On the morning of May 8, the Provincial People's Committee held a provincial conference on promoting the disbursement of public investment capital plans, socio-economic recovery programs and 3 national target programs in 2024. Comrade Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee chaired the conference.
Attending the conference were comrades: Le Hong Vinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee; Bui Thanh An - Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee; Bui Dinh Long - Member of the Provincial Party Executive Committee, Vice Chairman of the Provincial People's Committee; leaders of departments, branches, 21 districts, cities, towns and investors.
Opening the conference, Chairman of the Provincial People's Committee Nguyen Duc Trung emphasized that this year the province organized the meeting earlier than in 2023, in August, with the aim of promoting higher disbursement of public investment capital.
Although the disbursement results in the first 4 months of 2024 of the province were quite good, higher than the same period and higher than the national average, comrade Nguyen Duc Trung said that there should not be a subjective mentality because there are still many issues that need to be clearly identified, from which there are measures and solutions to implement the disbursement of investment capital according to the direction of the Government and the Prime Minister, which is at least over 95%.
In the spirit of frankness and responsibility, the Chairman of the Provincial People's Committee requested departments, branches, localities, and investors at the conference to implement "4 rights": Correctly perceive the situation, thereby finding the right causes, proposing the right solutions and focusing on drastic implementation, in order to complete the target of disbursing public investment capital in 2024.
Reporting at the conference, Director of the Department of Planning and Investment Pham Hong Quang said that immediately after the Prime Minister's Decision on capital allocation and the Resolution of the Provincial People's Council, the work of assigning capital plans was promptly implemented by the Provincial People's Committee.
The total plan for 2024 is over VND9,076 billion, of which over VND4,628 billion will be put into concentrated public investment under the province's management. To date, the province has completed the detailed assignment of 100% of the capital plan for 1,030 projects for implementation.
Identifying the disbursement of public investment capital as one of the key political tasks, from the beginning of the year, the Provincial People's Committee has paid attention and closely and resolutely directed many solutions to speed up the disbursement progress.
In particular, immediately establish 1 provincial-level Working Group, 2 department-level Working Groups and assign tasks to Vice Chairmen of the Provincial People's Committee and relevant departments and branches to monitor each project to urge and direct the acceleration of public investment capital disbursement.
As a result, as of April 30, 2024, the concentrated public investment plan had disbursed nearly VND 989 billion, reaching 21.37% of the plan, 15.3% higher than the same period and 17.46% higher than the national average.
Some capital sources have achieved quite well, such as: The National Target Program on New Rural Construction disbursed more than 269 billion VND, reaching 60.8%; lottery revenue disbursed nearly 11.5 billion VND, reaching 40.87%; land use revenue disbursed more than 93 billion VND, reaching 36.7%.
Up to now, 24 units out of 68 total investor units have disbursement rates of over 30%. Key inter-regional projects and the province's socio-economic recovery and development programs are basically on schedule.
However, the disbursement rate of capital for the National Target Program on Sustainable Poverty Reduction only reached 6.9%; capital for the National Target Program on Socio-Economic Development for Ethnic Minorities and Mountainous Areas only reached 11.02%; central budget sources - domestic capital only reached 13.01%; the extended plan only disbursed 10%.
On the other hand, 26/68 units still disbursed less than 10%, of which 13 agencies and units have not disbursed. 72 projects with concentrated investment sources with capital of more than 700 billion VND and 356 projects with national target program sources have not disbursed. Site clearance continues to affect the progress of project implementation.
