Currently, Bien Hoa City is mobilizing staff to review construction and land issues to soon support people in issuing land use right certificates (red books).
According to the reporter's records, Bien Hoa City (Dong Nai) is rectifying the illegal construction situation to develop "super wards" with the largest population in the country, especially Trang Dai ward after the direction of Dong Nai province leaders.

On March 7, at the People's Committee of Trang Dai Ward, many local people came to the People's Committee to register and declare the origin of the land and the time of house construction to issue land use right certificates. Most of the people were excited because for decades they had lived in a house "without a certificate".
Mr. Nguyen Thanh Dan, Chairman of Trang Dai Ward People's Committee, said that after receiving the direction of Mr. Vu Hong Van, Secretary of Dong Nai Provincial Party Committee and the Plan of the Standing Committee of Bien Hoa City Party Committee, the locality has focused on immediately implementing solutions to strengthen land management, planning, and construction order in the area. Mobilizing human resources from cadastral officers, urban order, environment and neighborhoods to survey the entire status of construction works for classification.

In cases where the conditions for granting certificates are met, the Ward People's Committee will notify households and invite them to the ward to provide instructions on providing documents and promptly hand over the files to relevant units. The Ward People's Committee will also organize for people to register and declare the origin of the land and the time of house construction to serve the issuance of land use right certificates in the shortest time.
"The ward has informed the people about the issuance of certificates according to the 2024 Land Law, the vast majority of people in the area are excited to bring their documents to complete the procedures," Mr. Dan informed.
People are currently coming to the ward to get instructions on how to make land use right certificates.
According to Mr. Dan, the misuse of land in Trang Dai has been going on for a very long time, so the locality has thoroughly informed each ward official to strengthen the management of construction order to promptly prevent cases of misuse of land.
Ms. Nguyen Thi Thuong, residing in Trang Dai Ward, said that after hearing the news, she went to the ward to get instructions from the staff on the procedures for granting a land use right certificate. She has now been instructed and is waiting to update all the necessary documents. "I have been here to build a house since 2006. Hopefully, this time, I will have a land use right certificate soon," Ms. Thuong said.

Similarly, Mr. Hoang Ngoc said that he only had a receipt for his land and now he was informed that his case was granted a land use right certificate, so he was very happy. "After many years of waiting, now we are completely at ease, waiting for the day we will be granted the certificate," said Mr. Ngoc.
Super ward with over 160,000 people
Trang Dai Ward has a natural area of nearly 1,500 hectares, established more than 30 years ago with 9,000 people. Up to now, the population has reached more than 120,000 people according to statistics on paper but can be up to 160,000 people living.
The ward has 27,851 land plots, of which nearly 20,000 plots have been granted land use right certificates for the first time. Through review, there are about 41,000 construction works in the ward, but only about 9,000 of these construction works are built on residential land, the remaining more than 32,000 construction works are built on agricultural land and land that has not been granted land use right certificates.
Illegal construction without permits leads to the disruption of the general planning, making it difficult to realize urban development criteria. The high population density results in the fact that the infrastructure of traffic, public welfare works, including essential institutions such as education, cannot keep up. The Standing Committee of Bien Hoa City Party Committee has developed a Plan to strengthen land management, planning, and construction in Trang Dai ward.
Bien Hoa City Party Committee requests to soon complete the issuance of certificates for cases that meet the conditions according to the provisions of the Land Law. Report on dossiers that do not meet the conditions for granting certificates, or have problems in processing, to propose to competent authorities to consider the settlement policy, as a basis for implementation.
