The Japanese government has urged households and industries around Tokyo to conserve electricity in July and August to ensure stable power supplies during the peak summer season, although it has not set any specific targets.
According to the forecast of the Ministry of Economy, Trade and Industry of Japan (METI), the risk of power shortages for daily life and production will not be as serious as in 2022, when the reserve ratio of power companies in Japan will almost always be stable at 5-10%, except for Tokyo Electric Power Company. (During the peak period of 2022, the government issued a notice calling for energy saving nationwide).
However, METI called for "reasonable" power-saving practices for two months in areas supplied by Tokyo Electric Power Company Holdings, citing an estimated reserve supply ratio of less than 5 percent, close to the minimum of 3 percent required to ensure stable supply.
In the event of the hottest heat wave in a decade, the Tokyo area is expected to have a reserve supply ratio of 3.1% for July and 4.8% for August, while estimates elsewhere are above 5% for both months. A reserve supply ratio below 3% comes with the risk of power shortages or blackouts.
METI said it will closely monitor the operation of power plants and electricity demand during peak periods. If the Tokyo area experiences a power shortage, it can be compensated by other power companies in the south with more abundant reserves thanks to the restoration of some nuclear power plants.
