According to Decree No. 178/2024/ND-CP dated December 31, 2024, stipulating the regime and policies for cadres, civil servants, public employees, workers and armed forces in the implementation of the organizational arrangement of the political system, people with 2 to 5 years left until the prescribed retirement age are entitled to 3 allowances when streamlining the apparatus, including: one-time retirement allowance, allowance for the number of years of early retirement and allowance according to the working time with compulsory social insurance payment.
Accordingly, civil servants who meet the conditions and are decided by competent authorities to retire before the retirement age will immediately receive pension without having their pension rate deducted due to early retirement.

For those with 2 to 5 years left until retirement age, they are entitled to 3 allowances:
One is a one-time retirement benefit for the number of months of early retirement:
- For those who retire within the first 12 months from the date of the decision on organizational arrangement by the competent authority:
In case of being 05 years old or less to the retirement age prescribed in Appendix I and Appendix II issued with Decree No. 135/2020/ND-CP, they will receive a subsidy equal to 01 month of current salary multiplied by the number of months of early retirement compared to the retirement date.
In case of having more than 05 years to 10 years of retirement age as prescribed in Appendix I issued with Decree No. 135/2020/ND-CP, they will receive a subsidy equal to 0.9 months of current salary multiplied by 60 months.
- For those who retire from the 13th month onwards from the date of the decision to reorganize the apparatus by the competent authority, they will receive 0.5 times the allowance level at Point a, Clause 1 of this Article.
Second, allowance for years of early retirement: For each year of early retirement (full 12 months), you will receive 5 months of current salary.
Third, allowances based on working time with compulsory social insurance: For the first 20 years of working with compulsory social insurance, the allowance is 5 months of current salary; for the remaining years (from the 21st year onwards), each year the allowance is equal to 0.5 months of current salary.
In addition, cadres, civil servants and public employees who retire early and are eligible for rewards for their contributions according to the provisions of the Law on Emulation and Commendation and Decree No. 98/2023/ND-CP dated December 31, 2023 of the Government detailing the implementation of a number of articles of the Law on Emulation and Commendation, but still lack the working time in a leadership position at the time of retirement to be rewarded for their contributions, will have their early retirement period calculated corresponding to the remaining time of the election term or the appointment period of the current position held to be considered for rewards for their contributions according to the provisions of the Law on Emulation and Commendation and Decree No. 98/2023/ND-CP.
For cadres, civil servants and public employees who are not eligible for rewards for their contributions, competent authorities will consider forms of rewards appropriate to their achievements.
