Party Committee.
Realistic, popular
In reality, the "vegetable growing" directive of Dam Doi District Party Committee has received high response and consensus from the majority of local people. In particular, the pioneering and exemplary role, contributing to the spreading influence, is played by party members, unions and association members.
A typical example is the vegetable growing and freshwater fish farming model of party member Bui Hung Cuong, currently Deputy Head of the Mass Mobilization Committee of Dam Doi District Party Committee. This party member's family has a total of 19,000 m2 of production land in Hamlet 1, Dam Doi town, of which 3,000 m2 is used for freshwater gardening, the rest is used for shrimp and saltwater aquaculture.
Mr. Cuong's garden is covered with vegetables and fruit trees. In the garden, Mr. Cuong also dug a pond to store fresh water for raising fish. Mr. Cuong shared his experience: "In an area full of salt water like Dam Doi, the most difficult part in preserving fresh water is the initial design, preventing salt from entering the area where you want to preserve fresh water to grow vegetables and raise fish. When preserving fresh water is successful, the garden can grow any kind of fruit, helping the household have agricultural products to sell all year round. Like my garden, the current income is nearly twice that of a shrimp farm, even though the area is only about 1/5 of that of a shrimp farm."
Mr. Hua Chi Linh, Head of Hamlet 1, said: For nearly ten years, before and after work, party member Bui Hung Cuong has spent his free time tending to his family's garden. Mr. Cuong's family has sweet agricultural products for sale all year round and many local farmers have come to learn and gain experience. Thanks to the influence of party members like Mr. Cuong, 85% of the households in the hamlet now have models of growing vegetables and raising freshwater fish.
According to the assessment of the Chairman of the People's Committee of Dam Doi district, Le Minh Hien, thanks to the good implementation of the recommendation to increase production through the movement of utilizing vacant land to grow vegetables and raise freshwater fish, the income of Dam Doi people has improved in a positive direction. Compared to 2014, the average income per capita by the end of 2023 of the district increased from 29 million VND to 58 million VND; poor households from more than 3,300 decreased to 961 households (2.2%), near-poor households from more than 1,800 decreased to 812 households (1.86%) according to the multidimensional standard for the period 2021-2025. The initial success of the "vegetable growing" directive contributed to helping Dam Doi have 9/15 communes completing new rural construction; Hundreds of households have typical sweet production models, with an average income of 40-60 million VND/model/year.
Comrade Nguyen Tien Hai, member of the Party Central Committee, Secretary of the Ca Mau Provincial Party Committee, said: In reality, the provincial leaders realized that there was still an area of saline land that had been washed away, but households had not yet made good use of this land fund to increase production, so they reminded local Party committees and authorities to give deep direction on this matter and now there have been very positive changes. In particular, the Dam Doi District Party Committee, Phu Tan District Party Committee... concretized the province's direction with a number of clear resolutions and directives for local people to implement, helping to improve family economy associated with new rural construction.
From the success of Directive No. 10, in early 2024, Dam Doi District Party Committee issued Official Dispatch No. 2339-CV/HU, continuing to mobilize local people to make vegetable gardens, fish ponds... This directive is more in-depth when widely deployed to all classes of people in the district, with 100% of households with production land registering to participate. Along with that is the commendation and reward of individuals, collectives, and units that have implemented the movement well, as well as some constraints in the emulation review for party organizations, unions, and members... that have not performed well.
According to Ngo Ba Thanh, Standing Deputy Secretary of Dam Doi District Party Committee, the launch of this movement focuses more on substance when encouraging the development of high-value crops and livestock. Dam Doi District also added the repair of rural roads in the face of recent complicated landslides, which have damaged the roads. According to this new launch, households will reinforce and repair the rural roads across their family land; when the road is slightly damaged, they will proactively reinforce and repair it to maintain the life of the project, helping people travel conveniently.
