Nho Quan Improve the efficiency of administrative procedure settlement

In recent times, the People's Committee of Nho Quan district has focused on promoting the review of administrative procedures; improving the quality of public service provision for people and businesses; strengthening discipline in receiving and handling administrative procedures; promoting the digitalization of administrative procedures. Thereby contributing to the publicity and transparency in handling administrative procedures, reducing time and travel costs for people and businesses.

Coming to the Reception and Results Department of the People's Committee of Nho Quan district to handle administrative procedures related to land, Mr. Nguyen Trong Huynh, Dong Phong commune was very satisfied when the civil servants working here warmly welcomed and enthusiastically guided, the administrative procedures were resolved quickly and conveniently. Mr. Nguyen Trong Huynh excitedly said: I came to carry out administrative procedures on the transfer of land use rights, I was guided by the civil servants at the Reception and Results Department of the People's Committee of the district to complete the procedures for land transfer documents to ensure accuracy, speed, and not having to travel a lot.

In 2023, Nho Quan District People's Committee focused on directing all levels, branches, People's Committees of communes and towns to promptly and effectively implement State documents and administrative reform plans of the district and the province. Disseminate and thoroughly understand administrative reform work among cadres, civil servants and public employees, promote spirit and responsibility in performing tasks, especially in handling administrative procedures. Focus on reviewing and evaluating regulations and administrative procedures, implementing plans to simplify administrative procedures according to Government regulations under the authority of district and commune levels in the area. Regularly update administrative procedures, publicly post administrative procedures at the Reception and Result Delivery Department at all levels and on the district's Electronic Information Portal to reach 100% of the prescribed number of administrative procedures. The total number of administrative procedures at the district and commune levels is 380 administrative procedures (265 administrative procedures at the district level, 115 administrative procedures at the commune level), of which 100% are prescribed by the Central Government.

Comrade Le Thi Thuong, a civil servant in the field of Natural Resources and Environment at the Reception and Results Department of the People's Committee of Nho Quan district, said: To effectively carry out the assigned tasks, I regularly update information and instructions from the Ministry of Natural Resources and Environment, the Department of Natural Resources and Environment, and documents of the Provincial People's Committee on the list of dossier components to guide people to carry out administrative procedures quickly and conveniently, without causing trouble or harassment to people and businesses; at the same time, coordinate with agencies and appraisal officers of the District Department of Natural Resources and Environment to resolve dossiers within the prescribed time.

In recent times, the People's Committee of Nho Quan district has promoted restructuring of procedures, handling administrative procedures in the electronic environment, providing online public services and handling administrative procedures. Up to now, 100% of agencies and units with administrative procedures have updated and processed the steps in handling administrative procedures on the Provincial Administrative Procedure Handling Information System. Propaganda work on non-cash payments and public postal services continues to be implemented. The People's Committee of Nho Quan district is providing 380 district and commune-level public services on the System (265 district-level administrative procedures, 115 commune-level administrative procedures). 720 official email addresses have been provided (75 official emails for organizations and 645 personal official emails). The rate of cadres and civil servants regularly using system accounts is 91%. The district's website has integrated the system and connected with the Public Service Portal and the Electronic One-Stop Information System to provide online public services for people and businesses.

Comrade Nguyen Duc Hai, civil servant of the Office of the People's Council of Thach Binh Commune, said: The People's Committee of Thach Binh Commune has actively and proactively implemented effective propaganda, dissemination, awareness raising, and digital skills dissemination for cadres, civil servants, public employees, and people in many practical forms. Improve the quality and increase the rate of use of online public services for organizations and citizens; promote the role of members of the Community Digital Technology Group in guiding and supporting each citizen to use online public services. Improve the efficiency of file processing to ensure that citizens receive their services on time or ahead of schedule. In 2023, Thach Binh Commune resolved over 90% of online public services.

The implementation of online public services of the District People's Committee and commune level in the district ensures stability and smoothness, contributing to quickly and conveniently resolving the needs of organizations and citizens. Administrative procedures announced by the District People's Committee for settlement in the electronic environment at levels 3 and 4 are increasingly received and resolved; the organization of widely announcing the service of returning results of administrative procedure settlement via public postal services is promoted.

Currently, the rate of online public services generating online records in Nho Quan district is 79.56%. The total number of records of administrative procedures resolved at district and commune levels from December 15, 2022 to December 14, 2023 is 44,714 records (the number of online records is 33,854 records, reaching 75%), the number of records resolved on time is 99%; the remaining number is in the process of being resolved. The level of satisfaction of people and businesses with administrative procedures is 100%.
