Mr. Loc added that he is originally from Quang Binh but has been living in Ho Chi Minh City with his son since 2018 and has not returned home to celebrate Tet. After 6 years away from home, he really wants to return home but the airfare and train fares are too high.
"I wonder if I can get a discount when buying plane or train tickets?", Mr. Loc wondered.

Answering this question, Lawyer Nguyen Van An (Ho Chi Minh City Bar Association) said that Clause 6, Article 23 of Decree 65/2018/ND-CP stipulates the subjects eligible for fare reduction when participating in public transport as follows:
Revolutionary activists before the August 19, 1945 General Uprising; Vietnamese Heroic Mothers; war invalids, people enjoying policies like war invalids; resistance fighters infected with toxic chemicals; people with especially severe disabilities, people with severe disabilities.
Elderly people; other subjects as prescribed by law.
In addition, Decree 65/2018/ND-CP also clearly states:
In case a social policy beneficiary traveling by train is entitled to two or more fare discounts, he/she will only be entitled to the highest fare discount.
People who are exempted or have their train tickets discounted must present a certificate of eligibility and identification when purchasing tickets and when traveling by train.
Lawyer An further cited, at Point d Clause 3 Article 2 Circular 71/2011/TT-BGTVT as follows: Passengers who are elderly are entitled to a discount of at least 15% on economy class tickets with the least restrictive conditions for resale within Vietnam's territory on domestic air transport routes.
"Thus, according to the above regulations, Mr. Loc is eligible for a discount of at least 15% on economy class tickets when traveling by passenger plane during Tet. However, the specific discount level is determined and announced by airlines based on actual conditions," the lawyer stated.
