This is probably good news for many workers who will receive a double salary increase from July 1, 2024 if the draft Decree on minimum wages is passed.
If the new zone level is passed
According to Clause 1, Article 3 of the draft Decree on regional minimum wages for employees working under contracts, the regional minimum wage for employees is expected to increase from 200,000 - 280,000 VND/month, equivalent to an increase of 6% compared to the current level.
Therefore, when the regional minimum wage increases as proposed in the above draft, the regional minimum wage applied to workers will also increase.
However, for workers whose salaries are higher than the regional minimum wage, it still depends on the agreement between the employee and the employer.
Currently, the regional minimum wage is mentioned in Article 3 of Decree 38/2022/ND-CP with the lowest level in region I being 3.25 million VND/month and the highest level being 4.68 million VND/month.
Specifically, the proposed regional minimum levels are as follows:
With minimum monthly salary (VND/month)
With minimum hourly wage (unit: VND/hour)
Thus, it can be seen that the minimum wage (monthly or hourly) has increased compared to the current minimum hourly wage. And the expected increase ranges from 200,000 - 280,000 VND/month or 1,000 - 1,300 VND/hour.
If through the transfer of the area to receive the regional minimum wage
In addition to increasing the regional minimum wage according to the latest proposal of the Ministry of Labor, War Invalids and Social Affairs, the draft Decree on regional minimum wage also adjusts a number of areas receiving regional minimum wage.
Accordingly, the draft has adjusted many regions from lower regional minimum wages to higher regional minimum wages.
Accordingly, workers in regions receiving lower regional minimum wages will have their minimum wages increased according to the increase in the higher regional minimum wages.
Specifically, the adjustment of the area receiving the regional minimum wage is as follows:
- Moving from region II with an estimated minimum monthly wage of VND 4,410,000/month to region I with an estimated minimum monthly wage of VND 4,960,000/month in the following localities: Quang Yen town, Dong Trieu town, Uong Bi city, Mong Cai city in Quang Ninh province.
- Moving from region III with an estimated minimum monthly wage of VND 3,860,000/month to region II with an estimated minimum monthly wage of VND 4,410,000/month with the following localities:
Thai Binh City (Thai Binh Province); Thanh Hoa City, Sam Son City, Nghi Son Town, Bim Son Town (Thanh Hoa Province); Ninh Hoa Town (Khanh Hoa Province); Soc Trang City (Soc Trang Province).
- Moving from region IV with an estimated minimum monthly wage of VND 3,450,000/month to region III with an estimated minimum monthly wage of VND 3,860,000/month in the following localities: Trieu Son district, Tho Xuan district, Yen Dinh district, Vinh Loc district, Thieu Hoa district, Ha Trung district, Hau Loc district, Nga Son district, Hoang Hoa district, Nong Cong district (Thanh Hoa province); Thai Thuy district, Tien Hai district (Thai Binh province); Ninh Phuoc district (Ninh Thuan province).
