At the regular Government press conference in October 2023 on the afternoon of November 4, the press asked the Ministry of Finance about Thanh Buoi bus company's compliance with tax regulations in the recent accident that killed 5 people and injured 4 others.
Responding to this issue, Deputy Minister of Finance Nguyen Duc Chi said that Thanh Buoi Company's main business lines are passenger and cargo transportation. The company has two branches in Da Lat City (Lam Dong) and a branch in Phan Thiet (Binh Thuan).
Regarding tax, this company declares tax using the deduction method at the tax authority of Ho Chi Minh City; declares value added tax and personal income tax in Lam Dong. The company has registered to use electronic invoices since July 15, 2022.
Recently, through synthesis and supervision, Deputy Minister Nguyen Duc Chi said that the company has had many activities of supplementary declaration and adjustment of 24 tax declaration dossiers of many value added tax, personal income tax, and corporate income tax declaration periods at the Ho Chi Minh City tax authority in the years 2019, 2020, 2021 and 2022.
After the additional adjustment declaration, the company incurred and paid the following specific increased amounts: Value added tax in 2019 increased by VND 1,991,000,000, in 2022 increased to VND 2,763,000,000; corporate income tax in 2019 increased by VND 8,476,000,000 and in 2020 increased by VND 3,607,000,000, in 2022 increased by VND 267,000,000.
From October 10 to October 21, 2023, the company paid an amount of VND 21,457,000,000 to the State budget at the Ho Chi Minh City Tax Department.

Regarding tax management of the company, the Tax Department has conducted 7 inspections, of which 4 were conducted by the Ho Chi Minh City Tax Department and 3 by the Lam Dong Tax Department in the fiscal year 2013-2021.
Through inspection and examination, it was recommended and increased the budget payment amount by 1,437,000,000 due to incorrect declaration leading to a shortage of the amount payable.
Regarding whether the company violated tax laws or not, Deputy Minister Nguyen Duc Chi said that the Ho Chi Minh City Tax Department discovered that the company had signs of paying income to many employees with amounts larger than the salary and wage income that the company had declared for personal income tax settlement with the tax authority. This behavior leads to tax evasion and reduces the actual amount of tax the company must pay.
According to Mr. Chi, based on relevant regulations, the Ho Chi Minh City Tax Department has transferred this file to the Ho Chi Minh City Police Department for investigation according to regulations.
In addition, the Ministry of Finance has directed relevant units to closely coordinate with the police to clarify the responsibilities of Thanh Buoi Company and related subjects.
Thanh Buoi Bus Company paid salaries and wages to employees in an amount greater than the salary amount that the company declared to the tax authorities.
Responding further to this issue, Lieutenant General To An Xo - Spokesperson of the Ministry of Public Security said that, implementing the content of Official Dispatch 902/CD-TTg dated September 30, 2023 on overcoming the consequences of a particularly serious traffic accident in Dong Nai province, the Ministry of Public Security has directed Dong Nai Police to urgently investigate and clarify the cause of the accident.
At the same time, the police agency also clarified the responsibilities of related individuals and organizations to strictly handle them according to the provisions of the law.
In addition, the Ministry of Public Security also directed Ho Chi Minh City Police to promptly receive and handle reports of crimes related to this company based on their functions and duties.
After that, Ho Chi Minh City Police coordinated with a number of related units to clarify the violations; searched the branch headquarters and related locations of Thanh Buoi Company in Ho Chi Minh City and Lam Dong to clarify the violations.
At about 2:30 a.m. on September 30, on National Highway 20 (the right side of the route belongs to Phu Loi commune, the left side belongs to Phu Vinh commune), Dinh Quan district, Dong Nai province, a sleeper bus belonging to Thanh Buoi Company traveling from Dau Giay to Da Lat collided with the back of a truck traveling in the same direction.
After that, Thanh Buoi passenger bus continued to go to the left side of the road, hitting a 16-seat car of Hai Dang bus company traveling in the opposite direction. The accident resulted in 5 deaths and 4 injuries .
