Chairman of Thu Duc City People's Committee, districts in Ho Chi Minh City must manage extra teaching and learning

On February 7, the People's Committee of Ho Chi Minh City issued a document directing the implementation of extra teaching and learning according to regulations of the Ministry of Education and Training .

According to the directive document on the implementation of extra teaching and learning of the Ho Chi Minh City People's Committee, Mr. Phan Van Mai - Chairman of the City People's Committee - assigned the Department of Education and Training to preside over and coordinate with agencies advising the City People's Committee to issue regulations on extra teaching and learning in the area; guide and organize the implementation of regulations on extra teaching and learning for schools, organizations and related individuals.

The Chairman of the Ho Chi Minh City People's Committee also requested the Department of Education and Training to organize or coordinate with relevant agencies to organize inspections and examinations of extra teaching and learning activities in the area; handle according to authority or propose competent agencies to handle violations.

The Chairman of the People's Committee of Ho Chi Minh City assigned the Chairman of the People's Committee of Thu Duc City and districts to be responsible for managing extra teaching and learning activities in the area; directed the Department of Education and Training to guide, organize or coordinate with agencies to inspect extra teaching and learning activities in the area;

Handle according to authority or request competent authority to handle violations;

Direct the People's Committees at the commune level to monitor and inspect compliance with legal regulations on working hours, overtime hours and legal regulations on security, order, safety, environmental sanitation, fire prevention and fighting of organizations and individuals providing extra teaching and learning outside of school in the area.

Regulations on extra teaching of the Ministry of Education and Training

Circular No. 29/2024/TT-BGDDT of the Ministry of Education and Training regulating extra teaching and learning officially takes effect from February 14, 2025. The following points are noteworthy:

Do not organize extra classes for primary school students, except in the following cases: training in arts, physical education, and life skills training; teachers teaching at schools are not allowed to teach extra classes outside of school for money from students that the teacher is assigned by the school to teach according to the school's education plan; teachers at public schools are not allowed to participate in the management and operation of extra classes outside of school but can participate in extra classes outside of school.

In addition, the Ministry of Education and Training also stipulates that extra teaching and learning in schools must not collect money from students and is only for students who register for extra classes in each subject as follows:

Students whose study results in the last subject of the previous semester are not satisfactory; Students selected by the school to train excellent students; Final year students voluntarily register to review for entrance exams and graduation exams according to the school's educational plan.
