Japan plans to establish AI safety institute in early 2024

According to VNA , Japan will establish a new agency tasked with developing safety standards for Artificial Intelligence (AI) to respond to risks such as the misuse of AI to create fake content and spread false information that are becoming more common.

The above information was announced by Prime Minister Fumio Kishida at the meeting of the AI ​​Strategy Council held on December 21 in Tokyo.

The new organization is expected to be established in January 2024 under the name “AI Safety Institute” (AISI), under the Information Technology Promotion Agency (IPA), Ministry of Economy, Trade and Industry of Japan (METI).

AISI will consist of AI and cybersecurity experts, responsible for setting safety assessment standards for companies developing AI and verifying the risk of AI misuse.

Also at the meeting, the AI ​​council discussed the “AI Guidelines” which include 10 principles, calling on domestic companies to put people at the center when developing or using AI.

As planned, the “AI Guidelines” will be officially approved in March 2024, applicable to developers, AI service providers and users.

The principles in the “AI Guidelines” build on the Group of Seven’s (G7) “Hiroshima AI Process” for developing international rules.

In line with the human-centered principle, the guidelines call on companies to respect human rights and diversity, take measures to combat misinformation, and absolutely refrain from developing, providing, and using AI services that negatively manipulate human decision-making and emotions. In addition, the guidelines include other principles such as protecting privacy, ensuring fairness, security, and transparency.

Earlier in October, British Prime Minister Rishi Sunak announced that the country would establish the world's first AI Safety Institute to test, evaluate and test new forms of AI. From there, regulators can grasp the capabilities of each new model, identifying all risks from social harm such as bias and misinformation to the highest risks.

Shortly thereafter, US Secretary of Commerce Gina Raimondo announced that the US would establish an AI Safety Institute based on working with the National Institute of Standards and Technology to ensure the safety and reliability of artificial intelligence.

In recent times, artificial intelligence tools have created a new breakthrough in the wave of investment in technology. However, technology experts note that artificial intelligence is fraught with many risks and challenges with concerns about the level of trust related to data, algorithms and applications.

Therefore, to maximize the benefits of artificial intelligence, it is important to give the public confidence that this technology is being developed and used responsibly.

Recently, 18 countries including the US, UK, Germany, Italy, Czech Republic, Poland, Australia, Chile, Singapore... signed an agreement to encourage businesses to create artificial intelligence systems that are safe from the design stage to avoid the risk of abuse.

This is seen as the latest in a series of initiatives by governments around the world to shape the development of artificial intelligence, which is having an increasingly large impact on industry and society in general.
